[공수처수첩⑦] 한국 국가청렴도는 '정체중', 특단의 조치가 필요하다

"답은 공수처밖에 없다" 

권력이 있는 자에게는 관대하고, 없는 이들에게 가혹한 한국 검찰. 검찰이 막강한 권한을 정권에 따라, 입맛에 따라 휘두를 때마다 시민들은 "권력으로부터 독립적인 수사기구, 고위공직자비리수사처 설치"를 요구해왔습니다. 현직 검사의 성추행 폭로와 수사 외압 의혹까지 제기된 지금, 검찰의 '셀프 수사', '셀프 개혁'은 시민들의 신뢰를 얻을 수 없습니다. 

그런데도 자유한국당은 반대를 위한 반대로 공수처 설치를 막고 검찰개혁을 온 몸으로 거부하고 있습니다. 

자유한국당의 공수처 반대 입장을 바꾸고 20년 간 묵혀왔던 사회적 과제인 공수처를 도입하기 위해서는 끊임없는 시민들의 목소리가 필요합니다. 

<공수처설치촉구공동행동(경실련, 민변, 참여연대, 한국투명성기구, 한국YMCA전국연맹, 흥사단)>은 공수처 법안을 논의해야 할 국회 사법개혁위원회와 법제사법위원회를 모니터링하고 국회를 압박하는 칼럼을 연재할 예정입니다.

한국사회는 부패로부터 자유롭지 않다

 

2017년도 국가청렴도 지수(CPI: Corruption Perceptions Index)에 따르면 우리나라는 100점 만점에 54점, 조사대상국 180개국 중 51위, OECD 35개국 중 29위다. 절대부패수준에서 벗어난 수준으로 이명박 정부 이후 9년 간 국가청렴도가 정체중이다.  

 

특히 2017년도 국가청렴도 평가에서 활용되는 10개의 원천자료 중 "직위를 남용한 공직자가 기소되거나 형사처벌 가능성의 정도"와 "정부가 부패를 성공적으로 방지하는 정도"를 측정하는 TI(변환지수)는 전년도에 비해 –7.0점 하락하였으며, "공직보유자가 자신들의 사적 이익을 위해 직위남용을 방지하는 정도"를 평가하는 SGI(지속가능 지수)는 OECD와 비교해 보면 15.9점이 낮게 평가되었다. 

 

한마디로 국제사회에서는 한국에서 공직자의 부패통제메커니즘이 제대로 작동되지 못해 부패방지를 위한 정부차원의 혁신적인 돌파구가 필요한 것으로 보고 있다. 

 

 

기존의 부패통제기구, 권력형 엘리트 비리 근절에 역부족

 

한국사회 부패의 전형적 형태가 권력형 엘리트와 재계가 결합된 형태임을 감안한다면, 국가청렴도가 개선되기 위해서는 공직자 중 막강한 권력을 가지고 있는 대통령, 국무총리, 행정각부장관, 국회의원 등에 대한 권력통제가 주요 핵심 사안이다. 

 

부패를 분석하는데 일반적으로 기업이 인·허가를 받기 위해 공직자에게 뇌물을 제공한다는 점에서 민간을 부패수요자, 공직자를 부패공급자로 보고 접근하는데 최근 전직 대통령 부패사건을 보면 오히려 최고 권력자가 노골적으로 민간에게 부패행위를 요구했다는 점에서 매우 충격적이다. 아마도 이러한 부분이 가능했던 것은 부당한 권력을 제대로 통제하지 못했기 때문이다.

 

대검 중수부나 특별감찰부 제도, 특검 등 권력층에 대한 부패근절대책이 과거에도 있었지만 결국 실패로 끝났다. 특히 최근 검찰은 검찰 내부 고위직의 부패행위와 정치 권력화 현상으로 개혁의 대상이 되고 있다. 형사정책연구원이 2016년 9월 말에서 10월 초까지 20세 이상 성인남녀 1100명을 대상으로 실시한 설문조사에서 응답자의 12.7%만이 검찰을 '신뢰한다'고 답한 반면 58.7%의 응답자가 '신뢰하지 않는다'고 응답하여 검찰에 대한 국민신뢰도가 낮음을 알 수 있다.

 

결국 기존 부패 통제장치로는 국민의 눈높이 맞게 권력형 부패를 실효성 있게 통제하는데 한계에 봉착했다고 할 수 있다.

 

 

고위공직자 범죄수사처 조속히 설치해야

 

아시아 국가 중 우리보다 청렴도가 높은 나라로 싱가포르, 홍콩을 든다. 이들 국가들은 권력기관(경찰)의 부패에 대해 각각 탐오조사국, 염정공서와 같이 정치적으로 독립된 강력하고 힘 있는 기관을 새롭게 마련하여 권력의 분산화를 통한 부패통제를 성공적으로 이끌었다,

 

우리가 더 이상 부패의 늪에서 허우적거리지 않기 위해서는 기존과 다른 특단의 조치가 필요하고 그러한 대안으로 고위공직자 범죄수사처(공수처) 설치를 들 수 있다.

 

물론 고위공직자 범죄수사처 설치에 대해 찬성과 다른 반대 논거도 있다. 기소권을 분산할 경우 형사사법체계에 대한 통일성 저해 우려, 독립기구 설치의 헌법상 근거 미약, 검찰의 정치중립성 확보를 위한 제도적 보완, 수사처에 대한 권력기관화 우려 및 정치권력화 현상 등이다. 

 

하지만 2017년 9월 법무·검찰개혁위원회가 마련한 '고위공직자범죄수사처 설치 권고안'에 대한 여론 조사에 의하면 찬성하는 여론이 약 69%로 국민 10명 중 7명이 찬성하는 것으로 나타났다. 더구나 보수층에서도 공수처 설치에 찬성한다는 의견(49.2%)이 반대한다는 의견(42.5%) 보다 많아 고위공직자 비리수사처에 대한 도입의 필요성을 엿볼 수 있다.

 

절대권력은 절대 부패하기 쉽다. 검찰도 예외는 아니다. 검찰의 기소독점주의는 기소권 남용으로 인한 부패의 가능성이 늘상 존재하기 때문에 이에 대한 견제가 필요하다. 검찰의 입장에서 고위공직자 범죄수사처 도입은 검찰의 권력을 뺏는 것이라고 볼 수 있다.

 

하지만 보기에 따라 고위공직자 범죄수사처에 기소권을 주는 것도 권력에 대한 견제와 균형의 원칙에 의해 권력기간 스스로 조심하고 경계함으로써 보다 청렴한 검찰, 투명하고 신뢰받는 검찰이 될 수 있는 좋은 기회이기도 하다.

 

 

국가청렴도 개선 위한 발판의 기회로 삼아야

 

과거 김대중, 노무현 정부에서 추진했던 공수처의 논의가 촛불혁명으로 탄생한 문재인 정부에서도 이슈화 되고 있다.

 

하지만 고위공직자 범죄수사처에 대한 논의가 정치권의 이해관계로 답보상태에 머물러 있는 실정이다.

 

권력기관들이 살아 있는 권력에 약하고 죽은 권력에 가혹하다는 기존 관념을 탈피하면서  권력을 지닌 자 이든 그렇지 않은 자이든 지위고하를 막론하고 법 앞의 평등과 사회적 정의를 실현할 수 있도록 공수처 설치를 이루어 내어야 할 것이다.  

 

따라서 정치권에서는 부패문제에 대해서는 이해득실에 따른 정략적 시각을 버리고 국가의 청렴도 개선을 위한 필요요건을 인식하고 정치권 스스로 법안마련에 모범을 보여야 할 것이다. 고위공직자 범죄수사처의 수사대상으로 국회의원들이 들어가 있는 만큼 청렴도 향상을 위한 사회지도층으로서의 솔선수범 자세가 필요하다.

 

기존의 운영했던 반부패통제기관에서의 문제점을 교훈삼아 여야 간에 고위공직자 범죄수사처의 독립성 확보를 통한 정치적 중립성 확보라든지 부패근절을 위한 부패조사범위, 대상자 확정, 권력남용방지대책은 상호간의 논의를 통해 해결할 수 있을 것이다. 

 

만약 공수처 설치에 대해 정치권이 미온적 태도로 일관하여 공수처 설치문제가 표류할 경우 제2의 촛불혁명으로 개혁의 대상이 정치권으로 옮겨 갈 수 있음을 인식해야 할 것이다.

공공의료 강화를 위한 새로운 모델, 민간병원의 공공병원화

 

부산은 대표적으로 건강이 나쁜 도시이다. 서울과 비교했을 때 기대수명이 많게는 9.7세까지 차이가 났으며(2014년 기준, 서울 서초구와 부산 동구의 격차), 피할 수 있는 죽음도 16개 구군 중 강서구를 제외한 15개 구군이 서울의 모든 자치구보다 높게 나타났다(2013년 기준).

하지만 아이러니하게도 의료공급은 과잉된 대표적인 도시가 부산이기도하다. 병상수가 전국에서 1~2위를 다툴 정도로 많으며 요양병원 병상의 수는 전국에서 단연 1위를 차지하고 있다. 병원은 많은데 왜 건강이 나쁠까? 그 해답을 공공의료에서 찾기로 했다.

지난 9월 8일 건강정책학회와 부산대학교 공공보건의료정책센터 공동주최로 “의료의 공공성 확대·강화 어떻게 할 것인가? - 부산 침례병원 사태를 중심으로” 토론회가 부산일보사 소강당에서 개최되었다. 건강불평등 해소 운동을 진행하고 있는 사회복지연대는 지난 7월에 파산한 침례병원 사태를 공공의료강화의 기회로 삼기위해 ‘민간병원의 공공병원화’라는 공공병원 확대의 새로운 모델을 고민해 왔고 침례병원 파산에 따른 새로운 공공병원 설립을 위한 부산시민대책위와 함께 토론회에 참여하였다.

토론회에 참석한 부산의대 윤태호 교수의 발제에 따르면 부산은 7대 특·광역시 중 공공의료 수준이 취약하며(2015년 기준: 의료기관 수 6등, 병상 수 5등) 시민의 건강수준을 개선하기 위한 정책을 수행하는 것이 어려운 실정에 놓여있다.

 

 

때문에 공공병원의 확대가 필요한데, 의료공급과잉인 상태에서 새로운 병원을 짓는 것 방법보다는 민간병원을 공공이 인수(투자)하여 공공병원을 확충하는 방안이 효율적이며 600병상규모의 대형병원인 침례병원이 그 첫 사례로 적합하다는 발제가 이어졌다.

이후 토론에서는 성남의료원의 사례를 들어 주민들이 간절하게 원하고 자랑할 수 있는 공공병원, 민간병원이라 할지라도 민주적으로 운영될 수 있도록 주민이 이사회에 참여하는 병원 등 공공성 확대를 위한 병원의 미래상에 대한 토론과 침례병원을 공공이 인수하기 위한 현실적인 방안과 한계 등의 토론들이 이어졌다.

토론회의 좌장을 맡았던 김용익 전 의원은 민간병원의 공공병원화는 향후 공공의료를 강화하는데 필수적인 방법이며, 민간병원을 공공병원화 하는 침례병원의 사례와 주민들이 참여하고 자랑스러워할 수 있도록 올바른 공공병원 운영을 추진하는 진주의료원의 재개원의 사례를 함께 고민하며 부울경 지역의 공공의료를 강화시키기 위해 노력해야 한다고 이야기했다.

사회복지연대는 지난 2013년, 부산일보사와 공동기획한 ‘건강최악도시부산’시리즈 이후로 부산의 건강불평등 해소와 공공의료 강화를 위해 노력해왔다. 토론회를 통해 이번 침례병원사태가 오히려 기회가 될 수 도 있다는 생각이 들기도 한다. 물론 민간병원을 공공이 인수하는 것이 쉬운 길은 아니겠지만 건강최악도시부산이 건강최고도시 부산으로 거듭날 수 있도록 사회복지연대는 계속해서 활동할 것이다.

 


 

복지세상을 열어가는 시민모임_

'2017 권리로 요구하는 천안시 사회복지 정책제안 토론회'

시민 정책참여과정을 통해 모은 시미느이 목소리를 천안시 정책으로 제안

 

참여예산복지네트워크(사무국 : 복지세상을 열어가는 시민모임)는 9월 19일(화) 권리에 기반한 시민 정책참여과정으로 시민이 직접 천안시에 필요한 정책 7건을 발표하는 ‘2017 권리로 요구하는 천안시 사회복지 정책제안 토론회’를 천안축구센터에서 진행하였다.

정책제안 토론회는 아동, 청소년, 노인, 장애인, 이주민, 자활참여주민, 대학생 등 7개 영역에서 158명의 복지 당사자와 사회복지기관․단체 현장 실무자가 직접 권리워크숍과 원탁회의, 정책모니터링에 참여하며 문제점과 개선방안을 도출한 결과, 최종 7건의 정책을 천안시에 요구하는 자리이다.

 

2017년 시민 정책참여과정은 아동부터 노인, 장애인 등 총 158명이 4월 인권교육을 시작으로 각각 8번의 권리워크숍을 통해 320여가지 결핍점을 생생하게 이야기한 후, 75명이 한 자리에 모여 ‘권리원탁회의’를 통해 16가지 주제 중 ‘내 삶에서 가장 결핍된 점’에 대해 세부토의를 진행하고 우선순위 투표를 거쳤다. 이후 네트워크 기관․단체와 당사자가 함께 정책모니터링을 통해 실태와 문제점, 개선방안을 도출한 후 최종적으로 ‘저소득층 중․장년층 1인가구 고독사 예방 및 보호대책 마련’ 등 총 7건의 정책제안서를 작성하였다. 제안된 제안서는 9월 초 천안시 각 해당 부처에 정책을 전달하고 부서별로 의견서를 수렴하였다.

 

정책별 천안시 해당부서 사전 검토의견 수렴은 올해로 4년째 시행하고 있는 과정으로 사전 검토의견을 요청하기 이전보다 시민들의 삶을 더욱 살피며 책임 있게 정책을 수행하는 등 긍정적인 효과를 나타내고 있다. 그러나 부서검토 결과 7건 중 4건이 미반영과 보류 결과를 보이며, 절반이 넘게 시민의 의견이 반영되지 못하였다.

특히 저소득층 특수촬영 의료비 지원의 경우 참여예산복지네트워크에서 3년동안 제안하여 2015년 천안시장 공약사업에 포함되어 조례제정 후 시행하고 있으나, 지원되는 질환의 폭이 좁아 2016년 말 기준 18.%의 예산집행률을 보이며 실질적으로 지원이 필요한 저소득층에게 제대로 이루어지지 않고 있다. 또한 저소득층 중․장년층 1인가구 고독사의 경우 기록적인 고령화와 가파른 1인가구 증가세와 맞물리면서 전국적으로 급증하며 사회문제로 떠올랐다. 현재 고독사 관련 공식적인 정부차원의 통계는 없는 상태이며, 이와 관련있는 무연고 사망자 통계의 경우 전국 222개 지자체 중 천안시가 6위로 지난해 27명이 무연고 사망자가 발생하였다. 이에 지자체별로 중․장년층 1인가구에 대한 전수조사를 실시하고 대책을 마련하는 반면 천안시는 아직 고독사 예방을 위한 조사나 대책을 마련하지 않고 있다.

 

참여예산복지네트워크는 토론회 이후 조례개정 등을 통해 제안한 정책이 실행될 수 있도록 간담회 등을 진행할 예정이며, 사회복지예산의 양적인 확대 뿐 아니라 실질적으로 시민들이 필요로 하는 정책이 될 수 있도록 활동하고자 한다.

반부패운동 5개 시민단체 정책제안 기자회견
<제19대 대선 반부패 12대 정책과제>

- 대통령이 부정부패로 탄핵되어 불가피하게 치러지는 이번 조기 대선은 무너진 국가반부패시스템을 바로 세우는 계기가 되어야 함. 그럼에도 불구하고 현재 주요 대선 후보들은 그처럼 절실한 ‘반부패 과제’를 체계적인 정책으로 제시하지 못하고 있으며, 청렴하고 투명한 사회로 가기위한 구체적인 공약의 필요성도 절감하지 못하고 있음.

- 이에 반부패 관련 5개 시민단체(경제정의실천시민연합, 참여연대, 한국투명성기구, 한국YMCA전국연맹, 흥사단 투명사회운동본부)는 4월 25일 (화) 오전 10시 국회 앞에서 반부패 12대 정책과제 발표 기자회견을 열고, 제 19대 대선에 출마한 각 후보가 반부패 과제를 공약에 포함시켜 이행할 것을 요구할 계획임. 정책제안서는 기자회견 후 주요 후보 선거캠프에 직접 전달할 예정임.

  1. 차기 대통령은 출범과 동시에 부패와의 전쟁 선포 등 강력한 반부패 척결 의지를 천명해야 한다.
  2. 대통령이 주재하는 반부패관계기구협의회를 복원하여야 한다.
  3. 강력한 반부패 척결을 위한 대통령 직속의 독립적인 반부패 전담기구를 설치하여야 한다.
  4. 검찰개혁은 물론 고위공직자비리수사처를 즉각 도입해야 한다.
  5. 지속가능한 반부패 문화 확산을 위한 공공, 기업, 시민사회의 협력적 거버넌스를 복원해야 한다.
  6. 감사원의 회계감사 기능 국회이관 및 합의제감사기구의 도입 및 시민참여 확대 등 감사기능을 강화해야 한다.
  7. 청와대, 국무회의, 정부위원회 등 중요 정부기관의 회의록 작성 및 공개를 의무화해야한다.
  8. 공익신고 대상을 확대하고 공익제보자보호제도를 강화해야 한다.
  9. 청렴교육 인프라 확대 및 학교와 사회의 반부패 교육을 강화하여야 한다.
  10. 공정한 경쟁과 정경유착 근절을 위한 법·제도 정비 및 실효성 있는 기업부패 방지에 나서야 한다.
  11. 전관예우 등 법조계의 잘못된 관행 근절을 위한 징계와 처벌조항을 강화해야 한다.
  12. 이해충돌방지법을 제정하고 청탁금지법의 정착을 위해 노력하여야 한다.

국제 평화단체, 한반도⋅동북아 위기에 대한 외교적 해결 촉구

퍼그워시 회의 등 전세계 110개 평화단체, 무력사용 반대 입장 담은 서한을

미국과 북한 등 주요국가들에 전달

전 세계의 110개 평화단체들과 146인의 평화운동가들은 당면한 동북아와 한반도 위기에 대해 무력 사용을 반대하고 외교적 해결을 촉구하였습니다. 전 세계 평화와 군축을 위해 활동하는 이들은 이번 서한을 통해 지금의 위기가 오판과 우연에 의해 핵전쟁으로까지 비화된다면 전 세계는 핵참화를 피하기 어려울 것이라고 우려하며 △선제적 무력 사용 반대, △도발적인 군사연습 중단, △동북아비핵지대안 검토, △한국전쟁 종전, △6자회담 재개, △유럽연합의 외교적 협상 지원 환영, △외교적 해결 우선 등 7개 요구사항을 제시하였습니다.

 

이들은 이러한 입장을 담은 서한을 지난 9월 7일 남⋅북⋅미⋅중⋅러⋅일 등 6개국 대통령(또는 수상)과 유엔주재 대표, 유엔안보리 회원국, 안토니오 구테레스 유엔 사무총장 그리고 페데리카 모게리니 유럽연합 외교안보 고위대표에게 보냈다고 밝혔습니다. 

 

이번 공동서한에는 퍼그워시 회의(Pugwash Conference), Campaign for Nuclear Disarmament(영국), Coalition for Peace Action(미국), 원수폭금지협의회(일본), 참여연대(한국) 등 전세계 24개국에서 활동하는 평화단체들과 1976년 노벨평화상 수상자인 메어리드 코리건 매과이어(Mairead Corrigan Maguire)를 비롯한 대표적 평화운동가들이 함께 하였습니다.

동북아 상황의 외교적 해결을 호소합니다

 

전 세계에서 평화와 군축을 위해 활동하는 ‘어볼리션(Abolition) 2000’의 회원단체들을 대신하여 미국과 북한에 동북아가 직면하고 있는 전쟁 직전의 상황에서 한 걸음 물러나, 대신 전쟁을 막기 위한 외교적 접근법을 택하라고 촉구합니다. 

 

우리는 군사 갈등이 발발하는 것을 막고 나아가 근본적인 갈등을 해결하기 위해 즉시 협상에 나설 것을 요구합니다. 그러한 협상은 양자 간은 물론 중국, 일본, 북한, 러시아, 한국, 미국을 포함하는 새로운 6자회담 틀을 통해 이뤄져야 합니다. 

 

북한의 핵‧미사일 능력을 두고 고조되는 긴장과 군사 갈등 위협은 외교적 해법이야말로 필수적이며 최우선임을 다시금 일깨워줍니다. 전쟁 위기가 높아지고 오판과 우연, 또는 의도에 의해 핵무기가 사용될 수도 있다는 사실은 매우 끔찍한 일입니다. 

 

1950년에서 1953년까지 이어진 한국전쟁에서 목숨을 잃은 사람들의 수는 남북, 중국, 미국 등 다 합해 총 300만 명을 넘습니다. 만일 전쟁이 다시 발발한다면, 특히 핵무기가 사용된다면 사망자 수는 훨씬 더 많을 것입니다. 한반도에서 발발하는 핵전쟁은 핵 참사로 전 세계를 집어 삼킬 것이며 이는 우리 모두가 알듯이 문명의 종말을 가져올 것입니다. 

 

전쟁보다 외교적 해법을 지지하며, 우리는 다음과 같이 요구합니다.

  1. 우리는 그 어느 측의 선제적 무력 사용에도 반대합니다. 이는 역효과를 낳을 것이며 상황을 핵전쟁으로 이끌 것입니다. 
  2. 우리는 모든 측에 군국주의적 수사와 도발적인 군사 연습을 그만두기를 촉구합니다. 
  3. 우리는 중국, 일본, 북한, 러시아, 한국, 미국이 3+3 방식의 동북아 비핵지대 수립을 위한 단계적이고 포괄적인 접근법을 검토하기를 권합니다. 이는 일본과 한국에서 두 개 이상의 정당의 지지를 받고 있으며 북한 정부도 관심을 가지고 있습니다. 
  4. 우리는 중국, 일본, 북한, 러시아, 한국 그리고 미국이 또한 한국전쟁(1950-1953)을 공식적으로 끝내도록 1953년 정전협정을 전환하기 위한 가능한 옵션과 양식을 고려할 것을 권합니다. 
  5. 우리는 6자회담을 재개하라는 유엔 사무총장의 요구와, 협상을 지원하겠다는 그의 제안을 환영합니다. 
  6. 우리는 이란 핵 프로그램 협상을 성공적으로 이끌었던 것처럼 외교적 협상을 지원하겠다는 유럽연합(EU)의 제안 역시 환영합니다. 
  7. 우리는 유엔 안전보장이사회에 갈등에 대한 외교적 해결을 우선시할 것을 요구합니다.

Appeal for a diplomatic solution in North East Asia

 

The Abolition 2000 members and affiliated networks listed below, representing peace and disarmament organisations from around the world, call on the United States and North Korea to step back from the brink of war in North East Asia, and instead adopt a diplomatic approach to prevent war. 
 
We call for the immediate commencement of negotiations to prevent a military conflict from erupting, and to resolve the underlying conflicts. Such negotiations should take place both bilaterally and through a renewed Six-Party framework involving China, Japan, North Korea, Russia, South Korea and the United States.
 
The escalating tensions and threat of military conflict over North Korea's nuclear and missile capabilities makes a diplomatic solution of vital importance and the highest priority. The increasing risk of war - and possibly even the use of nuclear weapons by miscalculation, accident, or intent - is frightening. 
 
More than three million citizens of Korea, China, USA and other countries lost their lives in the Korean War from 1950-1953. Should a war erupt again, the loss of lives could be considerably worse, especially if nuclear weapons are used. Indeed, a nuclear conflict erupting in Korea could engulf the entire world in a nuclear catastrophe that would end civilization as we know it.
 
In supporting diplomacy rather than war, we:
 

  1. Oppose any pre-emptive use of force by any of the parties, which would be counter-productive and likely lead to nuclear war;
  2. Call on all parties to refrain from militaristic rhetoric and provocative military exercises; 
  3. Encourage China, Japan, North Korea, Russia, South Korea and the United States to consider the phased and comprehensive approach for a North-East Asian Nuclear-Weapon-Free Zone with a 3+3 arrangement*, which already has cross-party support in Japan and South Korea and interest from the North Korean government;
  4. Encourage China, Japan, North Korea, Russia, South Korea and the United States to also consider options and modalities for turning the 1953 Armistice Agreement into a formal end to the 1950-1953 Korean War;
  5. Welcome the call of the UN Secretary-General for a resumption of Six-Party talks and his offer to assist in negotiations;
  6. Welcome also the offer of the European Union to assist in diplomatic negotiations, as they did successfully in the negotiations on Iran’s nuclear program;
  7. Call on the United Nations Security Council to prioritise a diplomatic solution to the conflict

 
* The 3+3 arrangement would include Japan, South Korea and North Korea agreeing not to possess or host nuclear weapons, and would require China, Russia and the USA agreeing not to deploy nuclear weapons in Japan, South Korea or North Korea, nor to attack or threaten to attack them with nuclear weapons.

세상을 밝히자

 

망가진 공영방송 KBS,MBC를 국민의 품으로

매주 금요일마다 국민과 함께하는 불금파뤼~~

이번엔 청계광장에서 함께 만나요.

이번 주 금요일(25일) 저녁 7시, 청계광장에서 여섯 번째 #돌마고 #불금파티 가 열립니다.

그동안 불금파티는 MBC와 KBS 앞에서 열었는데요, 더 많은 시민들과 함께 하기 위해 청계광장에서 불금파티를 엽니다. 제작중단 중인 마봉춘 아나운서 #허일후 님이 사회를 보고, #전인권 님과 #한영애 님이 초대손님으로 옵니다. 그리고, KBS와 MBC의 보도로 가슴이 무너져내렸던 #416가족합창단도 함께 합니다.

 

6번 째 불금파티는 공영방송 언론인들이 시민들과 함께 만나는 자리로 준비하고 있습니다.
그동안 KBS와 MBC에서 어떤 말도 안 되는 일들이 벌어졌는지 확인할 수 있습니다.

 

무엇보다 국민 모두가 성원했던  #마봉춘 과 #고봉순 을 하루라도 빨리 만나려면, 시민들의 응원이 절실합니다.

MBC와 KBS가 국민의 품으로 돌아올 수 있도록  많은 분들이 함께 해 주시기를 부탁합니다.
