김동일 (당시 전남 나주세무서 계장)

2009년 국세청 내부 게시판에 노무현 전 대통령에 대한 수사를 촉발시킨 태광실업 특별세무 조사를 비판하고 책임을 묻는 글을 게재함.

김영수 (당시 해군 소령)

2006년 근무 당시, 가구와 전자제품 구매 시 위조견적을 이용해 정상가격보다 40%이상 고단가로 수의계약을 맺어, 수 억 원의 손실을 초래한 사실을 해군 헌병대에 신고하였으나 제대로 처리되지 않아, 2009년 참여연대와 함께 대전지검에 고발함.

김이태 (한국건설기술연구원 연구원)

2008년 5월, 포탈사이트 토론방에 ‘4대강 정비계획의 실체는 운하’라는 것과 국토해양부로부터 운하 찬성논리 개발을 강요받고 있다는 것을 폭로함.

김종익 (전 NS한마음 대표)

국무총리실 공직윤리지원관실의 민간인 불법사찰의 피해자로, 2010년 자신의 피해사실을 PD수첩에 제보함.

김형태 (전 양천고등학교 교사, 현 서울시 교육의원)

2008년 양천고 재단 이사장의 학교 공사비 부풀리기, 가짜 동창회비 징수, 학교운영위원회 회의록 조작, 체육복 불법판매, 도서실비 부당징수, 기간제 교사 허위 등록을 통한 교육청 보조금 챙기기 등 횡령 사실을 서울시 교육청에 신고함.

이두희 (당시 장로회신학대학교 학생)

2010년 11월 장로회신학대학교 신학과 재학 중, 군목시험(군종사관후보생 선발시험) 응시과정에서 특정 교파 출신 학생들을 합격시키기 위한 부정행위가 있었음을 폭로함.

이용석 (연세대학교 교수)

2010년 7월 ‘우정사업본부 기반망’사업에 대한 제안서 평가위원으로 선정, 당일 저녁 SK텔레콤 측으로부터 SK텔레콤이 선정된다면 ‘컨설팅’ 등을 통해 보답하겠다는 로비가 있었음을 국민권익위원회, 참여연대, 언론에 신고함.

2) 2011년 제2회 의인상 수상자 (의인상 1인, 디딤돌상 1팀)

유영호 (전 군산메트로타워 감리단장)

2009년 군산의 고층아파트 신축공사 총괄감리를 맡아 직무를 수행하던 중 시공사의 부당설계변경 및 부실시공을 지적하고 시행사에 시정조치를 요구했으나 해고당했으며, 이후 문제를 알리기 위해 국민권익위에 신고함.

공익제보 디딤돌상 : 영화 <도가니> (제작 삼거리픽쳐스)

2011년 광주인화학교 성폭력 제보 사건을 영화화하여 사건 재수사와 <성폭력범죄 처벌 특례법>을 개정을 이끌어냄.

3) 2012년 제3회 의인상 수상자 (의인상 5인, 공로상 1인)

박재운 (전 청미원 영농법인 양돈농장 농장장)

2011년 1월 양돈농장에서 재직하던 중, 해당 영농법인이 구제역 발생에 따라 살처분을 한 돼지두수를 사실과 다르게 부풀려 보상금을 청구한 사실을 국민권익위에 신고함.

홍서정 (당시 명지고등학교 학생)

명지고등학교 1학년에 재학중이던 2012년 당시 학교의 종교 수업이 대체과목 없이 운영되는 것과 성경읽기, 부흥회 참여, 학급비로 헌금 납부 등을 강요한 사실을 서울시 교육청과 언론에 제보함.

심태식-민경대 (전.현 초등학교 교사)

2004년, 재직하던 서울 남부초등학교 교장의 회계부정 행위를 교육청에 제보하였고, 이후 초등학교 부정행위를 지속적으로 감시, 분석 제보하는 활동을 진행함.

이해관 (현 KT 새노조위원장)

2011년 세계 7대 자연경관 선정 전화투표를 주관한 KT가 해외전화망 접속 없이 국내전화망 안에서 신호처리를 종료하고도 소비자들에게는 국제전화요금을 청구했다는 의혹을 2012년 2월 언론에 제보함.

공로상 : 故 박대기 선생 (전 국방부 조달본부 구매담당관)

1998년 국방부 조달본부에서 외자조달 업무를 맡던 중, 외국 무기부품 구매 과정에서 국방부가 제작가보다 최고 몇 백배까지도 고가로 구입함으로써 군 예산을 낭비하고 있다는 사실을 고발함.

4) 2013년 제4회 의인상 수상자 (의인상 5인, 특별상 2인)

김담이 (전 평창 공립어린이집 교육교사)

근무 중 알게 된 어린이집의 부조리한 운영 형태(원아출석일수 조작, 비품유용 등)를 2013년 2월 국민신문고를 통해 보건복지부, 강원도청, 평창군청에 신고함.

김웅배 (남양유업 전 대리점주)

대리점주에 대한 남양유업 영업사원의 욕설, 물량 밀어내기(대리점에 물품을 떠넘기고, 판매여부와 무관하게 입금 강요) 관행을 담은 녹취파일을 2013년 5월 인터넷에 공개함.

박은선 (전 강원외국어고등학교 교사)

2010년 10월~11월에 치러진 강원외고 신입생 선발과정에서 학교가 합격자를 내정 한 후 성적을 조작한 입시부정과 교사채용 비리, 교육과정 편법운영 등을 강원도 교육청에 제보함.

윤상경 (전 한국보건복지정보개발원 관리부장)

한국보건복지정보개발원 임직원들이 2010년부터 자금을 각출해 국회 보건복지위원회 소속 국회의원 보좌진들에게 식사, 유흥, 골프접대 등 로비자금으로 사용한 사실을 2012년 2월 보건복지부에 신고함.

정진극(전 포스코 계열사 직원)

포스코 그룹사들의 동반성장 실적조작을 2012년 국회의원실과 국민권익위에 신고함.

특별상 : 권은희 (전 송파경찰서 수사과장, 현 국회의원)

서울경찰청 수뇌부가 2012년 대선개입 협의로 수사 중이던 국정원 여직원의 인터넷 댓글 사건을 축소·은폐 하려고 한 사실을 언론에 폭로함.

특별상 : 에드워드 스노든 (미국 국가안보국(NSA) 전직 CIA 요원)

미국 국가안보국(NSA)이 자국민 수백만 명의 통화기록을 수집하고, 프랑스, 이탈리아 등 38개 워싱턴 주재 대사관을 도청한 사실을 2013년 언론에 폭로함.

5) 2014년 제5회 의인상 수상자 (6인)

K씨 (당시 외교부 사회복무요원)

외교부 문화예술협력과 직원들이 수 년 동안 업무추진비를 허위공문서 작성을 통해 받아낸 뒤 자신들의 회식비로 사용한 점을 2014년에 국민권익위원회에 제보함.

김상욱 (전 국가정보원 직원)

2012년 연말 제18대 대통령선거를 앞두고, 국가정보원 직원들이 여당 대선 후보를 추켜세우고 야당 대선 후보들을 비방하는 글을 인터넷 게시판에 조직적으로 쓰거나 퍼뜨리는 등의 이른바 ‘국정원 대선개입’ 사건을 민주당과 언론에 제보함.

김재량 (당시 육군 상병)

2014년 4월 6일에 병원에 후송된 육군 28사단 윤 모 일병이 선임병들의 폭행 때문에 쓰러졌음을 포대장에게 제보함.

류영준 (당시 황우석 교수 연구팀 연구원, 현 강원대학교 교수)

황우석 교수의 인간배아 줄기세포 복제 성공 논문이 거짓이며 황 교수가 연구과정에서 난자매매 등 연구윤리를 위반했다는 사실을 2005년에 언론 및 시민단체에 제보함.

쓰레기소각업체 직원 2인

쓰레기소각시설 운영업체 oo건설 소장의 지시로 2010년부터 약 2년간 굴뚝에 설치된 대기오염 자동측정기(TMS)를 조작하여, 기준치를 위반한 오염물질이 나오고 있음을 은폐해 온 사실을 2012년 말 국회의원에게 제보함.

6) 2015년 제6회 의인상 수상자 (4인)

충암고등학교의 교사

충암고등학교가 식자재 비용과 인건비 등을 횡령한 정황을 2015년 2월 서울시교육청에 제보함.

전경원 (하나고등학교 교사)

2015년 8월 26일 서울시의회 행정사무조사에 증인으로 출석해 하나고의 학생 성적 조작에 의한 입시부정과 학교폭력은폐 의혹을 알림.

심평강 (전 전라북도 소방안전본부장)
2012년 이기환 당시 소방방재청장의 인사개입문제를 감사원에 신고함.

김동은 (전 다시함께 상담센터 소장)

성매매 피해여성 지원센터인 다시함께 상담센터 소장의 보조금 유용 등 회계비리를 2014년 5월 서울시에 제보함.

7) 2016년 제7회 의인상 수상자 (의인상 6인, 특별상 1인)

다나의원 전 간호조무사 2인

다나의원의 내원 환자들이 C형간염에 집단 감염된 사실을 2015년 11월 서울 양천구보건소에 제보함.

김정미 (인강원 전 교사)

장애인거주시설 인강원에서 벌어진 국고보조금 횡령, 장애인 폭행 등 인권침해 사실을 2013년 10월 국가인권위원회에 진정함.

조한준 (신송산업 전 직원)

소맥전분 제조업체인 신송산업이 밀가루를 비위생적으로 보관하고, 썩은 밀가루를 전분을 만드는데 사용했다는 의혹을 2016년 4월 국민권익위원회에 제보하고, 언론을 통해 증언함.

최성조 (한국유나이티드 제약회사 전 연구원)

한국유나이티드 제약회사가 밀수입한 원료의약품을 직접 생산한 것처럼 허위로 꾸미고, 약가 산정 과정에서 부당 이득을 취했다는 의혹을 2011년 4월 국민권익위에 제보했고, 제보 뒤에도 조사 및 수사가 제대로 이루어지지 않았다고 판단해 2016년 6월 국회의원에 다시 제보함.

김철우 (수원여자대학교 교직원)

이재혁 수원여자대학교 총장이 교비를 노무사, 변호사 법률자문 비용 등으로 사용한 것과 관련해 이 총장을 업무상 횡령죄와 사립학교법 위반으로 2012년 12월 검찰에 고발함.

특별상 : 故 조성열 (수서청소년수련관 위탁 운영 사회복지법인 상희원 전 직원)

1999년 서울시의 위탁으로 수서청소년수련관을 운영하던 사회복지법인 상희원에 근무하던 중 재단 이사장의 공금 횡령 등을 참여연대에 제보함. 2016년 7월 5일 전립선암으로 별세.

8) 2017년 제8회 의인상 수상자 (7인)

정현식(K스포츠재단 전 사무총장), 부인 이정숙, 아들 의겸

최순실 씨 지시로 SK, 롯데, 부영 등을 찾아가 체육인재 해외전지훈련 지원 사업 투자를 요구하고, 이 과정에서 안종범 전 청와대 정책조정수석이 전화로 진행사항을 확인한 사실을 2016년 10월 언론에 제보함. 부인 이정숙 씨와 아들 의겸 씨는 정현식 씨의 제보를 설득하고, 정 씨의 휴대전화 데이터를 복구해 최순실, 안종범과 주고받은 문자, K스포츠재단과 더블루케이, 문체부 내부 자료 등을 언론에 전달함.

김광호 (전 현대자동차 직원)

2016년 8~10월, 미국 도로교통안전국(NHTSA), 국토교통부, 국민권익위, 언론기관 등에 현대자동차가 엔진 결함 등 자동차 제작 결함을 알고도 시정조치를 하지 않는 등 자동차관리법을 위반한 의혹을 신고함.

신인술 (D에너지 탱크로리 운전기사)

자신이 운반하는 기름이 육상에서 유통이 금지된 해상벙커C유라는 사실을 알고, 관련 자료를 2015년 8월 부산지방국세청에 신고함. 사건이 제대로 처리되지 않자 2016년 8월 부산지방경찰청에 다시 고발함.

김은숙 (전 한국가정법률상담소 제주지부 직원)

2015년 4월, 5월 한국가정법률상담소제주지부 상담소의 보조금 부정청구 및 횡령 사실을 제주도 감사위원회와 제주지방경찰청 등에 제보함.

이명윤 (광주시립제1요양병원 직원)

2017년 7월 발생한 광주시립제1요양병원 노인 폭행 사건과 관련해 병원 측이 사건을 은폐하기 위해 CCTV를 폐기ㆍ조작한 사실을 2017년 8월 피해자 변호인에게 증거와 함께 전달하고 언론에도 알림.

이스라엘: 공익제보자에 가택연금 처분, ‘보복성’ 판결

이스라엘의 핵실험 실태를 폭로했던 모데르차이 바누누(Mordechai Vanunu)가 언론과 인터뷰를 가졌다는 이유로 11일 가택연금에 처해진 것은 가혹한 보복성 판결이라고 국제앰네스티가 밝혔다.

예루살렘 법원은 바누누가 9월 4일 이스라엘 방송사 채널2와 인터뷰를 나눈 것과 관련해 9월 10일 일주일간의 가택 연금에 처해진 것에 불복하고 제기한 항소를 11일 기각했다. 또한 바누누가 인터넷을 사용하거나 기자와 접촉하는 것 역시 금지할 것을 명령했다.

필립 루서(Philip Luther) 국제앰네스티 중동-북아프리카 국장은 “모르데차이 바누누에게 가해진 금지 처분은 가혹한 보복성 처벌”이라며 “최근 바누누의 자유를 탄압하고 있는 것은 바누누가 1986년 사건으로 18년이라는 시간을 감옥에서 보내며 이미 큰 대가를 치렀음에도 지금까지도 처벌을 고집하며 본보기로 삼겠다는 이스라엘 정부의 결정을 보여주는 또 하나의 사례에 불과하다. 바누누에게 더 이상의 처벌을 가한다고 해도 이스라엘의 국가 안보에는 아무런 도움이 되지 않는다. 바누누가 폭로했던 정보는 이제 거의 30년 전의 것으로, 이미 유효한 기간을 훨씬 넘긴 상태”라고 말했다.

국제앰네스티는 모르데차이 바누누를 표현의 자유를 평화적으로 행사했다는 이유만으로 자유를 빼앗긴 양심수로 간주한다.

바누누는 지난 1986년 영국 신문사 선데이타임즈(The Sunday Times)에 이스라엘의 핵실험 실태를 폭로했다가 독방 구금 11년을 포함, 18년간 교도소에 수감되어 있었다. 당시 이스라엘 비밀정보기관 모사드(Mossad)는 바누누가 해당 내용을 폭로하자 이탈리아에서 그를 납치해 장기간 비밀 구금하기도 했다.

바누누는 2004년 형기를 마치고 출소했지만 그의 시련은 지금까지도 계속되고 있다. 해외여행을 가거나 외국 대사관 주변에 접근하지 못하는 것은 물론, 인터넷 사용이나 외국인과의 대화도 금지되는 등 군이 부과하는 불필요한 보복성 제재의 대상이 되고 있다.

그러나 이번 주 체포되기 전까지만 해도 이스라엘 국내 언론사 기자와 대화하는 것은 금지사항이 아니었다. 바누누 측 변호인은 해당 인터뷰가 이스라엘 군 검열관에게 사전 승인을 받은 것으로, 바누누의 석방 조건을 위반하는 것이 아니라고 주장했다.

채널2 측은 정보 제공자 보호 원칙을 철저히 지키는 중으로, 바누누와 나눈 인터뷰 영상의 편집되지 않은 원본을 제출하라는 경찰의 요구를 거부하고 있다.

배경정보

모르데차이 바누누는 2004년 형기를 마친 이후 표현과 집회, 결사의 자유를 행사하고자 여러 차례 시도했지만 이스라엘 대법원은 이를 모두 묵살해 왔다.

일례로 지난해 대법원은 영국에서 공익제보자를 주제로 열린 국제앰네스티 행사에 참여하고, 의원 54명의 초청을 받은 영국 의회 행사에 참석할 수 있도록 바누누의 해외여행 금지 조치를 해제해 달라는 바누누 측 변호인의 청원서를 기각한 바 있다.

지난 2010년에는 외국인과 대화를 나누고 베들레헴의 크리스마스 미사에 참석하려고 했다는 이유로 제재를 위반했다며 유죄를 선고 받고 3개월간 수감되기도 했다.

Israel: ‘Vindictive’ ruling keeps whistle-blower Vanunu under house arrest

Today’s court decision to keep Israeli nuclear whistle-blower Mordechai Vanunu under house arrest for giving a media interview is vindictive and heavy-handed, Amnesty International said.

The Jerusalem district court turned down his appeal against a week of house arrest imposed yesterday in connection with an interview he gave to Israeli broadcaster Channel 2 on 4 September. The sentence also prohibits him from using the internet or speaking to any journalists.

“The restrictions on Mordechai Vanunu are punitive and vindictive,” said Philip Luther, Middle East and North Africa Director at Amnesty International.

“The latest attacks on Vanunu’s freedom are just one more example of the Israeli authorities’ determination to continue to exact retribution and make an example of him for what he did in 1986 and for which he paid the high price of 18 years in prison.

“Punishing him further now does nothing to protect Israel’s national security – any information he disclosed almost three decades ago is by now way past its sell-by date.”

Amnesty International considers Mordechai Vanunu to be a prisoner of conscience, deprived of his liberty solely for peacefully exercising his right to freedom of expression.

He previously spent 18 years in prison, including 11 years in solitary confinement, for revealing details of Israel’s nuclear arsenal to the British newspaper The Sunday Times in 1986. Following that disclosure, agents from Israel’s intelligence agency Mossad abducted him in Italy and held him in prolonged secret detention.

Though Mordechai Vanunu was released in 2004 after serving his sentence, his ordeal continues today. He remains subjected to military orders that impose punitive and unnecessary restrictions, including bans on foreign travel or going near foreign embassies, as well as restrictions on his internet use and communications with foreigners.

But, until his arrest this week, he had not been barred from speaking to Israeli journalists. Vanunu’s lawyers say that he did not breach his release conditions – the interview was given prior approval by an Israeli military censor.

Channel 2 is apparently standing fast to the principle of protecting their sources and has refused to give police the unedited footage of their recent interview with Mordechai Vanunu.

Background

Since Mordechai Vanunu’s release from prison in 2004, Israel’s Supreme Court has repeatedly quashed his attempts to be able to exercise his rights to freedom of expression, assembly and association.

Last year, for example, the Supreme Court denied a petition from his lawyers to lift his travel ban so he could participate in an Amnesty International event on whistle-blowers in the UK and attend an event at the UK parliament to which he was invited by 54 members of parliament.

In 2010 he was imprisoned for three months after being convicted of breaching his restrictions by speaking to foreigners and attempting to attend Christmas Mass in Bethlehem.

[2015년 의인상] 다시함께 상담센터장의 보조금 유용 등 회계비리를 제보한 전 센터직원 김동은

○ 수상자 선정사유

김동은 씨는 성매매 피해여성 지원센터인 다시함께 상담센터 소장(이하 센터장)의 보조금 유용 등 회계비리를 2014년 5월 서울시에 제보했다. 서울시의 특별점검 결과, 김 씨의 제보내용은 사실로 밝혀졌으며, 보조금 환수 조치 등의 성과를 이끌어 냈다.

정부기관의 업무를 위탁받은 기관들의 정부보조금 유용은 빈번하게 발생하는 대표적인 비리유형 중 하나이다. 김 씨의 제보는 취약계층 집단이라 할 수 있는 성매매 피해여성의 치료와 상담, 직업재활 훈련 등에 써야 할 서울시 보조금이 엉뚱한 곳에 쓰이는 것을 막는데 기여했다.

○ 수상자 소개

서울시 산하 성매매 피해여성 지원센터인 '다시함께 상담센터'에서 직원으로 근무하던 김동은 씨는 건강상의 이유로 보직 변경을 요청하였으나 센터장이 사표를 요구해 이를 거부하다 결국 해고됐다. 이에 김 씨는 2014년 5월 13일 서울시로부터 센터업무를 위탁 받은 한소리회에 해고 이의신청을 하면서 센터장의 회계비리를 적은 문서를 제출했고, 위탁기관인 서울시에도 이를 제출했다.

김동은 씨의 제보로 서울시가 다시함께 상담센터의 부적절한 보조금 집행과 운영실태 등에 대해 특별점검을 실시(2014.5.20~6.10)한 결과, 제보내용은 상당부분 사실로 드러났다. 서울시는 센터장이 직원들의 상담활동비와 거래업체로부터 후원금 명목으로 받은 돈을 간부 직급수당과 업무추진비로 사용하고, 근무하지 않은 직원들에게 임금을 지급한 후 다시 돌려받아 업무추진비로 사용하는 등 보조금 유용과 회계부정 사실을 적발하고, 한소리회에 센터장, 행정팀장, 회계담당자에 대한 징계를 요구하고, 관련자들과 거래업체 대표자들에 대한 수사를 의뢰했다. 또한 한소리회에 보조금 반환과 과태료를 부과했다.

센터장은 서울시가 특별점검을 실시하자, 센터직원 A 씨를 시켜 김 씨를 ‘성매매방지 및 피해자보호 등에 관한 법률(이하 성매매방지법)’ 위반으로 고발했다. 즉 김 씨가 센터장의 비리행위를 제보하면서 A 씨가 과거 성매매 피해여성으로서 센터소장의 예전 근무지인 여성인권상담소에서 상담을 받은 사실을 이야기 한 것이 성매매방지법 제30조(비밀엄수 등의 의무) 규정을 위반했다는 것이다. 검찰의 기소로 김 씨는 1심에서 유죄판결을 받고, 현재 항소심을 진행 중이다.

[2015년 의인상] 충암고등학교의 급식비리를 제보한 충암고 교사

○ 수상자 선정사유

충암고 A 교사는 충암고의 급식비리를 2015년 2월 서울시교육청에 제보해, 충암고가 식자재 비용과 인건비 등 4억여 원에 달하는 급식비를 횡령한 정황을 밝혔다.

A 교사는 징계 등 신분상 불이익 처분이 충분히 예상됨에도 이를 무릅 쓰고 학생들의 먹을거리와 관련된 급식문제를 해결하기 위해 노력했고, 학생들이 더 이상 부당하게 질 낮은 급식을 먹지 않게 하는데 기여했다. 또한 사립학교가 사익을 위해 학생들의 급식을 부정하게 운영하는 것을 바로 잡을 수 있도록 서울시내 학교 49곳에 대한 대대적인 서울시교육청의 급식비리 특별감사를 이끌어 내는데도 기여했다.

○ 수상자 소개

충암고 A 교사는 2014년부터 부실한 급식 문제 해결을 위해 학교 앞에서 1인 시위를 진행하고, 꾸준히 학교측에 개선을 요구해왔다. 또한 부실한 급식문제의 원인을 파악하고자 거래처에 대한 조사, 급식배송용역 일지 등 자료를 확보했으나, 개선이 이루어지 않자 2015년 2월 서울시교육청에 직영급식을 위장한 편법 위탁운영, 배송원 인원조작, 식재료 구매부정 등 급식비리 의혹을 제보했다.

제보를 바탕으로 서울시교육청이 2015년 5월~ 8월까지 충암중·고에 대한 급식감사를 실시한 결과, 제보내용은 사실로 드러났다. 서울시교육청은 충암중·고가 조리실에서 각 교실로 급식을 배송하는 배송원수를 조작하여 배송용역비를 횡령하고, 식자재 납품업체 직원을 학교급식 담당 직원으로 채용하여 불법입찰과 부당 수의계약을 체결하였으며, 식재료를 빼돌리고 종이컵, 수세미 등 소모품을 허위과다 청구하는 등 총 4억 여원을 횡령한 정황을 적발했다. 그리고 교육청은 학교측에 관련자 파면을 요구하고, 검찰에 고발했다.

충암고는 2015년 7월 A교사에 대해 징계를 추진하다가 7월 말 서울시교육청의 징계중단 요구로 징계절차를 중단하였는데, 언제 재개될지 알 수 없는 상황이다.

퍼그워시 회의 등 전세계 110개 평화단체, 무력사용 반대 입장 담은 서한을

미국과 북한 등 주요국가들에 전달

전 세계의 110개 평화단체들과 146인의 평화운동가들은 당면한 동북아와 한반도 위기에 대해 무력 사용을 반대하고 외교적 해결을 촉구하였습니다. 전 세계 평화와 군축을 위해 활동하는 이들은 이번 서한을 통해 지금의 위기가 오판과 우연에 의해 핵전쟁으로까지 비화된다면 전 세계는 핵참화를 피하기 어려울 것이라고 우려하며 △선제적 무력 사용 반대, △도발적인 군사연습 중단, △동북아비핵지대안 검토, △한국전쟁 종전, △6자회담 재개, △유럽연합의 외교적 협상 지원 환영, △외교적 해결 우선 등 7개 요구사항을 제시하였습니다.

이들은 이러한 입장을 담은 서한을 지난 9월 7일 남⋅북⋅미⋅중⋅러⋅일 등 6개국 대통령(또는 수상)과 유엔주재 대표, 유엔안보리 회원국, 안토니오 구테레스 유엔 사무총장 그리고 페데리카 모게리니 유럽연합 외교안보 고위대표에게 보냈다고 밝혔습니다.

이번 공동서한에는 퍼그워시 회의(Pugwash Conference), Campaign for Nuclear Disarmament(영국), Coalition for Peace Action(미국), 원수폭금지협의회(일본), 참여연대(한국) 등 전세계 24개국에서 활동하는 평화단체들과 1976년 노벨평화상 수상자인 메어리드 코리건 매과이어(Mairead Corrigan Maguire)를 비롯한 대표적 평화운동가들이 함께 하였습니다.

▣ 공동서한 국문

동북아 상황의 외교적 해결을 호소합니다

전 세계에서 평화와 군축을 위해 활동하는 ‘어볼리션(Abolition) 2000’의 회원단체들을 대신하여 미국과 북한에 동북아가 직면하고 있는 전쟁 직전의 상황에서 한 걸음 물러나, 대신 전쟁을 막기 위한 외교적 접근법을 택하라고 촉구합니다.

우리는 군사 갈등이 발발하는 것을 막고 나아가 근본적인 갈등을 해결하기 위해 즉시 협상에 나설 것을 요구합니다. 그러한 협상은 양자 간은 물론 중국, 일본, 북한, 러시아, 한국, 미국을 포함하는 새로운 6자회담 틀을 통해 이뤄져야 합니다.

북한의 핵‧미사일 능력을 두고 고조되는 긴장과 군사 갈등 위협은 외교적 해법이야말로 필수적이며 최우선임을 다시금 일깨워줍니다. 전쟁 위기가 높아지고 오판과 우연, 또는 의도에 의해 핵무기가 사용될 수도 있다는 사실은 매우 끔찍한 일입니다.

1950년에서 1953년까지 이어진 한국전쟁에서 목숨을 잃은 사람들의 수는 남북, 중국, 미국 등 다 합해 총 300만 명을 넘습니다. 만일 전쟁이 다시 발발한다면, 특히 핵무기가 사용된다면 사망자 수는 훨씬 더 많을 것입니다. 한반도에서 발발하는 핵전쟁은 핵 참사로 전 세계를 집어 삼킬 것이며 이는 우리 모두가 알듯이 문명의 종말을 가져올 것입니다.

전쟁보다 외교적 해법을 지지하며, 우리는 다음과 같이 요구합니다.

우리는 그 어느 측의 선제적 무력 사용에도 반대합니다. 이는 역효과를 낳을 것이며 상황을 핵전쟁으로 이끌 것입니다.

우리는 모든 측에 군국주의적 수사와 도발적인 군사 연습을 그만두기를 촉구합니다.

우리는 중국, 일본, 북한, 러시아, 한국, 미국이 3+3 방식의 동북아 비핵지대 수립을 위한 단계적이고 포괄적인 접근법을 검토하기를 권합니다. 이는 일본과 한국에서 두 개 이상의 정당의 지지를 받고 있으며 북한 정부도 관심을 가지고 있습니다.

우리는 중국, 일본, 북한, 러시아, 한국 그리고 미국이 또한 한국전쟁(1950-1953)을 공식적으로 끝내도록 1953년 정전협정을 전환하기 위한 가능한 옵션과 양식을 고려할 것을 권합니다.

우리는 6자회담을 재개하라는 유엔 사무총장의 요구와, 협상을 지원하겠다는 그의 제안을 환영합니다.

우리는 이란 핵 프로그램 협상을 성공적으로 이끌었던 것처럼 외교적 협상을 지원하겠다는 유럽연합(EU)의 제안 역시 환영합니다.

우리는 유엔 안전보장이사회에 갈등에 대한 외교적 해결을 우선시할 것을 요구합니다.

Appeal for a diplomatic solution in North East Asia

The Abolition 2000 members and affiliated networks listed below, representing peace and disarmament organisations from around the world, call on the United States and North Korea to step back from the brink of war in North East Asia, and instead adopt a diplomatic approach to prevent war.

We call for the immediate commencement of negotiations to prevent a military conflict from erupting, and to resolve the underlying conflicts. Such negotiations should take place both bilaterally and through a renewed Six-Party framework involving China, Japan, North Korea, Russia, South Korea and the United States.

The escalating tensions and threat of military conflict over North Korea's nuclear and missile capabilities makes a diplomatic solution of vital importance and the highest priority. The increasing risk of war - and possibly even the use of nuclear weapons by miscalculation, accident, or intent - is frightening.

More than three million citizens of Korea, China, USA and other countries lost their lives in the Korean War from 1950-1953. Should a war erupt again, the loss of lives could be considerably worse, especially if nuclear weapons are used. Indeed, a nuclear conflict erupting in Korea could engulf the entire world in a nuclear catastrophe that would end civilization as we know it.

In supporting diplomacy rather than war, we:

Oppose any pre-emptive use of force by any of the parties, which would be counter-productive and likely lead to nuclear war;

Call on all parties to refrain from militaristic rhetoric and provocative military exercises;

Encourage China, Japan, North Korea, Russia, South Korea and the United States to consider the phased and comprehensive approach for a North-East Asian Nuclear-Weapon-Free Zone with a 3+3 arrangement*, which already has cross-party support in Japan and South Korea and interest from the North Korean government;

Encourage China, Japan, North Korea, Russia, South Korea and the United States to also consider options and modalities for turning the 1953 Armistice Agreement into a formal end to the 1950-1953 Korean War;

Welcome the call of the UN Secretary-General for a resumption of Six-Party talks and his offer to assist in negotiations;

Welcome also the offer of the European Union to assist in diplomatic negotiations, as they did successfully in the negotiations on Iran’s nuclear program;

Call on the United Nations Security Council to prioritise a diplomatic solution to the conflict

* The 3+3 arrangement would include Japan, South Korea and North Korea agreeing not to possess or host nuclear weapons, and would require China, Russia and the USA agreeing not to deploy nuclear weapons in Japan, South Korea or North Korea, nor to attack or threaten to attack them with nuclear weapons.

최근 '징계의 부당함' 인정받은 4명의 공익제보자 소식 전해

홈페이지, SNS에 응원의 댓글 남기면 공익제보 관련 신간도서 증정

참여연대가 시민 여러분과 함께 응원해왔던 공익제보자들에게 최근 좋은 소식이 잇따르고 있습니다. 제보를 빌미로 이뤄졌던 징계에 대해 법원 등이 "징계가 부당하다"는 것을 인정해 준 것인데요.

반가운 소식의 주인공들은 2011년 KT의 전화투표 부정의혹을 제보한 KT직원 이해관, 2011년 강원외고 입학생 선발 비리를 제보한 박은선 교사, 2012년 동구마케팅고의 회계 비리를 제보한 안종훈 교사, 2011년 법무부 보호관찰소(소년원) 인권침해 실태를 제보한 법무부 직원 배현봉 등 4명의 공익제보자 입니다.
