사회복지연대_

공공의료 강화를 위한 새로운 모델, 민간병원의 공공병원화

 

부산은 대표적으로 건강이 나쁜 도시이다. 서울과 비교했을 때 기대수명이 많게는 9.7세까지 차이가 났으며(2014년 기준, 서울 서초구와 부산 동구의 격차), 피할 수 있는 죽음도 16개 구군 중 강서구를 제외한 15개 구군이 서울의 모든 자치구보다 높게 나타났다(2013년 기준).

하지만 아이러니하게도 의료공급은 과잉된 대표적인 도시가 부산이기도하다. 병상수가 전국에서 1~2위를 다툴 정도로 많으며 요양병원 병상의 수는 전국에서 단연 1위를 차지하고 있다. 병원은 많은데 왜 건강이 나쁠까? 그 해답을 공공의료에서 찾기로 했다.

지난 9월 8일 건강정책학회와 부산대학교 공공보건의료정책센터 공동주최로 “의료의 공공성 확대·강화 어떻게 할 것인가? - 부산 침례병원 사태를 중심으로” 토론회가 부산일보사 소강당에서 개최되었다. 건강불평등 해소 운동을 진행하고 있는 사회복지연대는 지난 7월에 파산한 침례병원 사태를 공공의료강화의 기회로 삼기위해 ‘민간병원의 공공병원화’라는 공공병원 확대의 새로운 모델을 고민해 왔고 침례병원 파산에 따른 새로운 공공병원 설립을 위한 부산시민대책위와 함께 토론회에 참여하였다.

토론회에 참석한 부산의대 윤태호 교수의 발제에 따르면 부산은 7대 특·광역시 중 공공의료 수준이 취약하며(2015년 기준: 의료기관 수 6등, 병상 수 5등) 시민의 건강수준을 개선하기 위한 정책을 수행하는 것이 어려운 실정에 놓여있다.

 

 

때문에 공공병원의 확대가 필요한데, 의료공급과잉인 상태에서 새로운 병원을 짓는 것 방법보다는 민간병원을 공공이 인수(투자)하여 공공병원을 확충하는 방안이 효율적이며 600병상규모의 대형병원인 침례병원이 그 첫 사례로 적합하다는 발제가 이어졌다.

이후 토론에서는 성남의료원의 사례를 들어 주민들이 간절하게 원하고 자랑할 수 있는 공공병원, 민간병원이라 할지라도 민주적으로 운영될 수 있도록 주민이 이사회에 참여하는 병원 등 공공성 확대를 위한 병원의 미래상에 대한 토론과 침례병원을 공공이 인수하기 위한 현실적인 방안과 한계 등의 토론들이 이어졌다.

토론회의 좌장을 맡았던 김용익 전 의원은 민간병원의 공공병원화는 향후 공공의료를 강화하는데 필수적인 방법이며, 민간병원을 공공병원화 하는 침례병원의 사례와 주민들이 참여하고 자랑스러워할 수 있도록 올바른 공공병원 운영을 추진하는 진주의료원의 재개원의 사례를 함께 고민하며 부울경 지역의 공공의료를 강화시키기 위해 노력해야 한다고 이야기했다.

사회복지연대는 지난 2013년, 부산일보사와 공동기획한 ‘건강최악도시부산’시리즈 이후로 부산의 건강불평등 해소와 공공의료 강화를 위해 노력해왔다. 토론회를 통해 이번 침례병원사태가 오히려 기회가 될 수 도 있다는 생각이 들기도 한다. 물론 민간병원을 공공이 인수하는 것이 쉬운 길은 아니겠지만 건강최악도시부산이 건강최고도시 부산으로 거듭날 수 있도록 사회복지연대는 계속해서 활동할 것이다.

 


 

복지세상을 열어가는 시민모임_

'2017 권리로 요구하는 천안시 사회복지 정책제안 토론회'

시민 정책참여과정을 통해 모은 시미느이 목소리를 천안시 정책으로 제안

 

참여예산복지네트워크(사무국 : 복지세상을 열어가는 시민모임)는 9월 19일(화) 권리에 기반한 시민 정책참여과정으로 시민이 직접 천안시에 필요한 정책 7건을 발표하는 ‘2017 권리로 요구하는 천안시 사회복지 정책제안 토론회’를 천안축구센터에서 진행하였다.

정책제안 토론회는 아동, 청소년, 노인, 장애인, 이주민, 자활참여주민, 대학생 등 7개 영역에서 158명의 복지 당사자와 사회복지기관․단체 현장 실무자가 직접 권리워크숍과 원탁회의, 정책모니터링에 참여하며 문제점과 개선방안을 도출한 결과, 최종 7건의 정책을 천안시에 요구하는 자리이다.

 

2017년 시민 정책참여과정은 아동부터 노인, 장애인 등 총 158명이 4월 인권교육을 시작으로 각각 8번의 권리워크숍을 통해 320여가지 결핍점을 생생하게 이야기한 후, 75명이 한 자리에 모여 ‘권리원탁회의’를 통해 16가지 주제 중 ‘내 삶에서 가장 결핍된 점’에 대해 세부토의를 진행하고 우선순위 투표를 거쳤다. 이후 네트워크 기관․단체와 당사자가 함께 정책모니터링을 통해 실태와 문제점, 개선방안을 도출한 후 최종적으로 ‘저소득층 중․장년층 1인가구 고독사 예방 및 보호대책 마련’ 등 총 7건의 정책제안서를 작성하였다. 제안된 제안서는 9월 초 천안시 각 해당 부처에 정책을 전달하고 부서별로 의견서를 수렴하였다.

 

정책별 천안시 해당부서 사전 검토의견 수렴은 올해로 4년째 시행하고 있는 과정으로 사전 검토의견을 요청하기 이전보다 시민들의 삶을 더욱 살피며 책임 있게 정책을 수행하는 등 긍정적인 효과를 나타내고 있다. 그러나 부서검토 결과 7건 중 4건이 미반영과 보류 결과를 보이며, 절반이 넘게 시민의 의견이 반영되지 못하였다.

특히 저소득층 특수촬영 의료비 지원의 경우 참여예산복지네트워크에서 3년동안 제안하여 2015년 천안시장 공약사업에 포함되어 조례제정 후 시행하고 있으나, 지원되는 질환의 폭이 좁아 2016년 말 기준 18.%의 예산집행률을 보이며 실질적으로 지원이 필요한 저소득층에게 제대로 이루어지지 않고 있다. 또한 저소득층 중․장년층 1인가구 고독사의 경우 기록적인 고령화와 가파른 1인가구 증가세와 맞물리면서 전국적으로 급증하며 사회문제로 떠올랐다. 현재 고독사 관련 공식적인 정부차원의 통계는 없는 상태이며, 이와 관련있는 무연고 사망자 통계의 경우 전국 222개 지자체 중 천안시가 6위로 지난해 27명이 무연고 사망자가 발생하였다. 이에 지자체별로 중․장년층 1인가구에 대한 전수조사를 실시하고 대책을 마련하는 반면 천안시는 아직 고독사 예방을 위한 조사나 대책을 마련하지 않고 있다.

 

참여예산복지네트워크는 토론회 이후 조례개정 등을 통해 제안한 정책이 실행될 수 있도록 간담회 등을 진행할 예정이며, 사회복지예산의 양적인 확대 뿐 아니라 실질적으로 시민들이 필요로 하는 정책이 될 수 있도록 활동하고자 한다.

국제 평화단체, 한반도⋅동북아 위기에 대한 외교적 해결 촉구

퍼그워시 회의 등 전세계 110개 평화단체, 무력사용 반대 입장 담은 서한을

미국과 북한 등 주요국가들에 전달

전 세계의 110개 평화단체들과 146인의 평화운동가들은 당면한 동북아와 한반도 위기에 대해 무력 사용을 반대하고 외교적 해결을 촉구하였습니다. 전 세계 평화와 군축을 위해 활동하는 이들은 이번 서한을 통해 지금의 위기가 오판과 우연에 의해 핵전쟁으로까지 비화된다면 전 세계는 핵참화를 피하기 어려울 것이라고 우려하며 △선제적 무력 사용 반대, △도발적인 군사연습 중단, △동북아비핵지대안 검토, △한국전쟁 종전, △6자회담 재개, △유럽연합의 외교적 협상 지원 환영, △외교적 해결 우선 등 7개 요구사항을 제시하였습니다.

 

이들은 이러한 입장을 담은 서한을 지난 9월 7일 남⋅북⋅미⋅중⋅러⋅일 등 6개국 대통령(또는 수상)과 유엔주재 대표, 유엔안보리 회원국, 안토니오 구테레스 유엔 사무총장 그리고 페데리카 모게리니 유럽연합 외교안보 고위대표에게 보냈다고 밝혔습니다. 

 

이번 공동서한에는 퍼그워시 회의(Pugwash Conference), Campaign for Nuclear Disarmament(영국), Coalition for Peace Action(미국), 원수폭금지협의회(일본), 참여연대(한국) 등 전세계 24개국에서 활동하는 평화단체들과 1976년 노벨평화상 수상자인 메어리드 코리건 매과이어(Mairead Corrigan Maguire)를 비롯한 대표적 평화운동가들이 함께 하였습니다.

▣ 공동서한 국문

 

동북아 상황의 외교적 해결을 호소합니다

 

전 세계에서 평화와 군축을 위해 활동하는 ‘어볼리션(Abolition) 2000’의 회원단체들을 대신하여 미국과 북한에 동북아가 직면하고 있는 전쟁 직전의 상황에서 한 걸음 물러나, 대신 전쟁을 막기 위한 외교적 접근법을 택하라고 촉구합니다. 

 

우리는 군사 갈등이 발발하는 것을 막고 나아가 근본적인 갈등을 해결하기 위해 즉시 협상에 나설 것을 요구합니다. 그러한 협상은 양자 간은 물론 중국, 일본, 북한, 러시아, 한국, 미국을 포함하는 새로운 6자회담 틀을 통해 이뤄져야 합니다. 

 

북한의 핵‧미사일 능력을 두고 고조되는 긴장과 군사 갈등 위협은 외교적 해법이야말로 필수적이며 최우선임을 다시금 일깨워줍니다. 전쟁 위기가 높아지고 오판과 우연, 또는 의도에 의해 핵무기가 사용될 수도 있다는 사실은 매우 끔찍한 일입니다. 

 

1950년에서 1953년까지 이어진 한국전쟁에서 목숨을 잃은 사람들의 수는 남북, 중국, 미국 등 다 합해 총 300만 명을 넘습니다. 만일 전쟁이 다시 발발한다면, 특히 핵무기가 사용된다면 사망자 수는 훨씬 더 많을 것입니다. 한반도에서 발발하는 핵전쟁은 핵 참사로 전 세계를 집어 삼킬 것이며 이는 우리 모두가 알듯이 문명의 종말을 가져올 것입니다. 

 

전쟁보다 외교적 해법을 지지하며, 우리는 다음과 같이 요구합니다.

  1. 우리는 그 어느 측의 선제적 무력 사용에도 반대합니다. 이는 역효과를 낳을 것이며 상황을 핵전쟁으로 이끌 것입니다. 
  2. 우리는 모든 측에 군국주의적 수사와 도발적인 군사 연습을 그만두기를 촉구합니다. 
  3. 우리는 중국, 일본, 북한, 러시아, 한국, 미국이 3+3 방식의 동북아 비핵지대 수립을 위한 단계적이고 포괄적인 접근법을 검토하기를 권합니다. 이는 일본과 한국에서 두 개 이상의 정당의 지지를 받고 있으며 북한 정부도 관심을 가지고 있습니다. 
  4. 우리는 중국, 일본, 북한, 러시아, 한국 그리고 미국이 또한 한국전쟁(1950-1953)을 공식적으로 끝내도록 1953년 정전협정을 전환하기 위한 가능한 옵션과 양식을 고려할 것을 권합니다. 
  5. 우리는 6자회담을 재개하라는 유엔 사무총장의 요구와, 협상을 지원하겠다는 그의 제안을 환영합니다. 
  6. 우리는 이란 핵 프로그램 협상을 성공적으로 이끌었던 것처럼 외교적 협상을 지원하겠다는 유럽연합(EU)의 제안 역시 환영합니다. 
  7. 우리는 유엔 안전보장이사회에 갈등에 대한 외교적 해결을 우선시할 것을 요구합니다. 

 

* 3+3 틀은 일본, 한국, 북한이 핵무기를 보유하거나 반입하지 않고, 중국과 러시아, 미국이 일본, 한국, 북한에 핵무기를 배치하지도, 이들을 핵무기로 공격하겠다고 위협하지도 않을 것을 요구합니다. 

 

 

 

▣ 공동서한 영문

 

Appeal for a diplomatic solution in North East Asia

 

The Abolition 2000 members and affiliated networks listed below, representing peace and disarmament organisations from around the world, call on the United States and North Korea to step back from the brink of war in North East Asia, and instead adopt a diplomatic approach to prevent war. 
 
We call for the immediate commencement of negotiations to prevent a military conflict from erupting, and to resolve the underlying conflicts. Such negotiations should take place both bilaterally and through a renewed Six-Party framework involving China, Japan, North Korea, Russia, South Korea and the United States.
 
The escalating tensions and threat of military conflict over North Korea's nuclear and missile capabilities makes a diplomatic solution of vital importance and the highest priority. The increasing risk of war - and possibly even the use of nuclear weapons by miscalculation, accident, or intent - is frightening. 
 
More than three million citizens of Korea, China, USA and other countries lost their lives in the Korean War from 1950-1953. Should a war erupt again, the loss of lives could be considerably worse, especially if nuclear weapons are used. Indeed, a nuclear conflict erupting in Korea could engulf the entire world in a nuclear catastrophe that would end civilization as we know it.
 
In supporting diplomacy rather than war, we:
 

  1. Oppose any pre-emptive use of force by any of the parties, which would be counter-productive and likely lead to nuclear war;
  2. Call on all parties to refrain from militaristic rhetoric and provocative military exercises; 
  3. Encourage China, Japan, North Korea, Russia, South Korea and the United States to consider the phased and comprehensive approach for a North-East Asian Nuclear-Weapon-Free Zone with a 3+3 arrangement*, which already has cross-party support in Japan and South Korea and interest from the North Korean government;
  4. Encourage China, Japan, North Korea, Russia, South Korea and the United States to also consider options and modalities for turning the 1953 Armistice Agreement into a formal end to the 1950-1953 Korean War;
  5. Welcome the call of the UN Secretary-General for a resumption of Six-Party talks and his offer to assist in negotiations;
  6. Welcome also the offer of the European Union to assist in diplomatic negotiations, as they did successfully in the negotiations on Iran’s nuclear program;
  7. Call on the United Nations Security Council to prioritise a diplomatic solution to the conflict

 
* The 3+3 arrangement would include Japan, South Korea and North Korea agreeing not to possess or host nuclear weapons, and would require China, Russia and the USA agreeing not to deploy nuclear weapons in Japan, South Korea or North Korea, nor to attack or threaten to attack them with nuclear weapons.

2011년 3월 15일 시리아 반정부시위가 시작된 이후, 지난 5년간 전쟁범죄와 반인도적 범죄 등 끔찍한 인권침해가 시리아를 휩쓸며 수많은 사람이 고통 속에 신음하게 되었다고 국제앰네스티가 밝혔다.

살릴 셰티(Salil Shetty) 국제앰네스티 사무총장은 “시리아 시위가 처음 시작된 이후로 지난 5년간의 세월은 엄청난 규모의 공포와 유혈사태로 얼룩져 왔다. 시리아 정부군이 평화적인 시위대를 향해 처음 발포했던 순간부터 민간인의 고통과 잔혹함은 시리아 사태를 비극적으로 상징하게 되었다”고 말했다.

또한 “시리아군을 비롯해 자칭 ‘이슬람국가(IS)’와 같은 비정부 무장단체는 인권과 전쟁법은 물론, 자신들로 인해 목숨을 잃고 상처 입거나, 피난을 떠나고, 포위당한 지역에서 굶주리는 민간인들에 대해 싸늘한 무관심으로 일관하고 있다. 시리아군은 민간 지역에 무자비한 ‘드럼통 폭탄(barrel bomb)’ 공격을 가하고, 대규모의 납치 활동과 산업 규모의 조직적 고문을 자행하는 등 끔찍한 전략을 사용하며 반인도적 범죄를 버젓이 저질렀다. 특히 IS와 같은 일부 무장단체는 세계 언론에 주목받는 점을 이용해 시리아인과 외국인을 막론한 민간인을 납치하고 약식 처형하는 등 자신들이 저지른 전쟁범죄를 아랑곳 하지 않고 홍보하고 있다”고 말했다.

다음은 지난 5년간 시리아 사태가 최악으로 치닫게 된 다섯 가지 결정적 순간을 정리한 것이다.

  • 반정부 시위가 시작된 지 3일이 지난 2011년 3월 18일, 남부 데라아(Dera’a)에서 반정부 성향의 그래피티를 그렸다는 이유로 체포, 고문당한 소년들의 석방을 요구하던 평화적 시위대를 향해 시리아군이 실탄을 발사했다. 이날 이후 시위는 유혈 사태로 번졌고, 이날의 발포는 정부군이 평화적인 시위를 탄압하는 데 치명적 무력을 광범위하게 사용하며 결국 전면적인 무장 분쟁으로까지 이어지게 되는 전조였다.
  • 2013년 8월 다마스쿠스 동부 고타(Ghouta)에서 화학무기 공격으로 고통스러워하는 주민의 모습을 담은 영상이 공개되면서 세계는 충격에 휩싸였고, 시리아에서 자행되고 있는 끔찍하고 잔혹한 인권침해에 대해 경종을 울렸다. 그러나 안타깝게도 이는 빙산의 일각에 불과했다. 화학무기 외에도 확산탄과 같은 금지 무기를 사용해 공격하거나 정기적인 미사일, 박격포 폭격을 가하면서 시리아 전역에서는 매일같이 점점 더 많은 사람들 목숨을 잃고 있다. 그런데도 유엔 안전보장이사회는 시리아 상황을 국제형사재판소(ICC) 검찰부에 회부하는 데 합의하지 못했고, 특히 러시아와 중국은 거부권을 행사해 민간인 보호 결의안 통과를 여러 차례 저지하는 등 수년째 제대로 대처하지 못하고 있다.
  • 2014년 1월 다마스쿠스 외곽 야르무크(Yarmouk)에서 봉쇄된 지역에 갇힌 주민들이 구호물품을 받기 위해 길게 늘어선 충격적인 모습은 시리아 전역의 봉쇄된 지역에서 식량과 의료 지원이 부족해 죽어가는 수천 명의 안타까운 현실을 알리는 계기가 되었다. 야르무크 외에도 모아다미야(Moadamiya), 동부 고타, 마다야(Madaya), 알포아(al-Fouaa) 등지를 봉쇄하며 정부군과 무장단체는 주민들의 굶주림을 전쟁 무기로 사용했다. 현재 시리아 15개 지역에서 40만 명 이상이 봉쇄지역에 갇혀 있다. 최근 합의된 휴전 협정의 일환으로 봉쇄지역에 한정된 수준의 구호물품이 전달되고 있지만, 여전히 이곳 주민들은 아사할 위험에 처해 있으며 제한 없는 인도적 지원이 절실히 필요한 상황이다.
  • 2014년 1월, 시리아군 출신 제보자가 비밀리에 촬영한 고문당하고, 굶주리고 불탄 시신들의 섬뜩한 사진이 공개됐다. ‘카이사르 고문 사진’으로 알려진 이 사진들은 시리아의 수용소 내에서 제도적인 고문과 비사법적 처형이 이루어지고 있다는 또 하나의 강력한 증거로, 바사르 알 아사드(Bashar al-Assad) 대통령 정권이 반대자를 무자비한 수법으로 처벌하고 있음을 전 세계에 알렸다. 아직도 수만 명이 시리아 보안정보당국에 체포된 이후 행방이 묘연한 상태다.
  • 2015년 9월 시리아 정부를 지원하는 러시아의 첫 공습이 시작됐다. 표면상으로는 IS를 노린 공격이었지만 대부분 반군 점령 지역이 폭격을 당했다. 러시아의 참전으로 공습이 더욱 격화되었고, 특히 시리아 북부 지역에서는 전쟁범죄로 추정되는 공격까지 가해지며 민간인 수백 명이 목숨을 잃었다. 최근에는 알레포 인근에서 러시아와 시리아 전투기가 전략적으로 병원을 폭격하며 명백한 국제법 위반행위를 저질렀다.

From hope to horror: Five years of crisis in Syria

A horrifying catalogue of human rights abuses including war crimes and crimes against humanity have overwhelmed Syria over the past five years causing human suffering on a vast scale, said Amnesty International, marking the five-year anniversary of the start of anti-government protests in the country on 15 March 2011.

“The five years since the uprising in Syria first began have been marred by horror and bloodshed on a colossal scale. From the moment that Syrian government forces first opened fire on peaceful protesters, brutality and civilian suffering have been the tragic hallmarks of this crisis,” said Salil Shetty, Secretary General of Amnesty International.

“Government forces and non-state armed groups, including the one calling itself the Islamic State (IS), have displayed a callous indifference to human rights and the laws of war as well as the civilians they have killed, maimed, displaced and, in some areas under siege, starved.

“Government forces have brazenly committed crimes against humanity through the use of appalling strategies such as relentless barrel bomb attacks on civilian areas, a campaign of mass disappearances and systematic, industrial-scale torture. Some armed groups, particularly IS, have exploited the international media spotlight to cynically broadcast their own war crimes, such as the abduction and summary killing of Syrian and foreign civilians.”

Here is a reminder of five key moments that saw the crisis in Syria go from bad to worse over the past five years:

On 18 March 2011, three days after the start of the uprising Syrian government forces opened fire on peaceful protesters in the southern city of Dera’a, using live ammunition against demonstrators demanding the release of boys arrested and tortured for anti-government graffiti. This marked a bloody turning point, and was a precursor to the widespread use of lethal force by government forces to suppress peaceful protests, which eventually evolved into a full-blown armed conflict.

Video footage showing civilians suffering from the effects of a chemical weapons attack in Eastern Ghouta, east of Damascus in August 2013 shocked the world, acting as a wake-up call to the horrific and cruel nature of the abuses being committed in Syria. Sadly, this was just the tip of the iceberg. Across Syria, civilians continued to be killed on a daily basis often in far greater numbers in attacks using both other banned weapons such as cluster munitions and regular bombs, missiles and mortars. However, for years the UN Security Council dragged its feet, with member states failing to unite to refer the situation in Syria to the Prosecutor of the International Criminal Court and Russia and China in particular blocking several resolutions on the protection of civilians using veto powers.

The surreal images of crowds of besieged civilians queuing for aid parcels in Yarmouk on the outskirts of Damascus in January 2014 brought to life the tragic reality that thousands of people trapped under siege across Syria were dying from lack of food and medical care. Beyond Yarmouk starvation has been used as a weapon of war by both government forces and armed groups in areas such as Moadamiya, Eastern Ghouta, Madaya and al-Fouaa. Today more than 400,000 people are under siege in 15 locations across Syria. Despite limited deliveries of aid to besieged areas as part of the ceasefire agreed in recent weeks, civilians are still at risk of starving to death and in desperate need of unfettered humanitarian aid.

Harrowing photographs showing tortured, starved and burnt bodies, known as the “Caesar” torture photos, were smuggled out of Syria by a military defector and published in January 2014. These provided the strongest evidence yet of systematic torture and extrajudicial executions taking place inside government detention centres, opening the world’s eyes to the ruthless tactics used to punish those who dare to oppose the government of President Bashar al-Assad. Tens of thousands remain missing after being arrested by one of Syria’s various security and intelligence forces.

Russia began its first air strikes in support of the Syrian government in September 2015, ostensibly targeting IS but mostly hitting areas under the control of armed opposition groups. Russia’s entry into the fray has led to intensive aerial bombardments, particularly in northern Syria, that have killed hundreds of civilians, including in attacks that appear to be war crimes. Most recently an offensive in the vicinity of Aleppo has seen Russian and Syrian warplanes bomb hospitals as part of its military strategy in flagrant violation of international law.

이번 주 금요일(25일) 저녁 7시, 청계광장에서 여섯 번째 #돌마고 #불금파티 가 열립니다.

그동안 불금파티는 MBC와 KBS 앞에서 열었는데요, 더 많은 시민들과 함께 하기 위해 청계광장에서 불금파티를 엽니다. 제작중단 중인 마봉춘 아나운서 #허일후 님이 사회를 보고, #전인권 님과 #한영애 님이 초대손님으로 옵니다. 그리고, KBS와 MBC의 보도로 가슴이 무너져내렸던 #416가족합창단도 함께 합니다.

 

6번 째 불금파티는 공영방송 언론인들이 시민들과 함께 만나는 자리로 준비하고 있습니다.
그동안 KBS와 MBC에서 어떤 말도 안 되는 일들이 벌어졌는지 확인할 수 있습니다.

 

무엇보다 국민 모두가 성원했던  #마봉춘 과 #고봉순 을 하루라도 빨리 만나려면, 시민들의 응원이 절실합니다.

MBC와 KBS가 국민의 품으로 돌아올 수 있도록  많은 분들이 함께 해 주시기를 부탁합니다.

최저임금제도의 국제적 흐름

서론

 

우리나라뿐만 아니라 세계 곳곳이 최저임금으로 시끄럽다. 최근 몇 년만 보더라도 한국에 소식이 전해질만큼 화제가 된 일들이 많았다. 미국에서는 2013년에 오바마 대통령이 최저임금을 시간당 10.10달러로 인상하겠다는 계획을 밝혔지만 의회에서 그 계획이 저지되었다. 이에 오바마 대통령은 연방정부가 계약과 관련된 일자리에 시간당 임금이 최소한 10.10달러가 되도록 행정명령을 발표하였고 주별로 최저임금을 인상하도록 독려하면서 대응하였다. 유럽에서는 2014년에 한 가지 일이 벌어졌는데, 그동안 최저임금제도 도입에 반대하던 독일이 최저임금을 도입하도록 한 것이다. 산별교섭의 전통이 강하고 교섭결과의 영향력이 매우 컸기 때문에 최저임금제도의 도입 필요성을 느끼지 못했으나 파견노동자와 같은 비정규직이 급격히 증가하고 산별교섭의 영향력이 약화되면서 입장을 바꾼 것이다. 우리와 가까이 있는 중국과 일본도 경제 성장과 경제 활력을 위해 중앙정부에서 임금 인상 및 최저임금인상을 독려한다는 뉴스가 수시로 보도되었다. 중국은 최저임금을 매년 10% 이상 인상하였고, 일본도 당분간 최저임금을 3% 인상하기로 결정하였다.

 

 

 

 

최저임금제 도입

 

독일의 사례에서 볼 수 있듯이 최근 최저임금제도와 관련된 가장 큰 흐름으로 법정최저임금제도의 도입 자체일 것이다. OECD 국가만 보더라도 1990년대 이전에는 17개 국가만 최저임금제도를 갖고 있었지만 1990년대 이후로 10개 국가가 법정 최저임금제도를 도입하였다. 현재 OECD 국가 중 8개 국가는 법정 최저임금제도를 도입하지 않았다.

 

 

최근의 법정 최저임금제도의 도입은 유럽지역에서 더욱 두르러진다. 1990년 이전까지만 해도 법정 최저임금제도를 갖고 있는 유럽 국가는 벨기에, 프랑스, 그리스, 룩셈부르크, 네덜란드, 포르투갈, 스페인 9개 국가에 불과하였지만 1990년대 이후에 10개 국가가 추가로 법정최저임금제를 도입한 것이다. 유럽지역에 이렇게 법정최저임금제도의 도입이 활발했던 이유는 앞에서 간단히 언급한 독일의 법정최저임금의 도입 사례에서 잘 드러난다.

 

 

독일은 과거에 단체협상에 의해서 업종별 임금의 하한선을 결정하고 이는 대부분의 임금근로자에게 적용되었다. 이처럼 임금 하한선 제도가 잘 작동하였기 때문에 최저임금제 도입의 요구가 커지진 않았다. 그런데 단체협상에 의해 보호되는 근로자의 비중이 1980년대 80%에서 2000년에는 66%로, 2010년에는 57%로 급격히 줄어들었다. 이와 함께 최근 근로빈곤이 급격히 늘어나게 되었다. 2015년 최저임금인 8.5유로 미만을 받는 근로자가 11.3%에 이르고, 특히 소규모 사업체와 몇몇 업종에서는 8.5유로 미만을 받는 근로자가 20%를 넘을 것으로 추정된다. 이러한 상황에서 기존의 저임금근로자의 임금 최저선을 정하는 방식에 회의를 품을 수밖에 없었고, 이것이 2014년에 법정 최저임금을 도입하게 된 배경이 되었다.

 

 

유럽지역에서 여전히 법정 최저임금제도를 도입하고 있지 않는 나라가 많은데 이는 이들 국가에서 독일과 같은 문제가 아직 심각한 수준이 아니기 때문인 것으로 추측해 볼 수 있을 것이다. 그러나 이러한 상황이 앞으로도 계속될지는 불투명하다. 최근 이탈리아에서 법정 최저임금제도 도입을 위한 시도가 있었던 것으로 알려졌다. 단체협상의 적용 범위 축소와 근로빈곤 확대를 심각하게 판단한다면 이탈리아는 언제라도 법정 최저임금제도를 도입하는 다음 OECD 국가가 될 것이다.

 

 

 

 

최저임금 인상

 

최저임금제도와 관련된 국제 뉴스 중 가장 많은 관심을 받는 주제는 최저임금 인상률이다. 최저임금에 대한 논쟁이 가장 확실한 미국의 사례가 가장 많이 소개되고 있는데, 19개 주가 인상된 최저임금으로 2017년 새해를 시작했으며, 다른 두 개 주에서는 7월 1일부로 최저임금이 인상됐다. 지역단위에서 최저임금을 정하는 사례도 늘어나고 있는데, 뉴욕시와 시애틀시가 그 대표적인 예이다. 뉴욕시에 있는 근로자 수 11인 이상 사업주는 모든 근로자에게 2018년 12월 31일부로 시간당 15달러 이상을 지급해야 한다. 시애틀시의 경우도 비슷한데, 의료보험을 들어주지 않는 근로자 수 501인 이상 사업주는 2017년 1월 1일부터 시간당 15달러 이상을 근로자에게 지급해야 한다. 규모나 의료보험 혜택 여부에 따라 적용 시기는 조금 늦춰지게 된다. 뉴욕시와 시애틀시에 이어 워싱턴DC와 캘리포니아도 최저임금을 2020년과 2022년에 15달러로 인상하기로 결정하였다. 미국은 대부분 대부분의 주나 지역에서도 최저임금을 법 개정이나 주민투표에 의해서 결정하기 때문에 주나 지역의 최저임금 조정도 연방만큼이나 쉽지 않을 것이다. 그런데도 1968년 최고치를 기록한 이후 매년 최저치를 갱신하고 있는 실질연방최저임금을 극복하기 위해서 주와 지방정부는 발 빠르게 움직이고 있다.

 

 

 

중앙차원의 최저임금이 전혀 조정되지 않고 있는 미국과 달리 중국은 중앙에서 지방의 최저임금 인상을 지속적으로 독려해 오고 있다. 중국에는 국가단위의 최저임금은 없지만 지역단위의 최저임금 결정에 중앙정부가 개입할 수 있어서 이를 적극 활용하고 있는 것이다. 지역별로 다소 차이는 있지만 지난 10여 년간 10% 이상의 인상률을 지속적으로 기록하였다. 최근에는 일본도 중국만큼이나 중앙정부에서 임금 인상에 관심을 보이면서 지방정부의 최저임금 인상을 권고하고 있다. 중앙정부는 2023년 전국 평균 최저임금을 1만 엔 이상으로 높이기 위해서 매년 최저임금을 전국 평균 3% 인상하겠다는 계획을 발표하였다.

 

 

유럽에서도 전반적으로 명목경제성장률이나 명목임금상승률에 비해 최저임금이 높게 인상되고 있다. 그리스는 2012년 구제금융을 받으면서 마이너스 인상률을 기록한 이후 그 수준을 계속 유지하고 있지만 경제가 회복되고 있는 스페인은 8%를 인상시켰다. 대체로 최저임금 수준이 매우 높은 국가의 인상률은 높지 않지만 수준이 낮은 동유럽국가들의 인상률은 매우 높다. 루마니아는 38%의 인상률을 기록하였다.

 

 

 

주요 선진국들의 최근 15년간 최저임금 인상률은 최저임금 수준과 매우 높은 역상관관계를 보인다. EU국가들에서도 관찰된 바와 같이 임금수준이 높은 국가의 인상률은 낮고 임금수준이 낮은 국가의 인상률은 높다. 아래 그림에서 한국은 최저임금 수준에 비해 지난 15년간 조금 높은 인상률을 기록한 것을 확인할 수 있다. 주의할 것은 여기서 관찰된 최저임금 수준과 인상률의 역상관관계는 선진국들 사이에서 벌어진 일이라는 것이다. 모든 저개발국가들이 선진국들의 경제수준을 따라잡을 것이라 기대하기 어렵듯이 모든 개발도상국의 최저임금 수준이 선진국을 따라잡을 것이라 예상되지는 않는다.

 

결론 

 

ILO에 따르면 일부 선진국을 제외한 대부분의 국가(약90%)가 법정 최저임금제도를 도입하였다. 한국도 그 중 하나이다. 왜 이렇게 많은 국가들이 법정 최저임금제도를 도입하게 되었는지를 생각해 볼 필요가 있다. 많은 이유가 있겠지만 그 중에서 저임금 근로자가 증가하는데 이에 대응할 노동시장제도가 없거나 예전처럼 기능하지 못한 것이 가장 중요한 이유로 발표되고 있다. 독일도 이러한 이유로 법정 최저임금제도를 도입한 것이다. 그렇다면 법정최저임금제도는 저임금 근로의 축소, 나아가 소득불균등 축소에 기여하는 것일까?

 

 

최근에 많은 국가들이 최저임금 인상에 열을 올리고 있다. 그 이유는 어떤 정부도 저임금에서 발생하는 근로빈곤이 소득불균등으로 연결되는 고리를 끊을 수 있는 마땅한 정책적 수단을 갖고 있지 않기 때문이다. 실제로 최저임금 인상은 소득불균등 해소에 상당히 효과가 있다는 연구결과가 지속적으로 보고되고 있다. 최근에는 Engbom and Moser(2017)가 최저임금의 인상이 브라질의 소득 불균등 완화에 결정적인 역할을 하였다고 발표한 바 있다.

 

 

마지막으로 현재의 소득 불균등은 저소득층의 노력으로 극복되기 힘들며 최저임금제도와 같은 제도적 개입이 반드시 필요하다는 것을 언급하고 싶다. 그 이유는 제도적 개입 없이 자연스럽게 소득격차가 줄어들기 위해서는 소득이 낮은 측이 소위 노동생산성을 높이고 이에 대한 정당한 보상을 받아야 하는데, 이들은 대부분 주변부에 속하고 주변부가 생산성을 높인다는 것은 거의 불가능할뿐더러 생산성을 높이더라도 그에 대한 정당한 보상을 받기는 어렵기 때문이다. 예를 들어, 유망기업에서 떨어져 나온 주변부 기업이 하는 모기업의 지원이라는 역할에서 생산성 향상의 여지는 거의 없다. 하청업체에서 생산성을 높인다 하더라도 그에 대한 정당한 보상이 그 하청업체에 주어지리라는 보장이 없다. 한 기업 내에서 비정규직 근로자가 생산성 향상의 여지가 있는 업무를 배정받는 일은 흔치 않을 것이며 생산성을 향상하더라도 이에 대한 정당한 보상이 있을 가능성은 거의 없다. 다시 말해서, 소득불균등 해소와 같은 거창한 사회적 목표가 아닌 저소득층 근로자의 근로빈곤의 완화라는 소박한 목표를 이루기 위해서라도 최저임금제도는 반드시 필요하고 잘 작동하여야 한다.
