일단 미스터 피자에서 맛있는 점심부터 먹고 시작했는데요~

오늘 모인 날이 폭염으로 정말 더웠답니다! 가는길에 시원한 음료수 한잔!!

시민참여단의 뜻을 이해하고 존중
지속가능한 사회 위해 약자의 편에서 언제나 함께 할 것

오늘(20일) 신고리 56호기 공론화위원회는 시민대표참여단의 설문조사 결과를 포함한 종합 권고안을 발표했다. 신고리 5,6호기 건설을 재개하되 안전기준을 강화해야하고 원전은 축소해야한다는 권고안이다. 짧은 기간 동안 무거운 짐을 지고 숙의과정에 참여한 471명 시민대표참여단의 노고에 감사드리며 설문조사 결과를 충분히 이해하며 존중한다. 국가 중요 정책을 시민들의 숙의과정인 공론화를 통해 결정한다는 진일보한 참여 민주주의 과정임에도 불구하고 편파적인 언론 환경과 진영논리, 정부 출연기관과 공기업의 건설재개측 참여, 기계적인 중립과 무능함을 보인 공론화위원회, 당사자인 부산‧울산‧경남지역의 부족한 의견청취, 미래세대 배제, 불충분한 자료검증, 상호토론 부족과 숙의 과정 부족 등 여러 가지 문제점으로 인해 애초의 취지를 충분히 살리지 못한 한계를 보여준 결과라고 평가한다.

시민참여단의 59.5%가 신고리 5,6호기 건설재개를 선택했음에도 불구하고 53.2%가 원전을 축소해야한다고 선택한 것은 의미심장하다.

이미 원전산업은 사양산업이고 에너지효율과 재생에너지 산업이 대세가 되고 있는 시대다. 과거의 원전확대 정책에서 아직 벗어나지 못하는 한국사회가 신고리 5,6호기에 발목잡혀서는 안된다. 시민참여단의 설문결과에서도 확인했듯이 원전을 축소하는 것이 에너지정책의 방향이 되어야 한다. 신고리 5,6호기 건설을 재개한다면 부산, 울산 일대에 몰려있는 원전의 총 갯수를 그만큼 줄여야 한다. 여전히 사용후핵연료의 위험은 상존하지만 상대적인 위험이라도 줄일 수 있도록 가동 중인 원전들은 조기 폐쇄해야 한다. 노후화된 고리원전 2,3,4호기와 내진 보강이 불가능한 월성 1,2,3,4호기가 그 대상이다. 시민참여단도 제기하고 있는 다수호기 안전성 평가, 활성단층을 포함한 최대지진평가를 통한 신고리 5,6호기 안전성 강화조치는 필수적이다. 

문재인 정부, 탈원전‧에너지전환본격추진해야

나아가 문재인 정부는 탈원전‧에너지전환 정책을 본격 추진해야 한다. 지난 40여년간 원전 확대 정책을 추진해온 영향이 한국사회에 만연해있다. 원전산업을 중심으로 한 뿌리 깊은 이해관계 세력들이 한국사회 곳곳에 도사리고 있으면서 국민들의 눈을 흐리게 하고 있는 현실을 이번 공론화과정을 통해서 직시하게 되었다. 재생에너지 비중이 2% 정도밖에 되지 않은 현실에서 에너지전환에 대한 온갖 마타도어를 극복하기에는 한계가 컸다.

문재인 정부는 원전 적폐 세력을 정리하고 재생에너지와 에너지효율 확대 중심의 에너지정책을 현실화시키는 실력을 보여줘야 한다. 원전안전성 관련 정보를 공개하고 세계적 수준의 원전 안전성을 확보하는 것은 당연한 조치다.

부족했던 공론화 과정 평가해 숙의민주주의 밑거름 삼아야

한편, 이번 공론화 과정에 대한 엄밀한 평가를 통해 향후 한국사회 숙의 민주주의가 한층 성장할 수 있는 밑거름이 될 수 있도록 해야 한다. 대의 민주주의의 한계는 지난 촛불혁명과정에서 확인했다. 시민들이 정부의 중요한 정책 결정에 주권자로 참여할 수 있는 길은 언제나 보장되어야 한다. 하지만 이번처럼 부족한 숙의과정, 기계적인 중립으로는 취지를 살리기 어렵다. 이번 공론화과정을 밑거름 삼아 우리나라의 민주주의도 한층 성숙할 수 있기를 기대한다.

한국사회는 그동안 원전 전기 없는 세상을 상상하지도 못했다. 이번 신고리 5,6호기 공론화과정에서 원전 없는 한국사회, 탈원전 사회가 가능하다는 가능성을 시민참여단의 상당수가 확인했다는 사실만으로도 성공적이라고 평가한다. 그럼에도 여전히 원전은 가동 중이고 건설 중이며 원전 주변에서, 원전으로 인해 고통받는 사람들이 이 땅에 살고 있다. 우리는 원전사고가 일어나지 않도록 노력할 것이다. 우리는 이들과 고통을 함께 하며 원전없는 한국사회가 되는 날까지 최선을 다할 것이다.

처음 시작은 언제나 탐사단장님이시자 백두대간보전시민연대 허석렬 대표님의 개회사로 시작되었습니다
