"제가 지금 견딜 수 없는 것은 시민 문재인이었을 때, 광화문에서 우리와 같이 촛불을 들었던 문재인이었을 때는 적폐였던 저 사드가 어떻게 대통령 문재인에게는 합법이 될 수 있는지 하는 것입니다."

지금 성주와 김천을 관통하는 감정은 깊은 배신감이다. 새 정부에 대한 기대가 컸던 만큼, 그래서 투표장으로 가는 마음이 설렜던 만큼, 이 복잡하고 첨예한 사드 문제 해결의 공을 촛불 정부가 꼭 가져가기를 누구보다 바랐던 만큼, 그 실망감은 크고 깊다.

첫 번째 기대, 국회 동의 공약

2016년 7월, 박근혜 정부의 사드 배치 결정 직후 문재인 후보는 사드 배치는 득보다는 실이 커 보인다며 재검토와 공론화를 공개적으로 요구했다. '사드 배치 같은 중대사가 국회 동의 없이 가능하다고 주장한다면, 국회는 SOFA 협정 개정 문제를 검토해야 할 것'이라고 주장하기도 했다.

문재인 대통령은 대선 후보 시절 '사드는 차기 정부 재검토' 입장을 유지하면서, 더불어민주당 대선 공약집에 "사드 한반도 배치에 대한 국회 비준 동의 추진"을 명시했다. 찬반을 떠나, 적어도 국회 동의 과정만은 거치겠다는 의지가 보였다. 참여연대가 보낸 대선 질의서에는 사드 문제가 "집권 시 최우선 해결 과제"라고 답했다. 성주, 김천 주민들이 보낸 대선 질의서에는 사드 배치가 국회 동의와 더불어 주민 동의도 필요한 사안이라고 답하기도 했다.

정세균 국회의장, 심재권 민주당 사드특위 위원장을 포함해 수많은 의원들이 지난 1년간 사드 배치는 헌법에 따라 국회의 동의를 얻어야 한다고 요구해왔다. 새 정부가 들어서면, 공약에 따라 적어도 국회 동의 절차를 책임 있게 추진할 것이라 기대했다.

그러나 지난 7월 19일 국정기획자문위원회가 발표한 '국정 운영 5개년 계획'에서 이러한 내용은 찾아볼 수 없었다. 집권 시 최우선 해결하겠다던 사드 관련된 내용은 중국과 사드 문제 관련 소통을 강화하겠다는 것뿐이었다. 지금까지 국회 동의를 추진하겠다는 의지는 어디에서도 보이지 않고, 발사대를 추가 배치하겠다는 결정만 나왔다. 공약을 파기한다면 왜 그 공약을 지키지 못하게 되었는지, 무슨 이유로 생각이 바뀌었는지 단 한 마디 설명이라도 있어야 하는 것 아닐까?

두 번째 기대, 진상조사와 적폐 청산

사드 발사대 4기 반입 보고 누락과 전략 환경영향평가를 회피하기 위한 부지 쪼개기 2단계 공여가 드러난 이후, 지난 6월 7일 문재인 정부는 국무총리실 산하에 '사드 배치의 절차적 투명성 확보를 위한 범정부 합동 TF'를 구성했다. 국무총리실은 보도자료를 통해 "앞으로 합동 TF에서는 환경영향평가 회피 등 그동안 사드 배치 추진과정에서 나타난 지적 사안들에 대한 추가조사 문제, 절차적 정당성을 획득하기 위한 적정한 환경영향평가 실시 문제 등에 대해 집중적으로 논의·대응해 나갈 계획"이라고 밝혔다.

한미정상회담 직전인 지난 6월 22일 문재인 대통령은 로이터 통신과의 인터뷰에서 "사드 발사대 1기는 2017년 말에, 나머지 5기는 2018년에 배치하기로 당초 한미 양국이 합의했으나 알 수 없는 이유로 앞당겨졌다"고 말했다. 사실상 탄핵과 대선 국면에서 사드 배치가 누군가에 의해 빨라졌다고 강조한 것이다. 국방부는 새로운 장관 취임 후 내부 협의를 통해 사드 배치에 대한 자체 조사와 감사원에 직무 감찰을 의뢰하는 방안을 검토한다고 했다. 이에 어떤 방식으로든 사드 배치 과정의 불법성을 조사하고, 책임자를 처벌하는 등 적폐 청산을 시작할 것이라 기대했다.

그러나 약속했던 진상조사는 지금까지 시작조차 하지 않았다. 송영무 장관이 취임했지만 국방부 자체 조사를 시작했다는 소식도 들을 수 없다. 보고 누락 등을 이유로 위승호 국방정책실장이 경질된 후, 사드 배치 협의를 위한 한미공동실무단 단장을 맡았던, 사실상 박근혜 정권 사드 배치의 실무 책임자 장경수 정책기획관이 지금까지 정책실장 대리를 맡고 있다. 제대로 된 자체 조사가 과연 가능할까?

지난 7월 12일 성주, 김천 주민과 원불교 교도, 사드한국배치저지전국행동은 사드 배치 합의·결정, 부지 취득과 공여, 환경영향평가 회피, 관련 자료 비공개 등 박근혜 정부의 사드 배치 전 과정에서 벌어진 불법 행위와 비민주성을 하나하나 정리하여 국방부, 외교부, 환경부, 기획재정부, 국토교통부, 청와대 국가안보실, 국무총리실을 대상으로 감사원에 국민감사를 청구했다. 그러나 이에 대한 감사원의 답변 역시 아직 감감무소식이다.

민주적·절차적 정당성을 그토록 강조해온 문재인 정부의 범정부 TF에서 세 달 동안 논의하여 발표한 것은 '일반' 환경영향평가를 실시할 것이며, 환경영향평가 종료 전 사드 장비 운용을 위한 기지 공사 등은 허용하겠다는 것뿐이었다. 이마저도 바로 다음 날 사드 발사대 4기 추가 배치 결정을 발표하며 무색해졌다.

사드 배치는 국방·군사시설사업으로 전략 환경영향평가 대상 사업이며, 환경영향평가의 핵심 목표는 '사전에' 입지 타당성과 계획의 적절성을 판단하는 것이 되어야 한다. 선(先)사드 배치와 공사 후(後) 환경영향평가는 국내법 어디에도 없는 기형적인 조치다. 남은 발사대를 모두 배치하고 상시 전기 공급이 가능한 전기시설까지 설치한다는데, 사후 환경영향평가가 다 무슨 소용이겠는가?

세 번째 기대, 주민과의 소통

서주석 국방부 차관이 소성리 마을회관에 찾아와 지난 정권에서 일방적인 사드 배치 강행으로 주민에게 심려를 끼친 점에 대해 사과하고 문재인 정부가 촛불시민혁명으로 탄생한 정부라는 점을 강조했을 때만 해도, 이번 면담을 시작으로 앞으로 계속 소통하겠다고 했을 때만 해도, 기대는 높았다.

그러나 그 후 벌어진 일들은 다음과 같다. 제대로 된 환경영향평가를 이야기했더니, 뜬금없이 전자파 측정을 하겠다고 통보했다. 박근혜 정부의 소규모 환경영향평가를 정당화하기 위한 것이었다. 그러면서도 환경영향평가서는 군사 3급 비밀이라 수치를 포함해 아무것도 공개할 수 없다고 했다.

사드 발사대 추가 배치를 전제로 지역 토론회를 강행하려 했다. 요식행위였다. 미8군 사령관은 주민들이 거부한 명분쌓기용 전자파 측정을 하는 날, 사과하겠다고 찾아왔다. 사과를 받을래야 받을 수 없는 상황이었다. 주민 의견을 수렴한다고 했지만, 주민의 의견은 사실 작은 것 하나 반영되지 않았다. 화려한 소통쇼만 이어졌다.

사드 발사대 추가 반입이 임박했다. 성주, 김천 주민들은 2016년 7월 이후 하루도 빠짐없이 촛불을 들었다. 집회, 농성, 평화캠핑, 고발, 소송, 헌법소원, 기자회견, 언론기고, 1인 시위, 신문 광고, 대국민 홍보, 영화 상영, 국회 토론회, 정부 관계자 면담, 해보지 않은 것이 없다. 결국 발사대 4기와 공사 장비 추가 반입이 강행된다면 이제 할 수 있는 것은 몸으로 막는 일 뿐이다.

'국가 안보'를 위한 것이니 이해하라고 주민들을 밀어붙이기 전에 문재인 대통령이 강조했던 절차적·민주적 정당성, 스스로 했던 약속들부터 되돌아보아야 한다. '박근혜 알박기, 문재인 못박기 사드'라는 오명을 남기지 않으려면, 지금이라도 멈춰야 한다.

이소선 어머니 5주기 기림 이소선합창단 정기공연

종이 담쟁이

작은 몸집으로 산보다 큰 그림자를 드리워 천만 노동자와 민중에게 생기와 희망을 불어넣으셨던 이소선 어머니께서 우리 곁을 떠난 지 5년이 되었습니다. 어머니를 기리고, 행복한 노동과 인간다운 삶을 바라는 모든 이의 마음을 모으고자 2016년 10월 23일(일) 오후 5시에 마포아트센터에서 “종이 담쟁이”라는 제목으로 이소선합창단 정기공연을 펼칩니다. 이소선합창단은 모든 노동자 단결하여 싸우라는 어머니의 뜻을 노래로 새기고 퍼뜨리고자 2011년에 걸음을 내디뎠고, 그동안 수많은 노동자 투쟁 현장에서 함께 싸우며 힘을 북돋웠습니다.

노래로 연대하는 이소선 합창단

꽃 같은 아이들이 영문도 모른 채 우리 곁을 떠나야 했던 세월호 사고 뒤 2년이 지났지만, 아직도 진상은 제대로 밝혀지지 않았습니다. 지난 5월, 그 아이들과 같은 나이인 비정규직 청년이 지하철 안전문을 수리하다 사고로 목숨을 잃었습니다. 가장 위험한 일에 가장 어리고 미래가 불안한 비정규직 노동자를 밀어 넣는 게 우리 사회의 자연스러운 질서처럼 자리를 잡아 갑니다. 하지만 어둡지만은 않습니다. 이 젊은이의 비극에 슬픔과 부끄러움을 고백하는 노동자와 시민들의 쪽지가 구의역 전체에 종이 담쟁이를 드리웠습니다.

슬픔과 부끄러움에 드리워진 종이 담쟁이

그 종이 담쟁이 잎에 새겨진 마음이 바로 이소선 어머니의 삶이고 바람이고 어머니께서 우리에게 남기신 뜻이기에 우리는 “종이 담쟁이”라는 노래를 만들었고, 올 정기공연의 제목으로 세웠습니다. 그리고 혼자 힘으로는 도무지 어찌할 수 없는 비정규직의 굴레 앞에서 그저 자신을 탓하고 살 수만은 없는 작은 숨소리를 모아 “바람보다 드세게”라는 노래로 부릅니다. 하늘 덮는 숲을 이끌었던 작은 나무 이소선 어머니를 그리워하는 “문득 떠나가신 님”, 지치지 않고 강물보다 더 길게, 바다보다 더 넓게 거침없이 퍼진 어머니의 사랑을 기리는 “사랑은 길게 흐른다” 두 곡이 공연의 시작과 끝을 울립니다. 세월호의 아픔을 그린 “어느 별이 되었을까”, “너의 졸업식”은 유가족과 어린 넋들에 바치는 우리의 다짐입니다.

작은 숨소리 모아 바람보다 드세게 부르는 노래

이소선 어머니 5주기 기림 정기공연에서는 이소선합창단에서 창작한 8곡과 “연대의 광장으로 모이자”, “단결한 민중은 패배하지 않는다” 등 외국의 노동자와 민중들이 투쟁하며 부른 노래 2곡, 그리고 갖가지 비열한 노동 탄압에 맞서 싸우고 있는 투쟁 현장 노동자들과 함께 무대에 서서 부르는 떼창 등 모두 14곡을 선보입니다.

강물보다 더 길게, 바다보다 더 넓게

2014년 창단 공연에는 34명이 무대에 섰고 창작곡은 1곡이었습니다. 2015년 정기공연에는 43명이 무대에 섰고 창작곡은 3곡이었습니다. 2016년에는 52명이 무대에 서며 창작곡은 8곡입니다.

돈의 힘 앞에 주눅 들지 않는 노동자 문화,

돈의 힘으로 만들어낸 어떠한 것보다 더 아름답고 빛나는 노동자 예술,

그것이 사람으로 사는 까닭을 노래하려는 이소선합창단에서 작고 거친 소리를 모아 열어젖히는 새 세상입니다.

퍼그워시 회의 등 전세계 110개 평화단체, 무력사용 반대 입장 담은 서한을

미국과 북한 등 주요국가들에 전달

전 세계의 110개 평화단체들과 146인의 평화운동가들은 당면한 동북아와 한반도 위기에 대해 무력 사용을 반대하고 외교적 해결을 촉구하였습니다. 전 세계 평화와 군축을 위해 활동하는 이들은 이번 서한을 통해 지금의 위기가 오판과 우연에 의해 핵전쟁으로까지 비화된다면 전 세계는 핵참화를 피하기 어려울 것이라고 우려하며 △선제적 무력 사용 반대, △도발적인 군사연습 중단, △동북아비핵지대안 검토, △한국전쟁 종전, △6자회담 재개, △유럽연합의 외교적 협상 지원 환영, △외교적 해결 우선 등 7개 요구사항을 제시하였습니다.

이들은 이러한 입장을 담은 서한을 지난 9월 7일 남⋅북⋅미⋅중⋅러⋅일 등 6개국 대통령(또는 수상)과 유엔주재 대표, 유엔안보리 회원국, 안토니오 구테레스 유엔 사무총장 그리고 페데리카 모게리니 유럽연합 외교안보 고위대표에게 보냈다고 밝혔습니다.

이번 공동서한에는 퍼그워시 회의(Pugwash Conference), Campaign for Nuclear Disarmament(영국), Coalition for Peace Action(미국), 원수폭금지협의회(일본), 참여연대(한국) 등 전세계 24개국에서 활동하는 평화단체들과 1976년 노벨평화상 수상자인 메어리드 코리건 매과이어(Mairead Corrigan Maguire)를 비롯한 대표적 평화운동가들이 함께 하였습니다.

▣ 공동서한 국문

동북아 상황의 외교적 해결을 호소합니다

전 세계에서 평화와 군축을 위해 활동하는 ‘어볼리션(Abolition) 2000’의 회원단체들을 대신하여 미국과 북한에 동북아가 직면하고 있는 전쟁 직전의 상황에서 한 걸음 물러나, 대신 전쟁을 막기 위한 외교적 접근법을 택하라고 촉구합니다.

우리는 군사 갈등이 발발하는 것을 막고 나아가 근본적인 갈등을 해결하기 위해 즉시 협상에 나설 것을 요구합니다. 그러한 협상은 양자 간은 물론 중국, 일본, 북한, 러시아, 한국, 미국을 포함하는 새로운 6자회담 틀을 통해 이뤄져야 합니다.

북한의 핵‧미사일 능력을 두고 고조되는 긴장과 군사 갈등 위협은 외교적 해법이야말로 필수적이며 최우선임을 다시금 일깨워줍니다. 전쟁 위기가 높아지고 오판과 우연, 또는 의도에 의해 핵무기가 사용될 수도 있다는 사실은 매우 끔찍한 일입니다.

1950년에서 1953년까지 이어진 한국전쟁에서 목숨을 잃은 사람들의 수는 남북, 중국, 미국 등 다 합해 총 300만 명을 넘습니다. 만일 전쟁이 다시 발발한다면, 특히 핵무기가 사용된다면 사망자 수는 훨씬 더 많을 것입니다. 한반도에서 발발하는 핵전쟁은 핵 참사로 전 세계를 집어 삼킬 것이며 이는 우리 모두가 알듯이 문명의 종말을 가져올 것입니다.

전쟁보다 외교적 해법을 지지하며, 우리는 다음과 같이 요구합니다.

우리는 그 어느 측의 선제적 무력 사용에도 반대합니다. 이는 역효과를 낳을 것이며 상황을 핵전쟁으로 이끌 것입니다.

우리는 모든 측에 군국주의적 수사와 도발적인 군사 연습을 그만두기를 촉구합니다.

우리는 중국, 일본, 북한, 러시아, 한국, 미국이 3+3 방식의 동북아 비핵지대 수립을 위한 단계적이고 포괄적인 접근법을 검토하기를 권합니다. 이는 일본과 한국에서 두 개 이상의 정당의 지지를 받고 있으며 북한 정부도 관심을 가지고 있습니다.

우리는 중국, 일본, 북한, 러시아, 한국 그리고 미국이 또한 한국전쟁(1950-1953)을 공식적으로 끝내도록 1953년 정전협정을 전환하기 위한 가능한 옵션과 양식을 고려할 것을 권합니다.

우리는 6자회담을 재개하라는 유엔 사무총장의 요구와, 협상을 지원하겠다는 그의 제안을 환영합니다.

우리는 이란 핵 프로그램 협상을 성공적으로 이끌었던 것처럼 외교적 협상을 지원하겠다는 유럽연합(EU)의 제안 역시 환영합니다.

우리는 유엔 안전보장이사회에 갈등에 대한 외교적 해결을 우선시할 것을 요구합니다.

* 3+3 틀은 일본, 한국, 북한이 핵무기를 보유하거나 반입하지 않고, 중국과 러시아, 미국이 일본, 한국, 북한에 핵무기를 배치하지도, 이들을 핵무기로 공격하겠다고 위협하지도 않을 것을 요구합니다.

▣ 공동서한 영문

Appeal for a diplomatic solution in North East Asia

The Abolition 2000 members and affiliated networks listed below, representing peace and disarmament organisations from around the world, call on the United States and North Korea to step back from the brink of war in North East Asia, and instead adopt a diplomatic approach to prevent war.

We call for the immediate commencement of negotiations to prevent a military conflict from erupting, and to resolve the underlying conflicts. Such negotiations should take place both bilaterally and through a renewed Six-Party framework involving China, Japan, North Korea, Russia, South Korea and the United States.

The escalating tensions and threat of military conflict over North Korea's nuclear and missile capabilities makes a diplomatic solution of vital importance and the highest priority. The increasing risk of war - and possibly even the use of nuclear weapons by miscalculation, accident, or intent - is frightening.

More than three million citizens of Korea, China, USA and other countries lost their lives in the Korean War from 1950-1953. Should a war erupt again, the loss of lives could be considerably worse, especially if nuclear weapons are used. Indeed, a nuclear conflict erupting in Korea could engulf the entire world in a nuclear catastrophe that would end civilization as we know it.

In supporting diplomacy rather than war, we:

Oppose any pre-emptive use of force by any of the parties, which would be counter-productive and likely lead to nuclear war;

Call on all parties to refrain from militaristic rhetoric and provocative military exercises;

Encourage China, Japan, North Korea, Russia, South Korea and the United States to consider the phased and comprehensive approach for a North-East Asian Nuclear-Weapon-Free Zone with a 3+3 arrangement*, which already has cross-party support in Japan and South Korea and interest from the North Korean government;

Encourage China, Japan, North Korea, Russia, South Korea and the United States to also consider options and modalities for turning the 1953 Armistice Agreement into a formal end to the 1950-1953 Korean War;

Welcome the call of the UN Secretary-General for a resumption of Six-Party talks and his offer to assist in negotiations;

Welcome also the offer of the European Union to assist in diplomatic negotiations, as they did successfully in the negotiations on Iran’s nuclear program;

Call on the United Nations Security Council to prioritise a diplomatic solution to the conflict

* The 3+3 arrangement would include Japan, South Korea and North Korea agreeing not to possess or host nuclear weapons, and would require China, Russia and the USA agreeing not to deploy nuclear weapons in Japan, South Korea or North Korea, nor to attack or threaten to attack them with nuclear weapons.

사드배치철회 성주투쟁위원회 등 4개 단체는 내일(5/11) 오후 1시, 서울중앙지방검찰청에 황교안, 김관진, 한민구, 윤병세를 특정범죄 가중처벌 등에 관한 법률 위반(국고손실), 공직선거법위반, 형법 제123조 직권남용으로 고발할 예정입니다. 검찰은 대통령 선거에 부당한 영향을 미치고, 국고손실을 은닉하였으며, 국내법 절차를 무시하고 직권을 남용해 성주 골프장을 공여한 이들의 범죄행위를 철저히 밝혀 엄벌에 처해야 할 것입니다.

탄핵 당한 박근혜 정부의 국무총리 황교안(현 대통령권한대행), 청와대 국가안보실장 김관진, 국방부장관 한민구, 외교부장관 윤병세는 사드 배치 비용을 미국이 부담할 것이라고 일관되게 발언하여 왔습니다. 하지만 트럼프 미국 대통령은 지난 달 말 “사드는 10억 달러짜리 시스템이다. 한국이 사드 비용을 내는 게 적절하다고 한국 측에 이미 통보했다”고 밝혔습니다. 같은 달 30일 맥마스터 미국 백악관 국가안보보좌관은 “내가 가장 싫어하는 것이 미국 대통령의 발언을 부정하는 것”, “내가 한국의 카운터 파트에게 말한 것은 어떤 재협상이 있기 전까지는 기존 협정은 유효하며, 우리는 우리 말을 지킬 것”이라고 발언해 트럼프 미국 대통령의 발언이 진실이며, 미국이 재협상을 통해 한국 정부에 사드 배치 비용을 부담시키려는 의도를 밝혔습니다. 또 한 언론에 의하여 피고발인 김관진이 2016. 12.경 미국 트럼프 대통령 당선자 인수위로부터 사드 배치 비용을 부담을 한국 정부에 요구하는 문서를 받았다는 사실이 폭로되었습니다. 대통령권한대행 황교안을 비롯한 위 각료들은 작년 12월 문서로 미국 트럼프 정부로부터 사드 배치 비용 부담 요구를 받았음에도 불구하고 이를 은닉하였고 사드 배치를 강행한 것입니다. 이들은 법령상 부여된 임무에 위배하여 사드 배치 여부를 결정하는데 중요하게 검토되어야 할 10억 달러라는 막대한 비용 부담을 전혀 고려하지 않고 만연히 사드 배치를 강행하였던 것입니다. 이로써 대한민국은 장래에 국고에서 막대한 사드 배치 비용을 부담할 실질적인 위험에 처하였습니다. 이들의 행위는 특정범죄 가중처벌등에 관한 법률 제5조가 규정한 국고손실죄에 해당합니다.

황교안 등 위 각료들은 당초 계획보다 현저히 신속하게 탄핵 결정 선고일 직전인 3월 6일에 사드 장비를 오산 공군기지에 반입하게 하고, 투표일 약 보름 전인 지난 달 26일에 전격적으로 사드 장비를 성주골프장에 반입하게 하였습니다. 이러한 황교안 등의 행위는 전통적으로 보수 후보에게 유리하고 진보 후보에게는 불리한 사드 배치라는 안보 이슈를 대통령 선거의 최대 이슈로 부각시킴으로써 선거에 대한 부당한 영향력을 행사하고 이로써 선거 결과에 영향을 미치는 행위라고 할 것입니다. 이들의 행위는 공직선거법 제9조, 제85조 제1항, 제255조를 위반한 공직선거법위반죄에 해당합니다.

황교안 등 위 각료들은 직권을 남용하여 환경영향평가를 실시하지 아니하였고, 국방·군사시설사업 실시계획 승인을 없이 성주골프장을 굴착하고 사드 장비를 설치하였으며, 국유재산특례제한법을 위반하여 부지를 공여하였습니다. 이들의 행위는 형법 제123조의 직권남용죄에 해당합니다.

이번 주 금요일(25일) 저녁 7시, 청계광장에서 여섯 번째 #돌마고 #불금파티 가 열립니다.

그동안 불금파티는 MBC와 KBS 앞에서 열었는데요, 더 많은 시민들과 함께 하기 위해 청계광장에서 불금파티를 엽니다. 제작중단 중인 마봉춘 아나운서 #허일후 님이 사회를 보고, #전인권 님과 #한영애 님이 초대손님으로 옵니다. 그리고, KBS와 MBC의 보도로 가슴이 무너져내렸던 #416가족합창단도 함께 합니다.

6번 째 불금파티는 공영방송 언론인들이 시민들과 함께 만나는 자리로 준비하고 있습니다.
그동안 KBS와 MBC에서 어떤 말도 안 되는 일들이 벌어졌는지 확인할 수 있습니다.
