대한의사협회의 건강보험 보장성 강화정책에 대한 투쟁선포 유감

건강보험 보장성 강화에 대한 의협의 투쟁선포는 국민요구 외면

집단행동마저 불사하겠다는 것은 직업적 윤리마저 저버리는 것

 

 

대한의사협회는 지난 30일 기자회견을 열고 문재인 케어와의 전쟁을 선포한다고 선언하며, 상복부 초음파 급여화 등 보장성 강화 정책이 국민이 필요한 진료를 가로막는 것이라며 이를 철회할 것을 요구하고, 4월 하순경 의료계가 동참하는 집단행동을 추진하겠다고 밝혔다. 참여연대 사회복지위원회는 국민의 건강권 보장을 위하여 건강보험 보장성 강화가 시급한 상황에서 보장성 강화 정책을 투쟁의 대상으로 규정하고 반발하는 대한의사협회의 행태에 깊은 유감을 표한다.

 

문재인 정부는 건강보험 보장성을 높이기 위해 ‘비급여의 급여화’ 방안인 ‘문재인 케어’ 정책을 제시하였고, 5년 동안 약 31조 원을 투입하여 2015년 기준 63.4%에서 정체되어 있는 보장률을 약 70%까지 올리겠다고 하였다. 우리나라가 전국민건강보험제도를 실시하고 있지만 건강보험 보장률이 낮은 이유는 비급여가 적절하게 관리되지 않기 때문이다. 급속한 고령화로 의료비 지출 합리화가 필요한 상황에서, 비급여를 관리하여 의료비 증가를 막고 보장성을 높이는 정책은 반드시 필요하며 국민들이 원하는 바이기도 하다. 대한의사협회는 이러한 비급여의 급여화 정책이 국민에게 필요한 진료를 가로막는 것이라고 주장하나, 급여화로 의료서비스의 제공이 불가능해지는 것이 아닌 이상 이러한 주장은 납득하기 어렵다.

 

또한 대한의사협회는 건강보험 보장성 강화 정책에 대한 반대를 목적으로 휴업 등 집단행동을 하겠다고 주장하나, 이러한 집단행동은 정당한 사유 없이 의료서비스의 제공을 거부하지 못하도록 한 의료법 규정과 의사의 직업윤리에도 위배되는 행위이다. 이해관계에 매몰되어 국민의 건강권 수호라는 직업적 소명을 저버리는 행태를 강력하게 규탄하며, 의료계 전체의 신뢰성을 저하시키는 대한의사협회의 각성을 촉구한다.

국제 평화단체, 한반도⋅동북아 위기에 대한 외교적 해결 촉구

퍼그워시 회의 등 전세계 110개 평화단체, 무력사용 반대 입장 담은 서한을

전 세계의 110개 평화단체들과 146인의 평화운동가들은 당면한 동북아와 한반도 위기에 대해 무력 사용을 반대하고 외교적 해결을 촉구하였습니다. 전 세계 평화와 군축을 위해 활동하는 이들은 이번 서한을 통해 지금의 위기가 오판과 우연에 의해 핵전쟁으로까지 비화된다면 전 세계는 핵참화를 피하기 어려울 것이라고 우려하며 △선제적 무력 사용 반대, △도발적인 군사연습 중단, △동북아비핵지대안 검토, △한국전쟁 종전, △6자회담 재개, △유럽연합의 외교적 협상 지원 환영, △외교적 해결 우선 등 7개 요구사항을 제시하였습니다.

 

이들은 이러한 입장을 담은 서한을 지난 9월 7일 남⋅북⋅미⋅중⋅러⋅일 등 6개국 대통령(또는 수상)과 유엔주재 대표, 유엔안보리 회원국, 안토니오 구테레스 유엔 사무총장 그리고 페데리카 모게리니 유럽연합 외교안보 고위대표에게 보냈다고 밝혔습니다. 

 

이번 공동서한에는 퍼그워시 회의(Pugwash Conference), Campaign for Nuclear Disarmament(영국), Coalition for Peace Action(미국), 원수폭금지협의회(일본), 참여연대(한국) 등 전세계 24개국에서 활동하는 평화단체들과 1976년 노벨평화상 수상자인 메어리드 코리건 매과이어(Mairead Corrigan Maguire)를 비롯한 대표적 평화운동가들이 함께 하였습니다.

▣ 공동서한 국문

 

동북아 상황의 외교적 해결을 호소합니다

 

전 세계에서 평화와 군축을 위해 활동하는 ‘어볼리션(Abolition) 2000’의 회원단체들을 대신하여 미국과 북한에 동북아가 직면하고 있는 전쟁 직전의 상황에서 한 걸음 물러나, 대신 전쟁을 막기 위한 외교적 접근법을 택하라고 촉구합니다. 

 

우리는 군사 갈등이 발발하는 것을 막고 나아가 근본적인 갈등을 해결하기 위해 즉시 협상에 나설 것을 요구합니다. 그러한 협상은 양자 간은 물론 중국, 일본, 북한, 러시아, 한국, 미국을 포함하는 새로운 6자회담 틀을 통해 이뤄져야 합니다. 

 

북한의 핵‧미사일 능력을 두고 고조되는 긴장과 군사 갈등 위협은 외교적 해법이야말로 필수적이며 최우선임을 다시금 일깨워줍니다. 전쟁 위기가 높아지고 오판과 우연, 또는 의도에 의해 핵무기가 사용될 수도 있다는 사실은 매우 끔찍한 일입니다. 

 

1950년에서 1953년까지 이어진 한국전쟁에서 목숨을 잃은 사람들의 수는 남북, 중국, 미국 등 다 합해 총 300만 명을 넘습니다. 만일 전쟁이 다시 발발한다면, 특히 핵무기가 사용된다면 사망자 수는 훨씬 더 많을 것입니다. 한반도에서 발발하는 핵전쟁은 핵 참사로 전 세계를 집어 삼킬 것이며 이는 우리 모두가 알듯이 문명의 종말을 가져올 것입니다. 

 

전쟁보다 외교적 해법을 지지하며, 우리는 다음과 같이 요구합니다.

  1. 우리는 그 어느 측의 선제적 무력 사용에도 반대합니다. 이는 역효과를 낳을 것이며 상황을 핵전쟁으로 이끌 것입니다. 
  2. 우리는 모든 측에 군국주의적 수사와 도발적인 군사 연습을 그만두기를 촉구합니다. 
  3. 우리는 중국, 일본, 북한, 러시아, 한국, 미국이 3+3 방식의 동북아 비핵지대 수립을 위한 단계적이고 포괄적인 접근법을 검토하기를 권합니다. 이는 일본과 한국에서 두 개 이상의 정당의 지지를 받고 있으며 북한 정부도 관심을 가지고 있습니다. 
  4. 우리는 중국, 일본, 북한, 러시아, 한국 그리고 미국이 또한 한국전쟁(1950-1953)을 공식적으로 끝내도록 1953년 정전협정을 전환하기 위한 가능한 옵션과 양식을 고려할 것을 권합니다. 
  5. 우리는 6자회담을 재개하라는 유엔 사무총장의 요구와, 협상을 지원하겠다는 그의 제안을 환영합니다. 
  6. 우리는 이란 핵 프로그램 협상을 성공적으로 이끌었던 것처럼 외교적 협상을 지원하겠다는 유럽연합(EU)의 제안 역시 환영합니다. 
  7. 우리는 유엔 안전보장이사회에 갈등에 대한 외교적 해결을 우선시할 것을 요구합니다. 

 

* 3+3 틀은 일본, 한국, 북한이 핵무기를 보유하거나 반입하지 않고, 중국과 러시아, 미국이 일본, 한국, 북한에 핵무기를 배치하지도, 이들을 핵무기로 공격하겠다고 위협하지도 않을 것을 요구합니다.

Appeal for a diplomatic solution in North East Asia

 

The Abolition 2000 members and affiliated networks listed below, representing peace and disarmament organisations from around the world, call on the United States and North Korea to step back from the brink of war in North East Asia, and instead adopt a diplomatic approach to prevent war. 
 
We call for the immediate commencement of negotiations to prevent a military conflict from erupting, and to resolve the underlying conflicts. Such negotiations should take place both bilaterally and through a renewed Six-Party framework involving China, Japan, North Korea, Russia, South Korea and the United States.
 
The escalating tensions and threat of military conflict over North Korea's nuclear and missile capabilities makes a diplomatic solution of vital importance and the highest priority. The increasing risk of war - and possibly even the use of nuclear weapons by miscalculation, accident, or intent - is frightening. 
 
More than three million citizens of Korea, China, USA and other countries lost their lives in the Korean War from 1950-1953. Should a war erupt again, the loss of lives could be considerably worse, especially if nuclear weapons are used. Indeed, a nuclear conflict erupting in Korea could engulf the entire world in a nuclear catastrophe that would end civilization as we know it.
 
In supporting diplomacy rather than war, we:
 

  1. Oppose any pre-emptive use of force by any of the parties, which would be counter-productive and likely lead to nuclear war;
  2. Call on all parties to refrain from militaristic rhetoric and provocative military exercises; 
  3. Encourage China, Japan, North Korea, Russia, South Korea and the United States to consider the phased and comprehensive approach for a North-East Asian Nuclear-Weapon-Free Zone with a 3+3 arrangement*, which already has cross-party support in Japan and South Korea and interest from the North Korean government;
  4. Encourage China, Japan, North Korea, Russia, South Korea and the United States to also consider options and modalities for turning the 1953 Armistice Agreement into a formal end to the 1950-1953 Korean War;
  5. Welcome the call of the UN Secretary-General for a resumption of Six-Party talks and his offer to assist in negotiations;
  6. Welcome also the offer of the European Union to assist in diplomatic negotiations, as they did successfully in the negotiations on Iran’s nuclear program;
  7. Call on the United Nations Security Council to prioritise a diplomatic solution to the conflict

 
* The 3+3 arrangement would include Japan, South Korea and North Korea agreeing not to possess or host nuclear weapons, and would require China, Russia and the USA agreeing not to deploy nuclear weapons in Japan, South Korea or North Korea, nor to attack or threaten to attack them with nuclear weapons.

‘아프니까 청춘이다’라는 말이 유행했던 시기가 있었죠. 유행은 지났지만 여전히 취업난에, 경제난에 몸과 마음이 아픈 청년들이 많습니다. 열악한 환경에 있는 청년들이 아프기 전에 미리 사회가 예방할 수 있는 방법은 없을까요?

태어나자마자 가입이 의무라는 국민건강보험공단에서 최근 2017년 각 부문별 건강검진 안내문이 공개되었는데요, 청년 세대의 건강관리는 어떻게 진행하고 있는지 자료를 통해 알아보겠습니다.

먼저 2017년 일반건강검진 안내문에서 대상자 선정 부분입니다. 내용은 다음과 같은데요,

청년세대는 세대주가 아니거나 직장이 없다면 매년 혹은 2년마다 실시하는 기본적인 건강검진에서도 제외가 되고 있었습니다! 장기 불황으로  20세 이상 40세 미만의 인구 중 미취업자 비율이 2017년 2월 현재 33%가 넘어가고 있는데요(통계청, 경제활동인구조사), 10명 중 3명은 세대주가 아니라면 기본적인 건강검진도 받지 못하고 있는 실정입니다.



취업 준비 기간이 장기화되고, 그동안 청년들은 심각한 경제난을 겪게 되어 큰 사회문제가 되고 있는데요, 관련 기사들(하단 링크 참조)에 따르면 경제난을 겪고 있는 청년 중에는 건강보험료를 지속적으로 납부하지 못해 ‘생계형 체납인’이 되는 경우도 있지요. 이들의 경우, 아파도 병원을 찾지 못하는 경우가 많아 질병을 키울 수 있어 우려가 되는 상황입니다.


다음은 국가암검진 인데요, 역시 청년세대(20세-39세)는 자궁경부암 검진을 제외하고는 암 검진을 받을 수 없는 상황입니다. 건강검진 안내문에는 ‘암은 생존율이 높은 초기에 확진을 위해서 주기적인 검진이 필요하다’고까지 친절하게 적혀있지만 20세-39세는 국가암검진 대상자가 아니라니 아이러니합니다.



이에 관련 내용을 건강보험공단의 관련 부서로 문의했는데요, 관련 부서는 청년세대가 암 검진을 받지 못하는 이유로 크게 두 가지 이유를 들었습니다. 첫째는 건강검진제도가 만들어질 때 성인병을 진단하는 데에 주 목적이 있었기 때문에 그 영향이 지금까지 이어지고 있다는 것이었고, 둘째는 건강검진 항목은 국가건강검진원칙에 따라 설정되는데 이 원칙을 따르다보니 청년세대는 암 검진에서 제외된다는 것이었습니다. 한정된 재원으로 국가건강검진 항목을 구성해야 하다 보니 검진으로 인한 이득이 손해 보다 커야 하는데, 청년층은 상대적으로 암 발병률이 장년층보다 낮아 이득이 손해 보다 크다고 말하기 어렵다는 주장이었습니다.


국가건강검진원칙 1.중요한 건강 문제 일것 2.조기에 발견하여 치료가 가능한 질병일 것 2-1.질병을 조기에 진단할 수 있는 정확한 선별검사방법 및 검사주기가 존재 할 것 2-2.조기발견에 따른 근거 있는 치료 및 관리방법이 있고 가능 할 것 3.검진방법이 수용성이 있을 것 3-1.국민이 쉽게 받아들일 수 있는 방법일 것 3-2.인프라가 구축되어 있을 것 (검진기관 수,시설,장비,인력 등) 4.검진으로 인한 이득이 손해보다 클 것 5.비용대비 효과가 있을 것


하지만 이로 인한 문제는 의외로 단순하지 않습니다. 왜냐하면 국민건강보험공단은 암 환자 의료비 지원 사업도 진행하고 있습니다만 의료비를 지원 대상이 되려면 일정 조건을 충족해야 하기 때문입니다. 그중 필수 조건은 ‘국가암검진 사업을 통해 확인된 암환자일 것’입니다. 해당 사업은 건강보험 가입자의 경우 최대 200만 원씩 3년을 지원받는 큰 사업입니다. 2014년도 기준으로 암 발생자수 중 20세-39세가 16,743명(보건복지부, 암등록통계)임에도 불구하고, 이들은 애초에 국가암검진 사업 대상자가 아니기 때문에(자궁경부암 환자 제외) 암에 걸려도 국민건강보험공단에서 암환자 의료비 지원금을 받을 수가 없는 실정입니다. (39세라면 40세에 검진을 받아야 하는 걸까요? ㅠ.ㅠ 만에 하나 암 환자라면 암세포가 계속 자라겠죠..ㅠ.ㅠ)


건강보험공단 담당 부서의 설명대로 재원이 한정적이라 상대적으로 발병률이 낮은 20세-39세의 국가암검진은 검진 주기를 길게 잡거나 미실시한다 치더라도, 암 환자의 의료비 지원 사업에서 나이를 이유로 지원 대상에 차별을 두는 것은 도저히 이해할 수가 없습니다. 오히려 사보험이나 재산이 적은 청년세대에게 이런 제도는 꼭 필요한 것 아닐까요?


다만 그나마 다행인 것은 보건복지부의 제 2차 (16년~20년) 국가건강검진 종합계획에 따르면 2017년도의 과제 중 하나로 20~30대 건강검진 프로그램 개발 및 타당도 연구를 진행하겠다고 한 점입니다[각주:1]. 현재 암 검진은 물론, 우울증 검진 등 여러 분야에서 청년세대의 건강검진은 제외되고 있는데요[각주:2], 정보공개센터는 대한민국 청년들의 건강권과 알권리를 위해서라도 해당 연구와 사업의 진행 상황도 모니터링하겠습니다.

건강검진기본법의 기본이념은 모든 국민이 건강위험요인과 질병을 조기에 발견하여 치료를 받음으로써 인간다운 생활을 보장받고, 건강한 삶을 영위하는 것입니다. ‘아프니까 청춘’이 아니라 ‘아프니까 건강검진, 아프니까 의료비 지원!’이 되도록 건강보험공단은 조속히 대책을 내놓아야 합니다.

그동안 불금파티는 MBC와 KBS 앞에서 열었는데요, 더 많은 시민들과 함께 하기 위해 청계광장에서 불금파티를 엽니다. 제작중단 중인 마봉춘 아나운서 #허일후 님이 사회를 보고, #전인권 님과 #한영애 님이 초대손님으로 옵니다. 그리고, KBS와 MBC의 보도로 가슴이 무너져내렸던 #416가족합창단도 함께 합니다.

 

6번 째 불금파티는 공영방송 언론인들이 시민들과 함께 만나는 자리로 준비하고 있습니다.

기획재정부는 2015년 「2060년 장기재정전망」과 2017년 3월 7일 「8대 사회보험 중기재정추계」를 발표하면서 앞으로 국가 채무비율이 비약적으로 상승하고, 현재와 같은 형태의 건강보험과 국민연금 제도는 지속가능하기 어렵다고 지적하고 있습니다. 이러한 전망을 근거로 기획재정부는 사회보험제도의 축소 및 신규 재정지출을 억제하는 Pay-go 제도의 도입 등을 주장하고 있습니다.

그러나 현재 한국의 GDP대비 사회복지분야 지출은 10.4%로 OECD 국가 중 최하위이며, OECD 평균(21.6%)의 절반 수준에 불과합니다. 저복지 고위험으로 세계 최저의 출산율과 급속한 고령화 현상이 나타나고 있는 한국 사회의 지속가능성을 위해서 복지의 확대는 반드시 필요하지만 정부의 장기재정전망은 이를 부정하고 있습니다. 이에 정부 장기재정전망의 문제점을 지적하고, 지속가능성을 위한 정부 재정운용방향의 대안을 제시하는 토론회를 개최하고자 하니 많은 관심 부탁드립니다.

서론

 

우리나라뿐만 아니라 세계 곳곳이 최저임금으로 시끄럽다. 최근 몇 년만 보더라도 한국에 소식이 전해질만큼 화제가 된 일들이 많았다. 미국에서는 2013년에 오바마 대통령이 최저임금을 시간당 10.10달러로 인상하겠다는 계획을 밝혔지만 의회에서 그 계획이 저지되었다. 이에 오바마 대통령은 연방정부가 계약과 관련된 일자리에 시간당 임금이 최소한 10.10달러가 되도록 행정명령을 발표하였고 주별로 최저임금을 인상하도록 독려하면서 대응하였다. 유럽에서는 2014년에 한 가지 일이 벌어졌는데, 그동안 최저임금제도 도입에 반대하던 독일이 최저임금을 도입하도록 한 것이다. 산별교섭의 전통이 강하고 교섭결과의 영향력이 매우 컸기 때문에 최저임금제도의 도입 필요성을 느끼지 못했으나 파견노동자와 같은 비정규직이 급격히 증가하고 산별교섭의 영향력이 약화되면서 입장을 바꾼 것이다. 우리와 가까이 있는 중국과 일본도 경제 성장과 경제 활력을 위해 중앙정부에서 임금 인상 및 최저임금인상을 독려한다는 뉴스가 수시로 보도되었다. 중국은 최저임금을 매년 10% 이상 인상하였고, 일본도 당분간 최저임금을 3% 인상하기로 결정하였다.

 

 

 

 

최저임금제 도입

 

독일의 사례에서 볼 수 있듯이 최근 최저임금제도와 관련된 가장 큰 흐름으로 법정최저임금제도의 도입 자체일 것이다. OECD 국가만 보더라도 1990년대 이전에는 17개 국가만 최저임금제도를 갖고 있었지만 1990년대 이후로 10개 국가가 법정 최저임금제도를 도입하였다. 현재 OECD 국가 중 8개 국가는 법정 최저임금제도를 도입하지 않았다.

 

 

최근의 법정 최저임금제도의 도입은 유럽지역에서 더욱 두르러진다. 1990년 이전까지만 해도 법정 최저임금제도를 갖고 있는 유럽 국가는 벨기에, 프랑스, 그리스, 룩셈부르크, 네덜란드, 포르투갈, 스페인 9개 국가에 불과하였지만 1990년대 이후에 10개 국가가 추가로 법정최저임금제를 도입한 것이다. 유럽지역에 이렇게 법정최저임금제도의 도입이 활발했던 이유는 앞에서 간단히 언급한 독일의 법정최저임금의 도입 사례에서 잘 드러난다.

 

 

독일은 과거에 단체협상에 의해서 업종별 임금의 하한선을 결정하고 이는 대부분의 임금근로자에게 적용되었다. 이처럼 임금 하한선 제도가 잘 작동하였기 때문에 최저임금제 도입의 요구가 커지진 않았다. 그런데 단체협상에 의해 보호되는 근로자의 비중이 1980년대 80%에서 2000년에는 66%로, 2010년에는 57%로 급격히 줄어들었다. 이와 함께 최근 근로빈곤이 급격히 늘어나게 되었다. 2015년 최저임금인 8.5유로 미만을 받는 근로자가 11.3%에 이르고, 특히 소규모 사업체와 몇몇 업종에서는 8.5유로 미만을 받는 근로자가 20%를 넘을 것으로 추정된다. 이러한 상황에서 기존의 저임금근로자의 임금 최저선을 정하는 방식에 회의를 품을 수밖에 없었고, 이것이 2014년에 법정 최저임금을 도입하게 된 배경이 되었다.

 

 

유럽지역에서 여전히 법정 최저임금제도를 도입하고 있지 않는 나라가 많은데 이는 이들 국가에서 독일과 같은 문제가 아직 심각한 수준이 아니기 때문인 것으로 추측해 볼 수 있을 것이다. 그러나 이러한 상황이 앞으로도 계속될지는 불투명하다. 최근 이탈리아에서 법정 최저임금제도 도입을 위한 시도가 있었던 것으로 알려졌다. 단체협상의 적용 범위 축소와 근로빈곤 확대를 심각하게 판단한다면 이탈리아는 언제라도 법정 최저임금제도를 도입하는 다음 OECD 국가가 될 것이다.

 

 

 

 

최저임금 인상

 

최저임금제도와 관련된 국제 뉴스 중 가장 많은 관심을 받는 주제는 최저임금 인상률이다. 최저임금에 대한 논쟁이 가장 확실한 미국의 사례가 가장 많이 소개되고 있는데, 19개 주가 인상된 최저임금으로 2017년 새해를 시작했으며, 다른 두 개 주에서는 7월 1일부로 최저임금이 인상됐다. 지역단위에서 최저임금을 정하는 사례도 늘어나고 있는데, 뉴욕시와 시애틀시가 그 대표적인 예이다. 뉴욕시에 있는 근로자 수 11인 이상 사업주는 모든 근로자에게 2018년 12월 31일부로 시간당 15달러 이상을 지급해야 한다. 시애틀시의 경우도 비슷한데, 의료보험을 들어주지 않는 근로자 수 501인 이상 사업주는 2017년 1월 1일부터 시간당 15달러 이상을 근로자에게 지급해야 한다. 규모나 의료보험 혜택 여부에 따라 적용 시기는 조금 늦춰지게 된다. 뉴욕시와 시애틀시에 이어 워싱턴DC와 캘리포니아도 최저임금을 2020년과 2022년에 15달러로 인상하기로 결정하였다. 미국은 대부분 대부분의 주나 지역에서도 최저임금을 법 개정이나 주민투표에 의해서 결정하기 때문에 주나 지역의 최저임금 조정도 연방만큼이나 쉽지 않을 것이다. 그런데도 1968년 최고치를 기록한 이후 매년 최저치를 갱신하고 있는 실질연방최저임금을 극복하기 위해서 주와 지방정부는 발 빠르게 움직이고 있다.

 

 

 

중앙차원의 최저임금이 전혀 조정되지 않고 있는 미국과 달리 중국은 중앙에서 지방의 최저임금 인상을 지속적으로 독려해 오고 있다. 중국에는 국가단위의 최저임금은 없지만 지역단위의 최저임금 결정에 중앙정부가 개입할 수 있어서 이를 적극 활용하고 있는 것이다. 지역별로 다소 차이는 있지만 지난 10여 년간 10% 이상의 인상률을 지속적으로 기록하였다. 최근에는 일본도 중국만큼이나 중앙정부에서 임금 인상에 관심을 보이면서 지방정부의 최저임금 인상을 권고하고 있다. 중앙정부는 2023년 전국 평균 최저임금을 1만 엔 이상으로 높이기 위해서 매년 최저임금을 전국 평균 3% 인상하겠다는 계획을 발표하였다.

 

 

유럽에서도 전반적으로 명목경제성장률이나 명목임금상승률에 비해 최저임금이 높게 인상되고 있다. 그리스는 2012년 구제금융을 받으면서 마이너스 인상률을 기록한 이후 그 수준을 계속 유지하고 있지만 경제가 회복되고 있는 스페인은 8%를 인상시켰다. 대체로 최저임금 수준이 매우 높은 국가의 인상률은 높지 않지만 수준이 낮은 동유럽국가들의 인상률은 매우 높다. 루마니아는 38%의 인상률을 기록하였다.

 

 

 

주요 선진국들의 최근 15년간 최저임금 인상률은 최저임금 수준과 매우 높은 역상관관계를 보인다. EU국가들에서도 관찰된 바와 같이 임금수준이 높은 국가의 인상률은 낮고 임금수준이 낮은 국가의 인상률은 높다. 아래 그림에서 한국은 최저임금 수준에 비해 지난 15년간 조금 높은 인상률을 기록한 것을 확인할 수 있다. 주의할 것은 여기서 관찰된 최저임금 수준과 인상률의 역상관관계는 선진국들 사이에서 벌어진 일이라는 것이다. 모든 저개발국가들이 선진국들의 경제수준을 따라잡을 것이라 기대하기 어렵듯이 모든 개발도상국의 최저임금 수준이 선진국을 따라잡을 것이라 예상되지는 않는다.

 

결론 

 

ILO에 따르면 일부 선진국을 제외한 대부분의 국가(약90%)가 법정 최저임금제도를 도입하였다. 한국도 그 중 하나이다. 왜 이렇게 많은 국가들이 법정 최저임금제도를 도입하게 되었는지를 생각해 볼 필요가 있다. 많은 이유가 있겠지만 그 중에서 저임금 근로자가 증가하는데 이에 대응할 노동시장제도가 없거나 예전처럼 기능하지 못한 것이 가장 중요한 이유로 발표되고 있다. 독일도 이러한 이유로 법정 최저임금제도를 도입한 것이다. 그렇다면 법정최저임금제도는 저임금 근로의 축소, 나아가 소득불균등 축소에 기여하는 것일까?

 

 

최근에 많은 국가들이 최저임금 인상에 열을 올리고 있다. 그 이유는 어떤 정부도 저임금에서 발생하는 근로빈곤이 소득불균등으로 연결되는 고리를 끊을 수 있는 마땅한 정책적 수단을 갖고 있지 않기 때문이다. 실제로 최저임금 인상은 소득불균등 해소에 상당히 효과가 있다는 연구결과가 지속적으로 보고되고 있다. 최근에는 Engbom and Moser(2017)가 최저임금의 인상이 브라질의 소득 불균등 완화에 결정적인 역할을 하였다고 발표한 바 있다.

 

 

마지막으로 현재의 소득 불균등은 저소득층의 노력으로 극복되기 힘들며 최저임금제도와 같은 제도적 개입이 반드시 필요하다는 것을 언급하고 싶다. 그 이유는 제도적 개입 없이 자연스럽게 소득격차가 줄어들기 위해서는 소득이 낮은 측이 소위 노동생산성을 높이고 이에 대한 정당한 보상을 받아야 하는데, 이들은 대부분 주변부에 속하고 주변부가 생산성을 높인다는 것은 거의 불가능할뿐더러 생산성을 높이더라도 그에 대한 정당한 보상을 받기는 어렵기 때문이다. 예를 들어, 유망기업에서 떨어져 나온 주변부 기업이 하는 모기업의 지원이라는 역할에서 생산성 향상의 여지는 거의 없다. 하청업체에서 생산성을 높인다 하더라도 그에 대한 정당한 보상이 그 하청업체에 주어지리라는 보장이 없다. 한 기업 내에서 비정규직 근로자가 생산성 향상의 여지가 있는 업무를 배정받는 일은 흔치 않을 것이며 생산성을 향상하더라도 이에 대한 정당한 보상이 있을 가능성은 거의 없다. 다시 말해서, 소득불균등 해소와 같은 거창한 사회적 목표가 아닌 저소득층 근로자의 근로빈곤의 완화라는 소박한 목표를 이루기 위해서라도 최저임금제도는 반드시 필요하고 잘 작동하여야 한다.
