시민사회단체, 남북 정상회담 앞두고 ‘한반도 평화의 봄을 위한 4가지 원칙’ 발표

청와대 남북정상회담 준비위원회에 전달 예정

 

오늘(4/16) 고양통일나무, 남북경제협력포럼, 녹색연합, 대북협력민간단체협의회, 민주화를위한전국교수협의회, 사단법인 평화3000, 생태지평연구소, 시민평화포럼, 원불교 평양교구, 참여연대, 통일맞이, 평화네트워크, 평화를만드는여성회, 평화통일대구시민연대, 한국기독교교회협의회 화해통일위원회, 한국여성단체연합, 한국YMCA전국연맹, 흥사단 민족통일운동본부 등 18개 시민사회단체는 남북 정상회담을 앞두고 성명서 ‘한반도 평화의 봄을 위해 남북정상회담에 관한 4가지 원칙을 제안합니다’를 발표했다. 

 

이번 성명은 문재인 정부가 남북 정상회담을 비롯한 한반도 외교에서 견지해야 할 원칙을 제안하고자 마련되었다. 시민사회단체들은 “각고의 노력 끝에 성사된 남북 정상회담과 북미 정상회담을 한반도 정전체제와 핵 위협 해소, 남북관계 진전과 동아시아 평화의 진정한 출발점으로 만들기 위해서는 새로운 상상력과 담대한 접근이 필요하다”고 강조하며 다음의 4가지 원칙을 제안했다. ▷한반도 평화체제 수립과 북미·북일 관계 정상화와 북한 핵 폐기를 연계하는 포괄적인 해법을 찾을 것 ▷한반도 비핵화 논의는 한반도 혹은 동북아시아 비핵지대 건설의 전망 속에서 진행할 것 ▷남북 정상회담 정례화를 비롯해 당국 간 대화와 협력을 제도화하고, 민간 차원의 상시협의 기구를 마련하여 다양한 민간 교류 협력을 보장할 것 ▷대화가 진행되는 동안 남·북·미가 서로를 겨냥한 모든 군사행동을 중단할 것 등이다. 

 

시민사회단체들은 해당 성명을 청와대 남북정상회담 준비위원회에 전달하고, 적극적으로 검토해줄 것을 요청할 예정이다. 

 

 

 

한반도 평화의 봄을 위해 남북 정상회담에 관한 4가지 원칙을 제안합니다

 

“봄이 온다.” 동아시아의 화약고라 불렸던 한반도의 평화에 대한 기대가 그 어느 때보다 높습니다. 대립과 불안의 긴 터널을 지나, 남북 정부는 4월 27일 정상회담을 앞두고 있습니다. 

 

문재인 정부는 취임 이후 지금까지 한반도 평화를 향한 중대한 진전을 이뤄왔습니다. 각고의 노력 끝에 성사된 남북 정상회담과 북미 정상회담을 한반도 정전체제와 핵 위협 해소, 남북관계 진전과 동아시아 평화의 진정한 출발점으로 만들기 위해서는 새로운 상상력과 담대한 접근이 필요합니다. 

 

한반도 정전체제와 핵 문제, 동아시아 평화 협력 강화와 관련된 포괄적 합의의 기본 틀은 2005년 9.19 공동성명을 통해 마련되었습니다. 하지만 합의 이행과 관련된 불신과 갈등, 그 이후 심화된 핵·미사일 갈등과 군사적 불안정성 등을 고려한다면 상호 신뢰할 수 있는 보다 적극적이고 포괄적인 접근법이 시도되어야 합니다. 

 

이에 시민사회단체들은 문재인 정부가 남북 정상회담을 비롯한 한반도 외교에서 다음과 같은 입장과 원칙을 견지해줄 것을 정중히 제안합니다.  

 

첫째, 한반도 정전체제를 평화체제로 전환하고 북미‧북일 관계를 정상화하는 것과 북한 핵 폐기를 연계하는 포괄적인 해법을 찾아야 합니다. 

한반도 핵 갈등을 불안정한 정전체제의 일부로 파악해야 문제 해결에 본질적으로 접근할 수 있습니다. 주지하듯이 한반도 핵 갈등은 지난 수십 년간 지속되어온 대결 상태와 군비 경쟁의 일부로서, 재래식 군사력의 불가항력적인 열세를 만회하려는 북한의 ‘비대칭 억지력 형성 전략’에 의해 가속화되었습니다. 따라서 한반도 비핵화가 군사적 신뢰 구축, 정전체제 해소와 평화체제 수립, 관계 정상화 등과 긴밀히 연결되어 있다는 점을 깊이 이해하고 접근하는 것이 중요합니다. 한반도 비핵화를 평화협정의 선결 조건으로 삼을 것이 아니라, 평화협정과 동시에 추진해야 합니다. 이러한 맥락에서 한반도 평화협정 체결을 위한 관련국 간의 협상과 북미·북일 관계 정상화를 위한 협상을 한반도 핵 문제 해결을 위한 양자 혹은 다자 협상과 동시에 또는 선제적으로 추진해야 합니다. 

 

둘째, 한반도 비핵화 논의는 한반도 혹은 동북아시아 비핵지대 건설의 전망 속에서 이루어져야 합니다. 

한반도 핵 위기를 북한의 비핵화로만 접근해서는 근본적으로 해결할 수 없습니다. 한반도의 핵·미사일 갈등은 동아시아 핵·미사일 갈등의 일부이며, 전 세계 핵 비확산·군축 문제와 깊이 연결되어 있습니다. 따라서 북한의 핵·미사일 프로그램 폐기뿐만 아니라 한반도의 각종 핵 위협을 제거하는 보다 근본적이고 포괄적인 해법을 추구해야 합니다. 핵 위협을 상호 제거하는 가장 효과적인 방법은 한반도로부터 시작하여 동북아시아에 비핵지대를 건설하고, 핵 없는 세계를 향한 전 지구적 핵 군축 협상을 촉진하는 것입니다. 이에 한반도 핵 갈등의 궁극적인 해결을 위한 협상에는 한국과 일본의 핵우산 문제도 의제로 포함되어야 합니다. 나아가 남북한과 미국, 중국, 일본 등이 함께 핵무기금지조약에 가입하는 방안도 적극 검토되어야 합니다. 

 

셋째, 남북 정상회담의 정례화를 비롯해 당국 간 대화와 협력을 제도화하여 확대하고, 민간 차원의 상시협의 기구를 마련하여 다양한 민간 교류 협력을 보장해야 합니다.  

한반도 평화는 일방에 의한 흡수통일을 배제하고, 서로의 체제를 존중하며, 군사적 신뢰 구축과 상호 불가침, 화해와 협력을 촉진함으로써 이루어질 수 있습니다. 정상회담을 정례화하고 군사 분야, 경제 분야, 민간 교류 분야의 남북 협력을 안정적으로 제도화하는 것은 한반도 문제 해결의 기초입니다. 이 과정에서 민간의 역할은 정부 못지않게 중요합니다. 민간 교류 협력을 활성화하고, 한반도 평화에 관한 정책 결정과 집행 과정에 민간이 당사자로 적극 참여할 수 있도록 해야 합니다. 5.24 조치를 해제하고 인도적 지원, 이산가족 상봉, 개성공단, 금강산 관광 등 다차원적 교류 협력 사업도 재개해야 할 것입니다. 2007년 10.4 선언과 제1차 남북총리회담에서 합의한 바에 따라 조속히 ‘남북 사회문화협력추진위원회’를 구성하고, 공동사무국을 설치하여 남과 북의 민간 교류를 위한 상시적 협의 통로를 마련해야 합니다. 더불어 정부의 남북 및 대외 정책 결정 과정에 시민사회가 참여하고, 사회적 합의를 형성하기 위한 안정적 체계 역시 하루빨리 마련되어야 합니다. 

     

넷째, 대화가 진행되는 동안 남·북·미가 서로를 겨냥한 모든 군사행동을 중단하는 것이 가장 기본적인 조치입니다. 

북한은 지난 3월 5일 남북 합의에서 “대화가 지속되는 동안 추가 핵실험 및 탄도 미사일 시험 발사 등 전략 도발을 재개하는 일은 없을 것”이며 “핵무기는 물론 재래식 무기를 남측을 향해 사용하지 않을 것임을 확약”하였습니다. 그리고 현재 한·미 정부는 키 리졸브·독수리 한미연합군사연습을 진행하고 있습니다. 관련하여 북한은 이번 연습을 문제 삼지 않겠다는 의사를 밝힌 바 있지만, 북한 점령 등을 상정한 공격적인 군사훈련은 언제든 군사적 갈등과 긴장의 빌미가 될 수 있습니다. 이번 정상회담뿐만 아니라 이후에도 대화와 협상의 동력을 이어가기 위해 남·북·미 모두 서로 존중하며 신뢰를 쌓는 것이 중요합니다. 대화가 진행되는 동안 남·북·미가 서로를 겨냥한 모든 군사행동을 중단하는 것이 가장 기본적인 조치가 될 수 있습니다. 따라서 한·미 정부는 하반기 을지프리덤가디언 군사연습의 중단까지도 전향적으로 검토해야 합니다. 

 

오랜 단절 끝에 재개되는 대화와 협상이 마냥 순조롭지만은 않을 것입니다. 그렇기에 이번 남북 정상회담과 북미 정상회담에서 한반도 평화를 위한 포괄적 합의를 이루어내는 것이 매우 중요합니다. 그러한 염원과 기대 속에서 위와 같은 원칙을 제안하오니 적극 검토해주시기를 바랍니다.

北 핵실험 ‘오바마, 전쟁 끝내고 평화협정 맺자!’

北 핵실험 ‘오바마, 전쟁 끝내고 평화협정 맺자!’

박근혜 독재자의 딸’ 기사로 박근혜 정부를 비판해 한국 정부로부터 항의를 받은 사실을 폭로해 큰 주목을 받은 미국 최고의 시사주간지 ‘더 네이션(The Nation)’이 이번에는 북한의 제4차 핵실험이 미국에게 던지는 메시지에 대한 기사를 실어 다시 한 번 주목을 끌고 있다.

‘더 네이션’은 북한의 수소폭탄 실험이 오바마 대통령에게 한반도에서 전쟁상태를 종식시키고 평화협정을 맺자는 메시지를 지니고 있다고 분석하고 한일간에 맺어진 ‘위안부 합의’의 배경, 한반도를 둘러싼 한미일의 동맹국 결집, ‘잊혀진 전쟁’ 한국전쟁의 종식 필요성 등을 전체적으로 거론했다.

‘더 네이션’은 지난 7일 ‘To End North Korea’s Nuclear Program, End the Korean War-북한의 핵 프로그램 종식을 위해 한국전쟁을 종식하라‘는 제목의 기사를 실고 북한의 핵실험이 오바마가 임기를 마치기 전 평화협정에 관한 대화를 마무리하려는 북한의 필사적인 노력일 수 있다고 내다봤다. ‘더 네이션’은 북한의 수소폭탄 실험에 대한 국제사회의 다양한 반응들을 소개한 뒤 확실한 것은 이번이 북의 4번째 핵실험이고 그중 3번이 오바마 임기 중에 이루어졌다며 이는 오바마의 대북정책인 전략적 인내가 완전히 실패했음을 입증한다고 지적했다.

이에 ‘더 네이션’은 왜 하필 북한이 지금, 이 시점에서 핵실험을 단행한 이유가 무엇인지를 물은 뒤 이는 오바마 대통령의 임기가 끝나기 전에 교착상태에 빠진 대북 외교를 타결하자는 메시지라고 해석했다. 이 기사는 이러한 요구의 배경에는 오바마가 물러난 뒤 누가 대통령이 되든지 간에 다음 행정부에서 더 강경한 대북 외교정책과 국방정책을 채택할 가능성이 크다는 분석이 있다는 시몬 천 씨의 말을 인용했다.

‘더 네이션’은 이어 북한은 최근 이루어진 한일 외교장관의 위안부 합의도 ‘2020년도까지 아시아 태평양 지역으로 60%의 미 해군과 공군력을 옮겨 아시아로의 “회귀”를 위해 이 지역에 동맹국을 집결시키려는 미국의 대담한 조치로 볼 가능성이 크다’고 보도했으며 이번 합의는 “지난 수십 년간 일본군의 참혹한 성폭력 행위에 대해 거침없이 말해온 위안부 피해자들에 대한 모욕”이자 “위안부 피해자들과 한국 국민의 바램을 완전히 배신”한 “외교적 담합”이라고 비난했다.

위안부 문제가 사라진 지금 미국은 한일 양국의 군사적, 정치적 동맹을 이용하여 중국은 견제할 것이라며 상황이 급해지면 일본은 “침몰하지 않는 항공모함”이 되고 한국은 “교두보” 혹은 “연결도로”가 될 것이라고 내다봤다.

이어 ‘더 네이션’은 “미 정부관리들은 이번 합의안을 두고 북한의 군사적 위협과 중국의 점점 커지는 자신감에 대항하기 위해 동북아시아의 동맹국들 간에 협력을 증진시킬 돌파구라고 예고했다. 한 미국 고위 관계자는 이번 합의안이 미국에게 12개국 환태평양경제동반자협정만큼이나 전략적으로 중요하다고”는 월스트리트 저널의 보도내용을 인용하기도 했다.

‘더 네이션’은 많은 미국사람들이 잊혀진 전쟁인 한국전쟁이 끝나지 않은 전쟁이라는 사실을 모르고 있다며 “그 결과 치열한 군사화, 되풀이되는 무력 충돌, 그리고 위험한 오판으로 인해 한반도가 전멸할지도 모르는 위협이 지속된다. 게다가, 3세대에 걸쳐 한국 가족들은 비극적으로 나누어져 있다”고 지적했다.

이 기사는 미국의 최선진 무기 및 핵무장 무기들을 동원한 남한과의 군사훈련을 자세하게 소개하며 “이들은 “방어적”이라고 묘사하는 대규모 군사 훈련에서 핵공격뿐만 아니라 북한의 정권 교체까지 가상하며 훈련했다”고 한미연합훈련의 진의를 폭로했다.

‘더 네이션’은 북한이 지난 수십 년 동안 평화협정을 미국에 피력해왔고, 특히 지난 10월 한국전쟁을 공식적으로 해결하기 위한 평화협정 회담을 요청하면서 미국 정부에 새롭게 화해의 손을 내민 사실을 상기시키며 한반도 핵 비무장을 위한 최선의 가능성은 더 이상 전쟁 상태에 있지 않는 것, 그것이 북한의 핵 프로그램을 저지하기 위한 가장 적절한 방법이라고 권유했다.

“더 네이션’은 ‘지난 7월, 미국 의원이며 한국전 참전 용사들인 3명-찰스 랭겔(민주당-뉴욕), 존 콘이어즈(민주당-미시간), 그리고 샘 존슨(공화당-텍사스)은 한국전쟁의 종식을 요구하는 양당 결의안 HR 384를 발의함으로써 미국 정부가 이를 향해 한 걸음 더 나아가게 했다”며 “오바마 대통령은 이란과 쿠바에서 거둔 외교적 승리를 기반으로 삼아 2016년을 가장 오래된 북한과의 전쟁을 종식시키는 평화의 해로 만들어야 한다”고 촉구했다.

미국의 분위기는 오히려 한국처럼 북한을 응징한다든지, 대결구도로 나아가는 것보다는 대화를 강조하고 차제에 북한과의 대화에 나서 북한의 요구대로 평화협정을 맺어 전쟁상태를 종식시키는 것, 그것이 바로 북한의 핵개발을 저지하고 한반도에서의 항구적인 평화상태를 보장하는 길임을 말하고 있으며 이것이 또한 미국의 이익에도 부합된다는 목소리가 힘을 얻어가고 있는 분위기다.

사회복지연대_

공공의료 강화를 위한 새로운 모델, 민간병원의 공공병원화

 

부산은 대표적으로 건강이 나쁜 도시이다. 서울과 비교했을 때 기대수명이 많게는 9.7세까지 차이가 났으며(2014년 기준, 서울 서초구와 부산 동구의 격차), 피할 수 있는 죽음도 16개 구군 중 강서구를 제외한 15개 구군이 서울의 모든 자치구보다 높게 나타났다(2013년 기준).

하지만 아이러니하게도 의료공급은 과잉된 대표적인 도시가 부산이기도하다. 병상수가 전국에서 1~2위를 다툴 정도로 많으며 요양병원 병상의 수는 전국에서 단연 1위를 차지하고 있다. 병원은 많은데 왜 건강이 나쁠까? 그 해답을 공공의료에서 찾기로 했다.

지난 9월 8일 건강정책학회와 부산대학교 공공보건의료정책센터 공동주최로 “의료의 공공성 확대·강화 어떻게 할 것인가? - 부산 침례병원 사태를 중심으로” 토론회가 부산일보사 소강당에서 개최되었다. 건강불평등 해소 운동을 진행하고 있는 사회복지연대는 지난 7월에 파산한 침례병원 사태를 공공의료강화의 기회로 삼기위해 ‘민간병원의 공공병원화’라는 공공병원 확대의 새로운 모델을 고민해 왔고 침례병원 파산에 따른 새로운 공공병원 설립을 위한 부산시민대책위와 함께 토론회에 참여하였다.

토론회에 참석한 부산의대 윤태호 교수의 발제에 따르면 부산은 7대 특·광역시 중 공공의료 수준이 취약하며(2015년 기준: 의료기관 수 6등, 병상 수 5등) 시민의 건강수준을 개선하기 위한 정책을 수행하는 것이 어려운 실정에 놓여있다.

 

 

때문에 공공병원의 확대가 필요한데, 의료공급과잉인 상태에서 새로운 병원을 짓는 것 방법보다는 민간병원을 공공이 인수(투자)하여 공공병원을 확충하는 방안이 효율적이며 600병상규모의 대형병원인 침례병원이 그 첫 사례로 적합하다는 발제가 이어졌다.

이후 토론에서는 성남의료원의 사례를 들어 주민들이 간절하게 원하고 자랑할 수 있는 공공병원, 민간병원이라 할지라도 민주적으로 운영될 수 있도록 주민이 이사회에 참여하는 병원 등 공공성 확대를 위한 병원의 미래상에 대한 토론과 침례병원을 공공이 인수하기 위한 현실적인 방안과 한계 등의 토론들이 이어졌다.

토론회의 좌장을 맡았던 김용익 전 의원은 민간병원의 공공병원화는 향후 공공의료를 강화하는데 필수적인 방법이며, 민간병원을 공공병원화 하는 침례병원의 사례와 주민들이 참여하고 자랑스러워할 수 있도록 올바른 공공병원 운영을 추진하는 진주의료원의 재개원의 사례를 함께 고민하며 부울경 지역의 공공의료를 강화시키기 위해 노력해야 한다고 이야기했다.

사회복지연대는 지난 2013년, 부산일보사와 공동기획한 ‘건강최악도시부산’시리즈 이후로 부산의 건강불평등 해소와 공공의료 강화를 위해 노력해왔다. 토론회를 통해 이번 침례병원사태가 오히려 기회가 될 수 도 있다는 생각이 들기도 한다. 물론 민간병원을 공공이 인수하는 것이 쉬운 길은 아니겠지만 건강최악도시부산이 건강최고도시 부산으로 거듭날 수 있도록 사회복지연대는 계속해서 활동할 것이다.

'2017 권리로 요구하는 천안시 사회복지 정책제안 토론회'

시민 정책참여과정을 통해 모은 시미느이 목소리를 천안시 정책으로 제안

 

참여예산복지네트워크(사무국 : 복지세상을 열어가는 시민모임)는 9월 19일(화) 권리에 기반한 시민 정책참여과정으로 시민이 직접 천안시에 필요한 정책 7건을 발표하는 ‘2017 권리로 요구하는 천안시 사회복지 정책제안 토론회’를 천안축구센터에서 진행하였다.

정책제안 토론회는 아동, 청소년, 노인, 장애인, 이주민, 자활참여주민, 대학생 등 7개 영역에서 158명의 복지 당사자와 사회복지기관․단체 현장 실무자가 직접 권리워크숍과 원탁회의, 정책모니터링에 참여하며 문제점과 개선방안을 도출한 결과, 최종 7건의 정책을 천안시에 요구하는 자리이다.

 

2017년 시민 정책참여과정은 아동부터 노인, 장애인 등 총 158명이 4월 인권교육을 시작으로 각각 8번의 권리워크숍을 통해 320여가지 결핍점을 생생하게 이야기한 후, 75명이 한 자리에 모여 ‘권리원탁회의’를 통해 16가지 주제 중 ‘내 삶에서 가장 결핍된 점’에 대해 세부토의를 진행하고 우선순위 투표를 거쳤다. 이후 네트워크 기관․단체와 당사자가 함께 정책모니터링을 통해 실태와 문제점, 개선방안을 도출한 후 최종적으로 ‘저소득층 중․장년층 1인가구 고독사 예방 및 보호대책 마련’ 등 총 7건의 정책제안서를 작성하였다. 제안된 제안서는 9월 초 천안시 각 해당 부처에 정책을 전달하고 부서별로 의견서를 수렴하였다.

 

정책별 천안시 해당부서 사전 검토의견 수렴은 올해로 4년째 시행하고 있는 과정으로 사전 검토의견을 요청하기 이전보다 시민들의 삶을 더욱 살피며 책임 있게 정책을 수행하는 등 긍정적인 효과를 나타내고 있다. 그러나 부서검토 결과 7건 중 4건이 미반영과 보류 결과를 보이며, 절반이 넘게 시민의 의견이 반영되지 못하였다.

특히 저소득층 특수촬영 의료비 지원의 경우 참여예산복지네트워크에서 3년동안 제안하여 2015년 천안시장 공약사업에 포함되어 조례제정 후 시행하고 있으나, 지원되는 질환의 폭이 좁아 2016년 말 기준 18.%의 예산집행률을 보이며 실질적으로 지원이 필요한 저소득층에게 제대로 이루어지지 않고 있다. 또한 저소득층 중․장년층 1인가구 고독사의 경우 기록적인 고령화와 가파른 1인가구 증가세와 맞물리면서 전국적으로 급증하며 사회문제로 떠올랐다. 현재 고독사 관련 공식적인 정부차원의 통계는 없는 상태이며, 이와 관련있는 무연고 사망자 통계의 경우 전국 222개 지자체 중 천안시가 6위로 지난해 27명이 무연고 사망자가 발생하였다. 이에 지자체별로 중․장년층 1인가구에 대한 전수조사를 실시하고 대책을 마련하는 반면 천안시는 아직 고독사 예방을 위한 조사나 대책을 마련하지 않고 있다.

 

참여예산복지네트워크는 토론회 이후 조례개정 등을 통해 제안한 정책이 실행될 수 있도록 간담회 등을 진행할 예정이며, 사회복지예산의 양적인 확대 뿐 아니라 실질적으로 시민들이 필요로 하는 정책이 될 수 있도록 활동하고자 한다.

국제 평화단체, 한반도⋅동북아 위기에 대한 외교적 해결 촉구

퍼그워시 회의 등 전세계 110개 평화단체, 무력사용 반대 입장 담은 서한을

전 세계의 110개 평화단체들과 146인의 평화운동가들은 당면한 동북아와 한반도 위기에 대해 무력 사용을 반대하고 외교적 해결을 촉구하였습니다. 전 세계 평화와 군축을 위해 활동하는 이들은 이번 서한을 통해 지금의 위기가 오판과 우연에 의해 핵전쟁으로까지 비화된다면 전 세계는 핵참화를 피하기 어려울 것이라고 우려하며 △선제적 무력 사용 반대, △도발적인 군사연습 중단, △동북아비핵지대안 검토, △한국전쟁 종전, △6자회담 재개, △유럽연합의 외교적 협상 지원 환영, △외교적 해결 우선 등 7개 요구사항을 제시하였습니다.

 

이들은 이러한 입장을 담은 서한을 지난 9월 7일 남⋅북⋅미⋅중⋅러⋅일 등 6개국 대통령(또는 수상)과 유엔주재 대표, 유엔안보리 회원국, 안토니오 구테레스 유엔 사무총장 그리고 페데리카 모게리니 유럽연합 외교안보 고위대표에게 보냈다고 밝혔습니다. 

 

이번 공동서한에는 퍼그워시 회의(Pugwash Conference), Campaign for Nuclear Disarmament(영국), Coalition for Peace Action(미국), 원수폭금지협의회(일본), 참여연대(한국) 등 전세계 24개국에서 활동하는 평화단체들과 1976년 노벨평화상 수상자인 메어리드 코리건 매과이어(Mairead Corrigan Maguire)를 비롯한 대표적 평화운동가들이 함께 하였습니다.

▣ 공동서한 국문

 

동북아 상황의 외교적 해결을 호소합니다

 

전 세계에서 평화와 군축을 위해 활동하는 ‘어볼리션(Abolition) 2000’의 회원단체들을 대신하여 미국과 북한에 동북아가 직면하고 있는 전쟁 직전의 상황에서 한 걸음 물러나, 대신 전쟁을 막기 위한 외교적 접근법을 택하라고 촉구합니다. 

 

우리는 군사 갈등이 발발하는 것을 막고 나아가 근본적인 갈등을 해결하기 위해 즉시 협상에 나설 것을 요구합니다. 그러한 협상은 양자 간은 물론 중국, 일본, 북한, 러시아, 한국, 미국을 포함하는 새로운 6자회담 틀을 통해 이뤄져야 합니다. 

 

북한의 핵‧미사일 능력을 두고 고조되는 긴장과 군사 갈등 위협은 외교적 해법이야말로 필수적이며 최우선임을 다시금 일깨워줍니다. 전쟁 위기가 높아지고 오판과 우연, 또는 의도에 의해 핵무기가 사용될 수도 있다는 사실은 매우 끔찍한 일입니다. 

 

1950년에서 1953년까지 이어진 한국전쟁에서 목숨을 잃은 사람들의 수는 남북, 중국, 미국 등 다 합해 총 300만 명을 넘습니다. 만일 전쟁이 다시 발발한다면, 특히 핵무기가 사용된다면 사망자 수는 훨씬 더 많을 것입니다. 한반도에서 발발하는 핵전쟁은 핵 참사로 전 세계를 집어 삼킬 것이며 이는 우리 모두가 알듯이 문명의 종말을 가져올 것입니다. 

 

전쟁보다 외교적 해법을 지지하며, 우리는 다음과 같이 요구합니다.

  1. 우리는 그 어느 측의 선제적 무력 사용에도 반대합니다. 이는 역효과를 낳을 것이며 상황을 핵전쟁으로 이끌 것입니다. 
  2. 우리는 모든 측에 군국주의적 수사와 도발적인 군사 연습을 그만두기를 촉구합니다. 
  3. 우리는 중국, 일본, 북한, 러시아, 한국, 미국이 3+3 방식의 동북아 비핵지대 수립을 위한 단계적이고 포괄적인 접근법을 검토하기를 권합니다. 이는 일본과 한국에서 두 개 이상의 정당의 지지를 받고 있으며 북한 정부도 관심을 가지고 있습니다. 
  4. 우리는 중국, 일본, 북한, 러시아, 한국 그리고 미국이 또한 한국전쟁(1950-1953)을 공식적으로 끝내도록 1953년 정전협정을 전환하기 위한 가능한 옵션과 양식을 고려할 것을 권합니다. 
  5. 우리는 6자회담을 재개하라는 유엔 사무총장의 요구와, 협상을 지원하겠다는 그의 제안을 환영합니다. 
  6. 우리는 이란 핵 프로그램 협상을 성공적으로 이끌었던 것처럼 외교적 협상을 지원하겠다는 유럽연합(EU)의 제안 역시 환영합니다. 
  7. 우리는 유엔 안전보장이사회에 갈등에 대한 외교적 해결을 우선시할 것을 요구합니다. 

 

* 3+3 틀은 일본, 한국, 북한이 핵무기를 보유하거나 반입하지 않고, 중국과 러시아, 미국이 일본, 한국, 북한에 핵무기를 배치하지도, 이들을 핵무기로 공격하겠다고 위협하지도 않을 것을 요구합니다.

Appeal for a diplomatic solution in North East Asia

 

The Abolition 2000 members and affiliated networks listed below, representing peace and disarmament organisations from around the world, call on the United States and North Korea to step back from the brink of war in North East Asia, and instead adopt a diplomatic approach to prevent war. 
 
We call for the immediate commencement of negotiations to prevent a military conflict from erupting, and to resolve the underlying conflicts. Such negotiations should take place both bilaterally and through a renewed Six-Party framework involving China, Japan, North Korea, Russia, South Korea and the United States.
 
The escalating tensions and threat of military conflict over North Korea's nuclear and missile capabilities makes a diplomatic solution of vital importance and the highest priority. The increasing risk of war - and possibly even the use of nuclear weapons by miscalculation, accident, or intent - is frightening. 
 
More than three million citizens of Korea, China, USA and other countries lost their lives in the Korean War from 1950-1953. Should a war erupt again, the loss of lives could be considerably worse, especially if nuclear weapons are used. Indeed, a nuclear conflict erupting in Korea could engulf the entire world in a nuclear catastrophe that would end civilization as we know it.
 
In supporting diplomacy rather than war, we:
 

  1. Oppose any pre-emptive use of force by any of the parties, which would be counter-productive and likely lead to nuclear war;
  2. Call on all parties to refrain from militaristic rhetoric and provocative military exercises; 
  3. Encourage China, Japan, North Korea, Russia, South Korea and the United States to consider the phased and comprehensive approach for a North-East Asian Nuclear-Weapon-Free Zone with a 3+3 arrangement*, which already has cross-party support in Japan and South Korea and interest from the North Korean government;
  4. Encourage China, Japan, North Korea, Russia, South Korea and the United States to also consider options and modalities for turning the 1953 Armistice Agreement into a formal end to the 1950-1953 Korean War;
  5. Welcome the call of the UN Secretary-General for a resumption of Six-Party talks and his offer to assist in negotiations;
  6. Welcome also the offer of the European Union to assist in diplomatic negotiations, as they did successfully in the negotiations on Iran’s nuclear program;
  7. Call on the United Nations Security Council to prioritise a diplomatic solution to the conflict

 
* The 3+3 arrangement would include Japan, South Korea and North Korea agreeing not to possess or host nuclear weapons, and would require China, Russia and the USA agreeing not to deploy nuclear weapons in Japan, South Korea or North Korea, nor to attack or threaten to attack them with nuclear weapons.
