울산은 처음 가보게 되었습니다. 그저 울산하면 공업도시, 고래, 간절곳 등의 이미지만 있었습니다. 하지만 울산은 세계 최대의 원전 밀집지역이며, 약 116만 명의 사람들이 살고 있는 곳입니다. 무서운 사실은 지진의 위험이 높은 활성단층 위에 울산이 있다는 것입니다.

신고리 5호기와 6호기는 울산광역시 울주군에 추가로 건설되는 핵발전소입니다. 최대 밀집지역인 곳에 5호기와 6호기, 두 기를 추가로 건설하겠다는 것입니다. 오히려 천정에너지라 포장되는 핵발전소는 지금도 처리방법이 없는 고준위 핵페기물을 생산하고 있으며, 그 핵폐기물들은 그저 땅 속에 묻어두고만 있습니다. 이처럼 당연히 백지화해야 하는 핵발전소 추가를 막기 위해 9월 9일 토요일 오후 2시에 전국에서 사람들이 울산으로 모였습니다.

이번 <신고리 5, 6호기 전면 백지화 전국행동>은 작년 9월 12일에 일어났던 경주지진 1년을 맞아 기획됐습니다. 관측사상 최대 규모였던 5.8의 강진이 경주를 덮쳤을 때 사람들은 불안해했습니다. 지진 그 자체 뿐만 아니라 경주를 둘러싸고 있는 지역에 있는 핵발전소와 방페장 때문이기도 하였습니다.

이번 백지화 전국행동은 1부 퍼레이드, 2부 집회, 3부 탈핵콘서트로 진행되었습니다. 1부 퍼레이드를 위해 전국 각지에서 모인 탈핵을 바라는 사람들은 평화의 새, 탈핵허수아비, 황새, 도롱뇽, 저어새 등 20가지의 다양한 가면과 의상을 입고 퍼레이드를 진행하였습니다. 집회장소인 울산 롯데백화점 앞까지 가는 길에 퍼레이드를 벌이면서 핵발전소 세계 최대 밀집지역인 울산에 추가건설하려는 신고리 5, 6호기에 대한 반대 목소리를 타악기 리듬에 실어 날렸습니다.

퍼레이드를 진행하며 저희와 마주한 시민 분들은 손을 흔들어 주시거나 사진을 찍으시며 호응해주셨습니다. 2부 집회에서는 울산지역 시민 분들의 발언과 각 시민단체들의 발언 등이 있었습니다. 3부 공연에서 더 많은 울산 시민 분들이 호응해주셨습니다. 저희는 차 시간이 있어 끝까지 자리를 함께하지 못해 무척 아쉬웠습니다. 돌아가야 할 시간이 되었을 때 시원하고 상쾌한 바람이 불었습니다. 그 바람을 우리 후세들도 핵발전소에 대한 공포 없이 느낄 수 있었으면 합니다.

핵발전소는 현재 우리나라의 전체 전력량의 30%만을 담당하고 있습니다. 햇빛 등을 이용한 대체에너지 도입을 고려할만한 충분한 양입니다. 그리고 저희는 전기가 부족하지 않습니다. 매몰비용을 두려워할 필요도 없습니다. 4대강에서, 밀양에서, 강정에서, 소성리에서 정부는 이미 시작했기 때문에 되돌릴 수 없다고 합니다. 장기적인 관점에서 잘못된 행정집행이라는 것을 알았을 때, 그 시점에서 되돌려야 더 큰 비용을 아낄 수 있습니다.

정말로 백년대계를 생각한다면 핵발전소를 멈추어야 합니다.

그런 용기를 내어야 합니다. 진실을 마주하여야 합니다.

오늘 오후 2시 국회의원회관 제9간담회실에서는 탈핵에너지전환국회의원모임과 에너지시민회의가 공동 주최한 '새로운 대한민국, 지속가능하고 안전한 에너지정책을 위한 토론회-에너지기후 관련 정부 부처 개편 방안을 중심으로'가 열렸다. 여기에는 탈핵에너지전환국회의원모임의 우원식 국회의원을 비롯해 에너지시민회의에 소속된 여러 연구소와 환경단체 활동가 및 다양한 시민들이 모여 활발한 토론이 진행됐다. 우원식 의원은 인사말을 통해 '우리 사회에서 에너지와 환경 관련 정책이 조화를 이루기 어렵다. 인수위가 없는 이번 대선에 앞서 지속가능한 에너지정책을 위해 이러한 고민이 필요한 상황' 이라고 밝히며 토론회를 열었다. 이어 '노태우에서 박근혜까지 인수위 보고서에 담긴 에너지 정책과 시사점'을 주제로 발제한 이강준 에너지기후정책연구소 연구기획위원은 에너지기후분야 정책을 중심으로 지난 정부의 인수 과정을 정리했다. 이 연구위원은 '공적 인수위가 없더라도 비공식적으로 정권 인수가 이루어져야만 하는 상황에서 역대 경험을 통해 이번 인수 과정에서 고려해야 할 사항은 무엇인지 고민해야 한다'고 말했다. 이 연구위원에 의하면 역대 정권에서는 하나의 이슈에 대해 당선인이 적극적인 의지를 가지면 별도의 기구가 신설되기도 했으며 정권교체 여부나 인수위원 인선방식 등 다양한 지점에서 차이를 보였다. 이에 대통령직 인수과정의 원칙을 재정립할 필요가 있으며 법률의 취지를 실현할 수 있는 창의적인 대통력직 인수 프로세스를 설계할 필요가 있는데 '시민참여 대통령직 인수위원회' 출범 등을 제언했다. '차기 정부의 에너지 관련 부처 개편의 쟁점과 제언'을 주제로 발제한 안병옥 기후변화행동연구소 소장은 기후, 대기, 에너지 정책의 높은 연계성을 근거로 한 조직 개편을 주장했다. 안 소장은 '기존의 에너지 정책은 산업정책에 종속된 지위였으며, 이러한 산업부 주도의 에너지 전환이 가능한지 질문해야할 때'라고 말했다. 안 소장에 따르면 '기후악당국가'의 오명을 벗고 탈핵 탈석탄으로의 에너지전환을 추진하려면 정부조직 개편이 불가피하며 기후,대기,에너지 정책을 따로 놓지 않고 효과적으로 펼치기 위해서 '환경에너지부로의 확대 개편'이나 '기후에너지부 신설'이 핵심 대안이 될 수 있다. '탈핵의 관점에서 바라본 정부 부처 개편 방안'을 주제로 발제한 양이원영 환경운동연합 에너지국 처장은 기존의 원자력 진흥을 기조로 한 미래부와 산업부의 개편이 불가피하다고 주장했다. 양이 처장은 '원자력 진흥관련 위원회를 폐지하고 탈핵사회를 위해 개발보다는 안전 중심으로 개편되어야 한다. 또한 개편은 관련 위원회와 국책연구기관을 포함'해야한다고 말했다. 이어진 토론은 박용신 환경정의포럼 운영위원장을 좌장으로 석광훈 녹색연합 전문위원, 유정민 서울에너지공사 수석연구원, 임성진 한국자치행정학회장이 참여했다. 석광훈 위원은 '미세먼지때문에라도 에너지와 환경부문 통합 관리가 필요한 시점'이라며 부처 개편 시 통합이나 부처 신설에 대해서는 더 많은 논의가 필요하나 산업부 산하의 에너지 공기업 등의 개선과 한전의 송배전 부문과 발전 부문의 분리, 전기요금 개편, 가스공사의 역할 재정립 등을 주장했다. 유정민 수석연구원은 기존의 국가와 공급 중심의 에너지 정책에서 시장, 조직, 지역 거버넌스 등을 종합적으로 바라보는 정책으로 변화해야 한다고 주장했다. 에너지분권 차원에서 판매 부문의 개방과 지자체의 관련 결정권 강화 등을 예로 들었다. 임성진 학회장은 '오늘날과 같은 시점에서 에너지부문을 환경부에서 다루는 것에 이견이 있는 사람은 거의 없다. 보다 근본적이고 과감한 패러다임 변화가 필요한데 기후에너지부 신설이 혁신성이 높게 나타날 수 있다'고 말했다. 임 학회장은 독일의 경우 신재생에너지가 성장할 때까지 환경부가 가지고 있다가 경제성을 가지면서 경제부로 이관하였는데 이러한 단계별 정책에 대해서도 고려해 볼 필요가 있다고 덧붙였다. 토론회 참석자들은 에너지와 환경을 별개의 사안으로 두었던 기존의 정부 기조와 그에 따른 부처별 업무 배분이 변화해야 함에 공감하고, 구체적인 부처 개편안에 대해서 지속적으로 논의해야 한다고 말했다.

히로시마 원폭 70주년, 청년들이 진행하는 탈핵행사 열렸다

ⓒ이연규[/caption] 청년초록네트워크 등 다양한 시민사회단체가 모여 6일 오후 서울 종로구 광화문광장에서 '원폭 70주년, 탈핵 사회를 위한 <푸른하늘을 향한 행진>' 문화제를 진행했다. 이날 이들은 히로시마 원폭 투하 70주년을 맞아, 한국과 일본, 대만의 청년들과 함께 원폭 피해자를 기리며 핵산업에 반대한다고 선언했다. 행사를 진행한 청년들은 선언문을 통해 '70년 전 오늘은 단 한 발의 폭탄이 14만 명의 사람들과 그들이 살던 공간을 지구상에서 지워버린 날'이라며 피해자 문제를 해결하고 핵산업을 중단할 것을 요구했다. ⓒ이연규[/caption] 행사에 참여한 밀양송전탑 인근 주민은 '핵발전소로 인해 우리는 또다른 고통을 볼 수 밖에 없게 됐지만 송전탑이 들어선 후 절망했지만 그 아래서 다시 탈핵을 염원하는 웃음소리, 노랫소리가 들리며 희망을 찾아가고 있다'고 발언했다. 핵없는사회를위한공동행동 집행위원장 환경운동연합 양이원영 처장은 '스리마일, 체르노빌, 후쿠시마 핵사고를 통해 우리는 핵산업의 참상을 알아가고 있다'며 '시민들의 감시와 압력이 중요하고 이때 청년들의 역할이 매우 중요하다'고 발언했다. 문화제 후 이들은 탈핵을 상징하는 종이학 모자를 머리에 쓰고 핵발전에 반대하는 피켓을 들고 거리행진에 나섰다.

민의를 저버린 모든 정책은 그 효력을 인정받을 수 없다. 특히 주민의 생존권과 직결된 핵발전소의 신규건설, 수명연장 등은 더더욱 민의에 근거하여 정책을 결정해야한다. 그런 면에서 경주 월성1호기의 수명연장 결정 및 재가동은 티끌만큼의 정당성도 확보하지 못한 채 ‘불통의 상징’ ‘위험사회의 상징’으로 앙상한 몰골만 내보이고 있다.

경주시민의 ‘월성1호기 폐쇄 주민투표 요구 만인소 운동’이 월성1호기 재가동의 부당성을 장엄하게 웅변하고 있다. 정부는 2월27일 수명연장을 결정하고 6월10일 재가동 조치를 내렸으나 경주 시민은 이를 전혀 인정하지 않았다. 오히려 5월 13일 경주시청 앞에 천막농성장이 꾸려지고 주민투표를 요구하는 만인소 운동으로 번져나갔다. 7월 13일, 꼬박 두 달 만에 경주시민 10,181명이 만인소 운동에 동참하여 목표를 달성하는 기염을 토했다.

정부 정책의 수용성이 비교적 높은 경주지역에서 이미 결정된 사안에 대해 주민투표를 요구하는 만인소 서명이 들불처럼 번진데 대해 정부는 경각심을 갖고 무겁게 받아 안아야 한다. 정부는 지금이라도 주민투표를 통하여 민의를 수렴해야 한다. 만일 주민투표가 어렵다면 경주 월성1호기를 즉각 폐쇄하여 노후핵발전소가 드리운 불안을 해소해야만 한다. 경주 월성1호기 폐쇄의 필요성은 만인소 기원문으로 대신한다.

오늘 기자회견에 매우 소중한 분들이 대거 참여하고 있다. 경주시민을 대표하여 ‘월성원전 인접지역 이주대책위’ 주민들이 상경했다. 이주대책위 주민들의 결단과 행동으로 오늘 기자회견이 마련됐다. 주민들에게 오늘 이 자리는 그만큼 절박했다.

월성원전 인근 주민들은 2014년 8월 25일을 시작으로 벌써 1년 넘게 연로한 몸을 이끌고 월성원전 앞에서 천막농성을 이어오고 있다. 아침마다 당신들의 이름이 새겨진 ‘관’을 끌고 행진하면서 절규하고 있다. 이제 우리 사회는 이분들의 고통을 더 이상 외면하지 말고 진지하게 경청하고 이주대책을 마련해야 한다.

최근 동국대산학협력단, 조선대산학협력단, 한국원자력의학원이 공동 연구한 <월성원자력본부 주변주민 삼중수소 영향평가> 결과에 따르면 월성원전이 소재한 경주시 양남면 나아리 주민들의 소변에서 삼중수소가 100% 검출됐다.

현재 월성원전 인근 주민들은 방사능 오염 지역에 강제수용 되어 있다. 월성원전 주변은 일체의 투자, 부동산 거래가 끊어진지 오래고 주민들은 자력으로 오염지역을 벗어날 수 없다. 이것이 강제수용이 아니고 무엇인가? 주민들은 하루빨리 핵발전소의 위험과 방사능 오염이 없는 곳에서 살고 싶어 한다. 지난 일 년 간 천막농성을 하며 정부와 국회와 한수원에 대책을 요구하고 있다.

이제 정부와 정치권이 나서서 답해야 한다. 법과 제도가 없다면, 나라의 주인인 주민의 권익을 지키는 방향에서 시급히 만들고 정비해야 한다. 아울러 민관 합동으로 월성원전 인근 주민에 대한 전면적인 건강 역학조사 실시를 촉구하는 바이다.

동서고금의 역사를 통하여 하늘의 이치를 따르는 순천(順天)의 길을 택한 군왕은 흥했고 하늘의 이치를 거스르는 역천(逆天)의 길로 간 자는 패하였습니다. 하늘의 이치는 국민의 뜻이요 시민의 생각이라 월성원전 1호기 폐쇄 주민투표요구 경주시민 만인소는 만인이 갈망하는 순천의 소리인지라 이를 대한민국 만백성의 생명과 안전을 책임지고 계시는 박근혜 대통령께 올리오니 살펴보시고 이 간절한 소망이 이루어지도록 도와주시 옵소서

월성 1호기는 1982년부터 상업운전을 시작하였고 2012년 설계수명 30년이 만료되었습니다. 한수원은 수명이 다하기도 전에 원자로에 해당하는 압력관에 문제가 발생했다면서 수천억을 들여서 압력관을 교체하였습니다. 캐나다가 개발한 이 캔두형 중수로 원전은 이러한 위험성과 비경제성으로 인하여 더 이상 건설되지 않는 원전입니다. 게다가 수명을 연장하여 재가동 하려면 최신기술 기준을 만족하도록 설비개선이 되어야 하지만 월성1호기는 전혀 그렇게 하지 않았습니다.

더욱이 월성 1호기는 국제원자력기구(IAEA) 기술기준도 충족하지 못하는 것으로 드러났으며 체르노빌 원전사고 등 세계 곳곳에서 원전사고가 발생하자 생산국인 캐나다가 24년전 기술기준을 강화한 일명 R-7기준을 마련하고 적용하도록 했는데 설비개선이 되지 않아 평가시 반영하지 않았습니다. 수명연장을 결정한 원자력안전위원회는 “원자력 안전법”도 위반하였습니다. 개정된 최근 원자력안전법 103조에 의하면 방사선환경영향평가서는 주민의견 수렴 절차를 거쳐서 작성되어야 합니다. 월성 1호기도 적용되어야 하는데 하지 않았습니다.

특히 월성 1호기 생산국인 캐나다도 동일 기종이며 가동과 설계수명이 동일한테 수명연장을 위한 설비개선비용이 캐나다는 약 4조원이나 평가되어 경제성이 없다고 포기하였는데 월성 1호기는 5천 6백억원의 적은 비용으로 압력관 등 일부설비만 교체하여 재가동 승인을 받았습니다. 더욱이 대통령계서는 대선공약에서 노후원전은 철저한 스트레스테스를 통해 안전성 확인 후 재가동 여부를 결정하기로 하셨는데 그 테스트에서 발견된 문제점이 아직 보완되지 않았습니다.

월성1호기를 폐쇄해도 걱정이 없는 것은 전체 전력생산 설비에서 차지하는 비중이 0.7%에 불과하고 평소 15%의 예비전력을 가지고 있기 때문입니다. 더구나 5년 후에는 예비전력이 30%까지 늘어난다고 합니다. 국회예산정책처 자료에 따르면 월성 1호기를 수명연장하면 최대 2천 269억원의 손실이 발생하는 것으로 드러났습니다. 이는 국민을 위하는 것이 아니라 핵발전소를 폐쇄하기 싫은 핵산업계의 잘못된 판단이 아닌가 생각됩니다.

경주는 어떤 곳입니까!

세계에서 그 유래를 찾기 어려운 천년고도이며 통일왕국을 이룩하여 찬란한 예술문화를 꽃피워 온 인류가 아끼는 세계문화유산이 가득한 국제역사문화교육관광의 도시입니다. 그리하여 매년 천만이 넘는 국내외 관광객이 철따라 찾아오는 관광도시는 숨 쉬는 공기와 먹는 물이 깨끗하여야 하고 안전하며 불안감이 없는 쾌적한 도시가 되어 생활하는 이나 찾는 이로 하여금 건강한 삶이 보장되어야 합니다.

지혜롭지 못한 판단으로 많은 전문기관과 양심적인 학자들이 지적하는데도 불구하고 정비가 잘못된 노후원전을 가동하다 사고를 내게 되면 식물과 동물ㆍ생명 가진 모두를 죽음으로 내몰고 천지간 땅과 물ㆍ공기마저 방사능으로 오염되어 장기간 다가갈 수 없는 곳이 되고 맙니다. 이는 경주만의 불행이 아니라 천년고도를 잃는 나라와 온 인류의 불행이 될 것입니다.

지도자의 현명한 판단은 소수보다는 다수가 이로워야 하고 이 시대 살고 있는 다수가 이롭다 하더라도 후손들에게도 욕됨이 없어야 합니다.

말하는 이는 많아도 행하는 이는 없는 시대에 알고, 행하지 못함을 부끄러움이라 생각하고 용기와 지혜를 가진 양심 있는 시민들이 온갖 정성을 다하여 장터와 일터에서, 상가 거리를 찾아다니며 전통 한지에 붓으로 이름을 적고 양심의 표상으로 지문을 날인하여 뜻을 찬성하는 경주시민 만인소(萬人疏)를 완성하여 대통령에게 올리는 것입니다.

성군(聖君)의 聖자는 귀를 열고 백성이 말하는 소리를 듣는 왕을 뜻한다 합니다. 이 만인소의 염원을 들어주셔서 順天의 길을 간 聖君의 대통령으로 역사에 오래도록 기억되시길 간절히 바라옵니다.

전 세계의 110개 평화단체들과 146인의 평화운동가들은 당면한 동북아와 한반도 위기에 대해 무력 사용을 반대하고 외교적 해결을 촉구하였습니다. 전 세계 평화와 군축을 위해 활동하는 이들은 이번 서한을 통해 지금의 위기가 오판과 우연에 의해 핵전쟁으로까지 비화된다면 전 세계는 핵참화를 피하기 어려울 것이라고 우려하며 △선제적 무력 사용 반대, △도발적인 군사연습 중단, △동북아비핵지대안 검토, △한국전쟁 종전, △6자회담 재개, △유럽연합의 외교적 협상 지원 환영, △외교적 해결 우선 등 7개 요구사항을 제시하였습니다.

이들은 이러한 입장을 담은 서한을 지난 9월 7일 남⋅북⋅미⋅중⋅러⋅일 등 6개국 대통령(또는 수상)과 유엔주재 대표, 유엔안보리 회원국, 안토니오 구테레스 유엔 사무총장 그리고 페데리카 모게리니 유럽연합 외교안보 고위대표에게 보냈다고 밝혔습니다.

이번 공동서한에는 퍼그워시 회의(Pugwash Conference), Campaign for Nuclear Disarmament(영국), Coalition for Peace Action(미국), 원수폭금지협의회(일본), 참여연대(한국) 등 전세계 24개국에서 활동하는 평화단체들과 1976년 노벨평화상 수상자인 메어리드 코리건 매과이어(Mairead Corrigan Maguire)를 비롯한 대표적 평화운동가들이 함께 하였습니다.

▣ 공동서한 국문

동북아 상황의 외교적 해결을 호소합니다

전 세계에서 평화와 군축을 위해 활동하는 ‘어볼리션(Abolition) 2000’의 회원단체들을 대신하여 미국과 북한에 동북아가 직면하고 있는 전쟁 직전의 상황에서 한 걸음 물러나, 대신 전쟁을 막기 위한 외교적 접근법을 택하라고 촉구합니다.

우리는 군사 갈등이 발발하는 것을 막고 나아가 근본적인 갈등을 해결하기 위해 즉시 협상에 나설 것을 요구합니다. 그러한 협상은 양자 간은 물론 중국, 일본, 북한, 러시아, 한국, 미국을 포함하는 새로운 6자회담 틀을 통해 이뤄져야 합니다.

북한의 핵‧미사일 능력을 두고 고조되는 긴장과 군사 갈등 위협은 외교적 해법이야말로 필수적이며 최우선임을 다시금 일깨워줍니다. 전쟁 위기가 높아지고 오판과 우연, 또는 의도에 의해 핵무기가 사용될 수도 있다는 사실은 매우 끔찍한 일입니다.

1950년에서 1953년까지 이어진 한국전쟁에서 목숨을 잃은 사람들의 수는 남북, 중국, 미국 등 다 합해 총 300만 명을 넘습니다. 만일 전쟁이 다시 발발한다면, 특히 핵무기가 사용된다면 사망자 수는 훨씬 더 많을 것입니다. 한반도에서 발발하는 핵전쟁은 핵 참사로 전 세계를 집어 삼킬 것이며 이는 우리 모두가 알듯이 문명의 종말을 가져올 것입니다.

전쟁보다 외교적 해법을 지지하며, 우리는 다음과 같이 요구합니다.

우리는 그 어느 측의 선제적 무력 사용에도 반대합니다. 이는 역효과를 낳을 것이며 상황을 핵전쟁으로 이끌 것입니다.

우리는 모든 측에 군국주의적 수사와 도발적인 군사 연습을 그만두기를 촉구합니다.

우리는 중국, 일본, 북한, 러시아, 한국, 미국이 3+3 방식의 동북아 비핵지대 수립을 위한 단계적이고 포괄적인 접근법을 검토하기를 권합니다. 이는 일본과 한국에서 두 개 이상의 정당의 지지를 받고 있으며 북한 정부도 관심을 가지고 있습니다.

우리는 중국, 일본, 북한, 러시아, 한국 그리고 미국이 또한 한국전쟁(1950-1953)을 공식적으로 끝내도록 1953년 정전협정을 전환하기 위한 가능한 옵션과 양식을 고려할 것을 권합니다.

우리는 6자회담을 재개하라는 유엔 사무총장의 요구와, 협상을 지원하겠다는 그의 제안을 환영합니다.

우리는 이란 핵 프로그램 협상을 성공적으로 이끌었던 것처럼 외교적 협상을 지원하겠다는 유럽연합(EU)의 제안 역시 환영합니다.

Appeal for a diplomatic solution in North East Asia

The Abolition 2000 members and affiliated networks listed below, representing peace and disarmament organisations from around the world, call on the United States and North Korea to step back from the brink of war in North East Asia, and instead adopt a diplomatic approach to prevent war.

We call for the immediate commencement of negotiations to prevent a military conflict from erupting, and to resolve the underlying conflicts. Such negotiations should take place both bilaterally and through a renewed Six-Party framework involving China, Japan, North Korea, Russia, South Korea and the United States.

The escalating tensions and threat of military conflict over North Korea's nuclear and missile capabilities makes a diplomatic solution of vital importance and the highest priority. The increasing risk of war - and possibly even the use of nuclear weapons by miscalculation, accident, or intent - is frightening.

More than three million citizens of Korea, China, USA and other countries lost their lives in the Korean War from 1950-1953. Should a war erupt again, the loss of lives could be considerably worse, especially if nuclear weapons are used. Indeed, a nuclear conflict erupting in Korea could engulf the entire world in a nuclear catastrophe that would end civilization as we know it.

In supporting diplomacy rather than war, we:

Oppose any pre-emptive use of force by any of the parties, which would be counter-productive and likely lead to nuclear war;

Call on all parties to refrain from militaristic rhetoric and provocative military exercises;

Encourage China, Japan, North Korea, Russia, South Korea and the United States to consider the phased and comprehensive approach for a North-East Asian Nuclear-Weapon-Free Zone with a 3+3 arrangement*, which already has cross-party support in Japan and South Korea and interest from the North Korean government;

Encourage China, Japan, North Korea, Russia, South Korea and the United States to also consider options and modalities for turning the 1953 Armistice Agreement into a formal end to the 1950-1953 Korean War;

Welcome the call of the UN Secretary-General for a resumption of Six-Party talks and his offer to assist in negotiations;

Welcome also the offer of the European Union to assist in diplomatic negotiations, as they did successfully in the negotiations on Iran’s nuclear program;

Call on the United Nations Security Council to prioritise a diplomatic solution to the conflict

* The 3+3 arrangement would include Japan, South Korea and North Korea agreeing not to possess or host nuclear weapons, and would require China, Russia and the USA agreeing not to deploy nuclear weapons in Japan, South Korea or North Korea, nor to attack or threaten to attack them with nuclear weapons.

매주 금요일마다 국민과 함께하는 불금파뤼~~

이번엔 청계광장에서 함께 만나요.

이번 주 금요일(25일) 저녁 7시, 청계광장에서 여섯 번째 #돌마고 #불금파티 가 열립니다.

그동안 불금파티는 MBC와 KBS 앞에서 열었는데요, 더 많은 시민들과 함께 하기 위해 청계광장에서 불금파티를 엽니다. 제작중단 중인 마봉춘 아나운서 #허일후 님이 사회를 보고, #전인권 님과 #한영애 님이 초대손님으로 옵니다. 그리고, KBS와 MBC의 보도로 가슴이 무너져내렸던 #416가족합창단도 함께 합니다.

6번 째 불금파티는 공영방송 언론인들이 시민들과 함께 만나는 자리로 준비하고 있습니다.
그동안 KBS와 MBC에서 어떤 말도 안 되는 일들이 벌어졌는지 확인할 수 있습니다.

무엇보다 국민 모두가 성원했던 #마봉춘 과 #고봉순 을 하루라도 빨리 만나려면, 시민들의 응원이 절실합니다.

MBC와 KBS가 국민의 품으로 돌아올 수 있도록 많은 분들이 함께 해 주시기를 부탁합니다.
