“우리가 테러리스트입니까?”

팔레스타인은 인간 이하의 존재가 아니다

"선택하세요. 당황해하지 말고. 담벼락에서 총을 맞고 싶은가요? 아니면 항구에서 빠져 죽고 싶은가요? 이것이 가자(Gaza)입니다. 여러분!"

이스라엘 방위군(IDF)이 쏜 총에 맞아 숨진 팔레스타인인 라잔 알 나자르(Razan Al-Najjar)가 죽기 전 올린 글을 읽는다. 간호사인 라잔은 부상당한 이들을 돕는데 삶을 헌신했다. 가자에서 시위가 시작된 이래로 라잔은 이스라엘 군의 부당한 공격에 다친 사람들을 돌봐 왔다. 그녀는 자욱한 최루탄 연기 속을 걸었고, 화염에 쌓인 타이어로 어지러운 들판을 뛰어다녔다. 팔레스타인 분리 장벽에 얼마나 가까워지든 상관없이 말이다. 그녀는 오로지 도움이 필요한 사람들에 가까이 가려는 생각만 했다. 다른 의료진들과 마찬가지로 그녀 역시 하얀색 가운을 입었고 자신이 의료진의 일부라는 것을 보여주는 로고가 달린 빨간색 줄무늬 조끼를 입었다. 다친 사람에게 다가갈 때면 저격수에게 손을 흔들었다. 규칙을 따른 것이다. 그러나 지난 6월 1일 분리장벽에서 백 미터 쯤 떨어진 곳에 쓰러져 있던 부상당한 시위대에 다가가려 한 라잔은 결국 21세의 나이로 비극적인 죽음을 맞았다. 라잔이 입고 있던 의료진 가운은 이스라엘 저격수에게 아무런 의미도 없었다. 라잔의 흔들어 보이는 손도 아무 의미가 없었다. 그들에게 라잔은 어떤 의미도 없었다. 세상에 라잔은 보이지 않는 존재였다. 그렇게 라잔은 6월 1일 가슴에 총상을 입고 119번째 사망자가 되었다.

"땅 없는 사람을 위해 사람 없는 땅을!" 시온주의자들은 유대인들의 팔레스타인 이주를 적극 권장하며 이렇게 방송했다. 1947년부터 1949년 사이 전체 190만 인구 중 75만 팔레스타인인들이 자신의 집에서 추방되었다. 이것만 봐도 이 땅은 사람 없는 곳은 아니었다. 팔레스타인어로 "나크바(Nakba)", 아랍어로 재앙을 뜻하는 이 말은 단지 우리가 애통해 마지않던 팔레스타인의 엑소더스 즉, 탈출의 그 순간만을 뜻하는 것은 아니다. 580개 마을과 도시가 파괴되고 학살이 일어났음을 의미하는 것만도 아니다. 나크바는 우리가 보이지도 들리지도 않는, 잊힌 존재가 되었다는 것을 깨달은 ‘그 날’이다.

70년이 지났다. 그 기간 동안 팔레스타인인들은 이스라엘의 압제에서 지속적으로 고통 받았다. 서안지구 국경 검문소에서 우리는 줄 지어 선다. 우리의 마을에 들어가기 위해, 내 집에 가기 위해 또는 일터로, 학교로 가기 위해 철창에 갇혀서 검문을 기다린다. 만일 차가 있다 해도 그 어디서라도 강압적으로 차를 버려야만 한다. 그리고 남은 길이 얼마나 멀든 상관없이 걸어서 갔다 돌아오도록 강요받는다. 가자지구엔 검문소가 없다. 하지만 200만의 사람들이 작은 부지에 갇힌 채 누구도 담장을 넘을 수 없다. 서안지구에서는 이용하는 도로 역시 차별 받는다. 우리가 쓰는 도로는 흙과 바위 더미들로 막혀 종종 위험하다. 가자지구에서는 복구할 돈이 없어 도로가 파괴된 채 그대로다.

서안지구에서는 치료가 필요해도 병원 근처에 사는 행운이 있지 않고서는, 우리는 앞서 말한 검문소와 막힌 도로를 뚫고 가야 한다. 우리는 절대로 허락되지 않은, 좀 더 빠르고 안전한 길을 택하지 못한다. 종종 길 중간에서 죽는 일도 있다. 임신한 많은 여성들이 국경 검문소에서 아이를 낳는다. 신생아 일부는 죽기도 하고 사산된 아기를 낳기도 한다. 출산 합병증이 있어도 치료받지 못한 아기들은 결함을 가지고 태어난다. 2015년에 발표된 동예루살렘 출산 관련 연구에 따르면, 팔레스타인 여성 43%가 제대로 된 의료 서비스에 접근조차 하지 못하는 상태다. 게다가 31%의 여성이 최루탄 흡입, 검문소와 도로 봉쇄로 유산을 경험한 것으로 나타난다. 가자지구에선 모든 사람들에게 병원진료 접근이 허락되지 않는다.

서안지구에서 우리는 이스라엘 정착민들이 우리의 땅에 불을 지를까 계속 걱정한다. 불행히도 알-다와브시 가족에겐 그런 일이 일어났다. 이스라엘 정착민들은 단지 이들이 팔레스타인인이라는 이유만으로 이들 가족의 집에 불을 질렀고 결국 이들은 불에 타 죽었다. 가자지구에선 음식과 물, 전기조차 얻기 힘들다. 이스라엘에게 우리는 사람이 아니다.

그렇다면 나크바는 무엇을 뜻하는가? 나크바는 점령 하에서도 매일매일 우리가 감내하고 있는 고통을 뜻한다. 우리가 매일 인내하는 모욕이다. 우리의 청년들은 평화라고는 평생 알지 못하고 죽어가는 어린 아이들의 흘린 피를 보며 ‘희망이 없다’고 여기고 있다. 나크바는 세상이 우리를 보지 않기로 결정했을 때 이에 보이고자 저항하는 몸부림이다. 우리의 평화로운 시위를 향해 되돌아 온 백래시(Back Lash)다. 우리는 그저 품위 있는 인간으로 살기 원했다는 이유만으로 테러리스트로 불린다. 더하여 나크바는 2009년에서 2010년, 그리고 2012년과 2014년에 가자 사람들을 향한 이스라엘의 억압이다. 국제적으로 사용이 금지된 화학무기를 수천의 가자인들에게 사용토록 해 ‘대수롭지 않게 보이는’ 대규모 학살을 초래한 그 승인을 말한다.

자, 세상이 당신을 보지 못할 때 무슨 일이 일어나는가? 당신의 고통과 괴로움이 "평범한" 것으로 또는 그럴 만한 일이라고 치부될 때 무슨 일이 생기는가? 가자지구의 팔레스타인에게는 정말 두 가지 선택밖에 없다. 분리장벽에서 총을 맞든지, 항구에서 익사해 죽던지. 가자 봉쇄 하에서 사는 것은 사는 것이 아니다. 경제는 죽고 음식은 부족하며 약은 찾기 힘들다. 봉쇄 하에 사는 것은 느린 속도로 죽는 일일 뿐이다. 과거는 전쟁으로 가득 차 있고 미래에는 아무것도 없다. 그럼 왜 장벽을 향해서, 담장을 넘어 탈출하지 않느냐고? 왜 보트를 타고 항해해 봉쇄를 뚫지 않느냐고? 죽음은 생존하기 위한 투쟁이 아니다. 죽음은 그 자체로 감금이다.

2018년 3월 30일, 가자지구 팔레스타인인들이 "귀환 대행진(Great March of Return)"이라고 쓰인 현수막을 들고 모였다. 다시 한 번 작은 희망을 가지고 1967년 이스라엘과 싸웠던 그곳에서 평화로운 시위를 선언했다. 가자지구라는, 이 자그마한 우리 안 시위가 소용없다는 것을 알면서도 가자인들은 이 곳을 감옥으로 만드는 그 장벽 앞으로 나와 압제자에 대항해 평화롭게 시위했다. 불행히도 그들의 목소리는 하마스와 연계된 테러리즘 혐의가 덧씌워져, 날아오는 총탄에 맞닥뜨렸다. 그러나 사실 이들 시위는 하마스와는 아무런 관계가 없다. 어떤 언론의 기사는 시위대가 이스라엘 저격수에게 돌을 던진 것에 이스라엘이 "나비총알(butterfly bullets)"을 사용한 것은 응분의 조치라고 설명한다(일반 총알이 관통상을 입히는 것과 달리 나비총알은 살을 파고들었을 때 그 끝이 나비날개처럼 벌어져 살과 뼈를 심하게 훼손하는 탄이다). 그러나 이스라엘 저격수들은 전혀 닿지도 않을 거리에 있었다. 언론은 이들을 가자 테러리스트로, 폭도로, 이스라엘에게 대한 위험으로, 머리에 총탄을 맞혀서 없애야 할 문제적 인간으로, 몸 안에서 탄이 터져 기형이 되어도 싼 인간 이하의 존재로 부른다.

그러나 여전히 가자인들은 자신들의 감옥 끝에 모인다. 얼마나 많은 이들이 희생을 치르더라도 세상이 듣도록 만들기 위해 말이다. 만일 우리가 살기 위해 노력하다 죽는다면 아마도 우리의 아이들은 살게 될 것이다. 희망과 꿈을 가지게 될 것이다. 그리고 더 이상 전쟁은 선택지가 아니게 될 것이다. 폭발음과 총탄 소리를 듣지 않아도 될 것이다. 감옥에서 태어나는 일도 없을 것이다. 산채로 불타 죽거나 총을 맞고, 또는 최루탄에 질식해 죽는 일을 걱정하지 않아도 될 것이다. 학교에 가기 위해 아침에 나섰던 바로 자신들의 집으로 돌아갈 수 있을 것이다. 우리가 비록 보이지 않는 존재일지라도 우리는 우리가 뿌리내리고 살고 있는 이곳 팔레스타인을 떠나지 않을 것이다. 가자지구에서 119명이 목숨을 잃었고 1만3000명 이상 사람들이 부상당했다. 하지만 세상이 이들의 목소리를 들을 수 있을까? 당신은 들을 수 있는가? 당신은 나를 볼 수 있는가?

I am Palestinian. Can you see me?

"Make a choice, do not be perplexed. Would you like to be shot at the fence, or drown at the harbor? This is Gaza, gentlemen," reads a recent post by Razan Al-Najjar, the latest Palestinian shot dead by the Israel Defense Forces (IDF). Razan was a medic, who dedicated her life to aid the wounded. Since the beginning of the protests in Gaza, Razan has been tending to the wounds of those unjustly harmed by the IDF. She walked through the clouds of tear gas, ran through the chaotic fields of tires set aflame, and no matter how close to the fence she was, she only thought of getting to those in need of help. Just like any other medic, she wore a white uniform, a red striped vest with a logo to indicate her position as part of the medical staff, and she waved at the snipers when approaching the injured. She followed the rules. However, on June 1st Razan’s attempt to reach a wounded protester a hundred meters away from the fence resulted in the tragic loss of her life at the age of 21. To the Israeli sniper, Razan’s medical uniform meant nothing, Razan’s waving arms meant nothing, Razan meant nothing. To the rest of the world, Razan was invisible. Shot in the chest on June 1st, Razan became causality number 119.

"A land without a people for a people without a land" broadcasted the Zionists to encourage Jewish migration to Palestine. Yet, the 750,000 Palestinians out of the 1.9 million population expelled from their homes between (1947 – 1949) prove that perhaps this land was not without a people. The Palestinian "Nakba", meaning catastrophe in Arabic, is not merely a date in which we lament the Palestinian exodus. It is not only about the 580 villages and cities destroyed, or the massacres. Nakba is the day we realized we became invisible, unseen, unheard and forgotten.

Seventy years have passed, during which Palestinians suffered constantly under Israeli oppression. In the West Bank, we are lined up at checkpoints, in closed cages, waiting to enter our villages, our homes, or go to work or school. If we have a car, we are occasionally forced to abandon it somewhere, walk the rest of the way no matter how far, and return to it later. In Gaza, there are no checkpoints, 2 million people are simply not allowed to cross the fence confining them to a small piece of land. In the West Bank, roads are segregated, ours often being dangerous, blocked by piles of soil and boulders. In Gaza, roads are demolished, with no money to do repairs. In the West Bank, if we need medical care, and we’re not lucky enough to be close to a hospital, we would have to overcome those checkpoints and blocked roads, we cannot take those forbidden, shorter, and safe roads, often dying on the way. Many pregnant women have given birth at checkpoints, some died, some had a stillborn, and other children were born with defects due to birth complications that have not been tended to. In a study published in 2015 on the politics of birth in East Jerusalem, 43% of Palestinian women indicated the lack of accessibility to proper medical healthcare. 31% reported cases of abortion due to tear gas inhalation, or checkpoints & road detours. In Gaza, people have limited to no access to medical care all together. In the West Bank, we are constantly worried our lands will be set on fire by Israeli settlers. Unfortunately for Al-Dawbsheh family, they were the ones set on fire in their home , burned to death by settlers for no reason other than being Palestinian. In Gaza, they have limited access to food, water, and electricity. To Israel, we are not human.

Then, what does Nakba mean? Nakba is the pain we go through everyday under occupation, it’s the daily dose of humiliation we endure, the hopelessness perceived within our youth, the spilled blood of our dead children who never got to know peace. Nakba is the struggle to become seen, when the world chooses not to see. It is the backlash instigated against our peaceful protests. It is being called a terrorist for wanting to live like a decent human being. Nakba is the Israeli aggression against Gazans in 2009-10, 2012, and 2014. It is the authorization of the use of internationally banned chemical weapons against thousands of Gazans resulting in mass genocides deemed insignificant.

So, what happens when the world does not see you? What happens when your pain and suffering is considered "normal" or even deserved? Indeed, the Palestinians in Gaza have two choices, be shot at the fence, or drown at the harbor. To live under siege in Gaza is not living, the economy is dead, food is scarce, and medicine is rare. To live under siege is to perish at a slow pace; war filled past, and a future of nothing. Then, why not run toward the fence, beyond the fence? Why not get on a boat and set sail to break the blockade? Death is not the struggle to survive, death is confinement.

On March 30th of 2018, Palestinians in Gaza, under the banner of the "Great March of return", gathered the little hope they had once again, and declared a peaceful protest held at the 1967 lines with Israel. Considering a protest within the folds of Gaza is futile, Gazans came together at the fence constituting their prison, and peacefully protested against the oppressor. Unfortunately, their voices were met with live ammunition attached to accusations of terrorism linked with Hamas, when in fact this protest had nothing to do with Hamas. Certain media outlets went out of their way to excuse Israel’s use of "butterfly bullets" as a reasonable reaction to stones thrown at snipers completely out of reach. They called Gazans terrorists, violent rioters, a danger to Israel, a problem to be taken out with a bullet to the head, a sub-human to be deformed with an explosive bullet to the body. Still, Gazans gathered at the edge of their prison to make the world listen no matter how many lives are lost. If we die trying to live, perhaps our children will get to live. They will get to have hopes and dreams, and war will no longer be on the menu. They will not hear explosions, or gun shots. They will not be born in prison. They will not worry about being burnt alive, or shot, or suffocated by tear gas bombs. They will return to the home they left in the morning before heading to school. Even though we are the unseen, we will not leave Palestine, rooted, here to stay. 119 lives have been lost and over 13,000 injured in Gaza , but will the world listen? Will you listen? Can you see me?

공공의료 강화를 위한 새로운 모델, 민간병원의 공공병원화

 

부산은 대표적으로 건강이 나쁜 도시이다. 서울과 비교했을 때 기대수명이 많게는 9.7세까지 차이가 났으며(2014년 기준, 서울 서초구와 부산 동구의 격차), 피할 수 있는 죽음도 16개 구군 중 강서구를 제외한 15개 구군이 서울의 모든 자치구보다 높게 나타났다(2013년 기준).

하지만 아이러니하게도 의료공급은 과잉된 대표적인 도시가 부산이기도하다. 병상수가 전국에서 1~2위를 다툴 정도로 많으며 요양병원 병상의 수는 전국에서 단연 1위를 차지하고 있다. 병원은 많은데 왜 건강이 나쁠까? 그 해답을 공공의료에서 찾기로 했다.

지난 9월 8일 건강정책학회와 부산대학교 공공보건의료정책센터 공동주최로 “의료의 공공성 확대·강화 어떻게 할 것인가? - 부산 침례병원 사태를 중심으로” 토론회가 부산일보사 소강당에서 개최되었다. 건강불평등 해소 운동을 진행하고 있는 사회복지연대는 지난 7월에 파산한 침례병원 사태를 공공의료강화의 기회로 삼기위해 ‘민간병원의 공공병원화’라는 공공병원 확대의 새로운 모델을 고민해 왔고 침례병원 파산에 따른 새로운 공공병원 설립을 위한 부산시민대책위와 함께 토론회에 참여하였다.

토론회에 참석한 부산의대 윤태호 교수의 발제에 따르면 부산은 7대 특·광역시 중 공공의료 수준이 취약하며(2015년 기준: 의료기관 수 6등, 병상 수 5등) 시민의 건강수준을 개선하기 위한 정책을 수행하는 것이 어려운 실정에 놓여있다.

 

 

때문에 공공병원의 확대가 필요한데, 의료공급과잉인 상태에서 새로운 병원을 짓는 것 방법보다는 민간병원을 공공이 인수(투자)하여 공공병원을 확충하는 방안이 효율적이며 600병상규모의 대형병원인 침례병원이 그 첫 사례로 적합하다는 발제가 이어졌다.

이후 토론에서는 성남의료원의 사례를 들어 주민들이 간절하게 원하고 자랑할 수 있는 공공병원, 민간병원이라 할지라도 민주적으로 운영될 수 있도록 주민이 이사회에 참여하는 병원 등 공공성 확대를 위한 병원의 미래상에 대한 토론과 침례병원을 공공이 인수하기 위한 현실적인 방안과 한계 등의 토론들이 이어졌다.

토론회의 좌장을 맡았던 김용익 전 의원은 민간병원의 공공병원화는 향후 공공의료를 강화하는데 필수적인 방법이며, 민간병원을 공공병원화 하는 침례병원의 사례와 주민들이 참여하고 자랑스러워할 수 있도록 올바른 공공병원 운영을 추진하는 진주의료원의 재개원의 사례를 함께 고민하며 부울경 지역의 공공의료를 강화시키기 위해 노력해야 한다고 이야기했다.

사회복지연대는 지난 2013년, 부산일보사와 공동기획한 ‘건강최악도시부산’시리즈 이후로 부산의 건강불평등 해소와 공공의료 강화를 위해 노력해왔다. 토론회를 통해 이번 침례병원사태가 오히려 기회가 될 수 도 있다는 생각이 들기도 한다. 물론 민간병원을 공공이 인수하는 것이 쉬운 길은 아니겠지만 건강최악도시부산이 건강최고도시 부산으로 거듭날 수 있도록 사회복지연대는 계속해서 활동할 것이다.

시민 정책참여과정을 통해 모은 시미느이 목소리를 천안시 정책으로 제안

 

참여예산복지네트워크(사무국 : 복지세상을 열어가는 시민모임)는 9월 19일(화) 권리에 기반한 시민 정책참여과정으로 시민이 직접 천안시에 필요한 정책 7건을 발표하는 ‘2017 권리로 요구하는 천안시 사회복지 정책제안 토론회’를 천안축구센터에서 진행하였다.

정책제안 토론회는 아동, 청소년, 노인, 장애인, 이주민, 자활참여주민, 대학생 등 7개 영역에서 158명의 복지 당사자와 사회복지기관․단체 현장 실무자가 직접 권리워크숍과 원탁회의, 정책모니터링에 참여하며 문제점과 개선방안을 도출한 결과, 최종 7건의 정책을 천안시에 요구하는 자리이다.

 

2017년 시민 정책참여과정은 아동부터 노인, 장애인 등 총 158명이 4월 인권교육을 시작으로 각각 8번의 권리워크숍을 통해 320여가지 결핍점을 생생하게 이야기한 후, 75명이 한 자리에 모여 ‘권리원탁회의’를 통해 16가지 주제 중 ‘내 삶에서 가장 결핍된 점’에 대해 세부토의를 진행하고 우선순위 투표를 거쳤다. 이후 네트워크 기관․단체와 당사자가 함께 정책모니터링을 통해 실태와 문제점, 개선방안을 도출한 후 최종적으로 ‘저소득층 중․장년층 1인가구 고독사 예방 및 보호대책 마련’ 등 총 7건의 정책제안서를 작성하였다. 제안된 제안서는 9월 초 천안시 각 해당 부처에 정책을 전달하고 부서별로 의견서를 수렴하였다.

 

정책별 천안시 해당부서 사전 검토의견 수렴은 올해로 4년째 시행하고 있는 과정으로 사전 검토의견을 요청하기 이전보다 시민들의 삶을 더욱 살피며 책임 있게 정책을 수행하는 등 긍정적인 효과를 나타내고 있다. 그러나 부서검토 결과 7건 중 4건이 미반영과 보류 결과를 보이며, 절반이 넘게 시민의 의견이 반영되지 못하였다.

특히 저소득층 특수촬영 의료비 지원의 경우 참여예산복지네트워크에서 3년동안 제안하여 2015년 천안시장 공약사업에 포함되어 조례제정 후 시행하고 있으나, 지원되는 질환의 폭이 좁아 2016년 말 기준 18.%의 예산집행률을 보이며 실질적으로 지원이 필요한 저소득층에게 제대로 이루어지지 않고 있다. 또한 저소득층 중․장년층 1인가구 고독사의 경우 기록적인 고령화와 가파른 1인가구 증가세와 맞물리면서 전국적으로 급증하며 사회문제로 떠올랐다. 현재 고독사 관련 공식적인 정부차원의 통계는 없는 상태이며, 이와 관련있는 무연고 사망자 통계의 경우 전국 222개 지자체 중 천안시가 6위로 지난해 27명이 무연고 사망자가 발생하였다. 이에 지자체별로 중․장년층 1인가구에 대한 전수조사를 실시하고 대책을 마련하는 반면 천안시는 아직 고독사 예방을 위한 조사나 대책을 마련하지 않고 있다.

 

참여예산복지네트워크는 토론회 이후 조례개정 등을 통해 제안한 정책이 실행될 수 있도록 간담회 등을 진행할 예정이며, 사회복지예산의 양적인 확대 뿐 아니라 실질적으로 시민들이 필요로 하는 정책이 될 수 있도록 활동하고자 한다.

이스라엘의 핵실험 실태를 폭로했던 모데르차이 바누누(Mordechai Vanunu)가 언론과 인터뷰를 가졌다는 이유로 11일 가택연금에 처해진 것은 가혹한 보복성 판결이라고 국제앰네스티가 밝혔다.

예루살렘 법원은 바누누가 9월 4일 이스라엘 방송사 채널2와 인터뷰를 나눈 것과 관련해 9월 10일 일주일간의 가택 연금에 처해진 것에 불복하고 제기한 항소를 11일 기각했다. 또한 바누누가 인터넷을 사용하거나 기자와 접촉하는 것 역시 금지할 것을 명령했다.

필립 루서(Philip Luther) 국제앰네스티 중동-북아프리카 국장은 “모르데차이 바누누에게 가해진 금지 처분은 가혹한 보복성 처벌”이라며 “최근 바누누의 자유를 탄압하고 있는 것은 바누누가 1986년 사건으로 18년이라는 시간을 감옥에서 보내며 이미 큰 대가를 치렀음에도 지금까지도 처벌을 고집하며 본보기로 삼겠다는 이스라엘 정부의 결정을 보여주는 또 하나의 사례에 불과하다. 바누누에게 더 이상의 처벌을 가한다고 해도 이스라엘의 국가 안보에는 아무런 도움이 되지 않는다. 바누누가 폭로했던 정보는 이제 거의 30년 전의 것으로, 이미 유효한 기간을 훨씬 넘긴 상태”라고 말했다.

국제앰네스티는 모르데차이 바누누를 표현의 자유를 평화적으로 행사했다는 이유만으로 자유를 빼앗긴 양심수로 간주한다.

바누누는 지난 1986년 영국 신문사 선데이타임즈(The Sunday Times)에 이스라엘의 핵실험 실태를 폭로했다가 독방 구금 11년을 포함, 18년간 교도소에 수감되어 있었다. 당시 이스라엘 비밀정보기관 모사드(Mossad)는 바누누가 해당 내용을 폭로하자 이탈리아에서 그를 납치해 장기간 비밀 구금하기도 했다.

바누누는 2004년 형기를 마치고 출소했지만 그의 시련은 지금까지도 계속되고 있다. 해외여행을 가거나 외국 대사관 주변에 접근하지 못하는 것은 물론, 인터넷 사용이나 외국인과의 대화도 금지되는 등 군이 부과하는 불필요한 보복성 제재의 대상이 되고 있다.

그러나 이번 주 체포되기 전까지만 해도 이스라엘 국내 언론사 기자와 대화하는 것은 금지사항이 아니었다. 바누누 측 변호인은 해당 인터뷰가 이스라엘 군 검열관에게 사전 승인을 받은 것으로, 바누누의 석방 조건을 위반하는 것이 아니라고 주장했다.

채널2 측은 정보 제공자 보호 원칙을 철저히 지키는 중으로, 바누누와 나눈 인터뷰 영상의 편집되지 않은 원본을 제출하라는 경찰의 요구를 거부하고 있다.

배경정보

모르데차이 바누누는 2004년 형기를 마친 이후 표현과 집회, 결사의 자유를 행사하고자 여러 차례 시도했지만 이스라엘 대법원은 이를 모두 묵살해 왔다.

일례로 지난해 대법원은 영국에서 공익제보자를 주제로 열린 국제앰네스티 행사에 참여하고, 의원 54명의 초청을 받은 영국 의회 행사에 참석할 수 있도록 바누누의 해외여행 금지 조치를 해제해 달라는 바누누 측 변호인의 청원서를 기각한 바 있다.

지난 2010년에는 외국인과 대화를 나누고 베들레헴의 크리스마스 미사에 참석하려고 했다는 이유로 제재를 위반했다며 유죄를 선고 받고 3개월간 수감되기도 했다.

Israel: ‘Vindictive’ ruling keeps whistle-blower Vanunu under house arrest

Today’s court decision to keep Israeli nuclear whistle-blower Mordechai Vanunu under house arrest for giving a media interview is vindictive and heavy-handed, Amnesty International said.

The Jerusalem district court turned down his appeal against a week of house arrest imposed yesterday in connection with an interview he gave to Israeli broadcaster Channel 2 on 4 September. The sentence also prohibits him from using the internet or speaking to any journalists.

“The restrictions on Mordechai Vanunu are punitive and vindictive,” said Philip Luther, Middle East and North Africa Director at Amnesty International.

“The latest attacks on Vanunu’s freedom are just one more example of the Israeli authorities’ determination to continue to exact retribution and make an example of him for what he did in 1986 and for which he paid the high price of 18 years in prison.

“Punishing him further now does nothing to protect Israel’s national security – any information he disclosed almost three decades ago is by now way past its sell-by date.”

Amnesty International considers Mordechai Vanunu to be a prisoner of conscience, deprived of his liberty solely for peacefully exercising his right to freedom of expression.

He previously spent 18 years in prison, including 11 years in solitary confinement, for revealing details of Israel’s nuclear arsenal to the British newspaper The Sunday Times in 1986. Following that disclosure, agents from Israel’s intelligence agency Mossad abducted him in Italy and held him in prolonged secret detention.

Though Mordechai Vanunu was released in 2004 after serving his sentence, his ordeal continues today. He remains subjected to military orders that impose punitive and unnecessary restrictions, including bans on foreign travel or going near foreign embassies, as well as restrictions on his internet use and communications with foreigners.

But, until his arrest this week, he had not been barred from speaking to Israeli journalists. Vanunu’s lawyers say that he did not breach his release conditions – the interview was given prior approval by an Israeli military censor.

Channel 2 is apparently standing fast to the principle of protecting their sources and has refused to give police the unedited footage of their recent interview with Mordechai Vanunu.

Background

Since Mordechai Vanunu’s release from prison in 2004, Israel’s Supreme Court has repeatedly quashed his attempts to be able to exercise his rights to freedom of expression, assembly and association.

Last year, for example, the Supreme Court denied a petition from his lawyers to lift his travel ban so he could participate in an Amnesty International event on whistle-blowers in the UK and attend an event at the UK parliament to which he was invited by 54 members of parliament.

In 2010 he was imprisoned for three months after being convicted of breaching his restrictions by speaking to foreigners and attempting to attend Christmas Mass in Bethlehem.

국제 평화단체, 한반도⋅동북아 위기에 대한 외교적 해결 촉구

퍼그워시 회의 등 전세계 110개 평화단체, 무력사용 반대 입장 담은 서한을

전 세계의 110개 평화단체들과 146인의 평화운동가들은 당면한 동북아와 한반도 위기에 대해 무력 사용을 반대하고 외교적 해결을 촉구하였습니다. 전 세계 평화와 군축을 위해 활동하는 이들은 이번 서한을 통해 지금의 위기가 오판과 우연에 의해 핵전쟁으로까지 비화된다면 전 세계는 핵참화를 피하기 어려울 것이라고 우려하며 △선제적 무력 사용 반대, △도발적인 군사연습 중단, △동북아비핵지대안 검토, △한국전쟁 종전, △6자회담 재개, △유럽연합의 외교적 협상 지원 환영, △외교적 해결 우선 등 7개 요구사항을 제시하였습니다.

 

이들은 이러한 입장을 담은 서한을 지난 9월 7일 남⋅북⋅미⋅중⋅러⋅일 등 6개국 대통령(또는 수상)과 유엔주재 대표, 유엔안보리 회원국, 안토니오 구테레스 유엔 사무총장 그리고 페데리카 모게리니 유럽연합 외교안보 고위대표에게 보냈다고 밝혔습니다. 

 

이번 공동서한에는 퍼그워시 회의(Pugwash Conference), Campaign for Nuclear Disarmament(영국), Coalition for Peace Action(미국), 원수폭금지협의회(일본), 참여연대(한국) 등 전세계 24개국에서 활동하는 평화단체들과 1976년 노벨평화상 수상자인 메어리드 코리건 매과이어(Mairead Corrigan Maguire)를 비롯한 대표적 평화운동가들이 함께 하였습니다.

▣ 공동서한 국문

 

동북아 상황의 외교적 해결을 호소합니다

 

전 세계에서 평화와 군축을 위해 활동하는 ‘어볼리션(Abolition) 2000’의 회원단체들을 대신하여 미국과 북한에 동북아가 직면하고 있는 전쟁 직전의 상황에서 한 걸음 물러나, 대신 전쟁을 막기 위한 외교적 접근법을 택하라고 촉구합니다. 

 

우리는 군사 갈등이 발발하는 것을 막고 나아가 근본적인 갈등을 해결하기 위해 즉시 협상에 나설 것을 요구합니다. 그러한 협상은 양자 간은 물론 중국, 일본, 북한, 러시아, 한국, 미국을 포함하는 새로운 6자회담 틀을 통해 이뤄져야 합니다. 

 

북한의 핵‧미사일 능력을 두고 고조되는 긴장과 군사 갈등 위협은 외교적 해법이야말로 필수적이며 최우선임을 다시금 일깨워줍니다. 전쟁 위기가 높아지고 오판과 우연, 또는 의도에 의해 핵무기가 사용될 수도 있다는 사실은 매우 끔찍한 일입니다. 

 

1950년에서 1953년까지 이어진 한국전쟁에서 목숨을 잃은 사람들의 수는 남북, 중국, 미국 등 다 합해 총 300만 명을 넘습니다. 만일 전쟁이 다시 발발한다면, 특히 핵무기가 사용된다면 사망자 수는 훨씬 더 많을 것입니다. 한반도에서 발발하는 핵전쟁은 핵 참사로 전 세계를 집어 삼킬 것이며 이는 우리 모두가 알듯이 문명의 종말을 가져올 것입니다. 

 

전쟁보다 외교적 해법을 지지하며, 우리는 다음과 같이 요구합니다.

  1. 우리는 그 어느 측의 선제적 무력 사용에도 반대합니다. 이는 역효과를 낳을 것이며 상황을 핵전쟁으로 이끌 것입니다. 
  2. 우리는 모든 측에 군국주의적 수사와 도발적인 군사 연습을 그만두기를 촉구합니다. 
  3. 우리는 중국, 일본, 북한, 러시아, 한국, 미국이 3+3 방식의 동북아 비핵지대 수립을 위한 단계적이고 포괄적인 접근법을 검토하기를 권합니다. 이는 일본과 한국에서 두 개 이상의 정당의 지지를 받고 있으며 북한 정부도 관심을 가지고 있습니다. 
  4. 우리는 중국, 일본, 북한, 러시아, 한국 그리고 미국이 또한 한국전쟁(1950-1953)을 공식적으로 끝내도록 1953년 정전협정을 전환하기 위한 가능한 옵션과 양식을 고려할 것을 권합니다. 
  5. 우리는 6자회담을 재개하라는 유엔 사무총장의 요구와, 협상을 지원하겠다는 그의 제안을 환영합니다. 
  6. 우리는 이란 핵 프로그램 협상을 성공적으로 이끌었던 것처럼 외교적 협상을 지원하겠다는 유럽연합(EU)의 제안 역시 환영합니다. 
  7. 우리는 유엔 안전보장이사회에 갈등에 대한 외교적 해결을 우선시할 것을 요구합니다.

Appeal for a diplomatic solution in North East Asia

 

The Abolition 2000 members and affiliated networks listed below, representing peace and disarmament organisations from around the world, call on the United States and North Korea to step back from the brink of war in North East Asia, and instead adopt a diplomatic approach to prevent war. 
 
We call for the immediate commencement of negotiations to prevent a military conflict from erupting, and to resolve the underlying conflicts. Such negotiations should take place both bilaterally and through a renewed Six-Party framework involving China, Japan, North Korea, Russia, South Korea and the United States.
 
The escalating tensions and threat of military conflict over North Korea's nuclear and missile capabilities makes a diplomatic solution of vital importance and the highest priority. The increasing risk of war - and possibly even the use of nuclear weapons by miscalculation, accident, or intent - is frightening. 
 
More than three million citizens of Korea, China, USA and other countries lost their lives in the Korean War from 1950-1953. Should a war erupt again, the loss of lives could be considerably worse, especially if nuclear weapons are used. Indeed, a nuclear conflict erupting in Korea could engulf the entire world in a nuclear catastrophe that would end civilization as we know it.
 
In supporting diplomacy rather than war, we:
 

  1. Oppose any pre-emptive use of force by any of the parties, which would be counter-productive and likely lead to nuclear war;
  2. Call on all parties to refrain from militaristic rhetoric and provocative military exercises; 
  3. Encourage China, Japan, North Korea, Russia, South Korea and the United States to consider the phased and comprehensive approach for a North-East Asian Nuclear-Weapon-Free Zone with a 3+3 arrangement*, which already has cross-party support in Japan and South Korea and interest from the North Korean government;
  4. Encourage China, Japan, North Korea, Russia, South Korea and the United States to also consider options and modalities for turning the 1953 Armistice Agreement into a formal end to the 1950-1953 Korean War;
  5. Welcome the call of the UN Secretary-General for a resumption of Six-Party talks and his offer to assist in negotiations;
  6. Welcome also the offer of the European Union to assist in diplomatic negotiations, as they did successfully in the negotiations on Iran’s nuclear program;
  7. Call on the United Nations Security Council to prioritise a diplomatic solution to the conflict

 
* The 3+3 arrangement would include Japan, South Korea and North Korea agreeing not to possess or host nuclear weapons, and would require China, Russia and the USA agreeing not to deploy nuclear weapons in Japan, South Korea or North Korea, nor to attack or threaten to attack them with nuclear weapons.

세상을 밝히자

 

망가진 공영방송 KBS,MBC를 국민의 품으로

매주 금요일마다 국민과 함께하는 불금파뤼~~

이번엔 청계광장에서 함께 만나요.

이번 주 금요일(25일) 저녁 7시, 청계광장에서 여섯 번째 #돌마고 #불금파티 가 열립니다.

그동안 불금파티는 MBC와 KBS 앞에서 열었는데요, 더 많은 시민들과 함께 하기 위해 청계광장에서 불금파티를 엽니다. 제작중단 중인 마봉춘 아나운서 #허일후 님이 사회를 보고, #전인권 님과 #한영애 님이 초대손님으로 옵니다. 그리고, KBS와 MBC의 보도로 가슴이 무너져내렸던 #416가족합창단도 함께 합니다.

 

6번 째 불금파티는 공영방송 언론인들이 시민들과 함께 만나는 자리로 준비하고 있습니다.
그동안 KBS와 MBC에서 어떤 말도 안 되는 일들이 벌어졌는지 확인할 수 있습니다.

 

무엇보다 국민 모두가 성원했던  #마봉춘 과 #고봉순 을 하루라도 빨리 만나려면, 시민들의 응원이 절실합니다.

MBC와 KBS가 국민의 품으로 돌아올 수 있도록  많은 분들이 함께 해 주시기를 부탁합니다.
