저소득층의 자활을 위하여 2018년 「자활기업 활성화 대책」, 2019년 「국민기초생활 보장법」 개정으로 자활기금 적립을 의무화 하였으나, 그 성과가 미흡한 형편이다. 자활기금 활성화를 위해서는 법령 위반에 대한 관리·감독의 강화와 평가제도의 도입 그리고 기금운용심의위원회의 내실화 및 자활기금의 법인 위탁 운용 등을 검토해 볼 필요가 있다.

◆(검토 배경)코로나19 사태가 당초 예상과 달리 장기화되면서 글로벌 경제에 미치는 부정적 영향이 확대

 

  ㅇ2/4분기 저점 이후 아시아 경제가 회복국면을 보이고 있으나 아세안 5국을 포함한 신흥국은 중국 및 선진국 그룹에 비해 회복속도가 더딘 모습(multi-speed recovery)

 

  ⇒ 아세안 5국이 우리나라와 높은 경제적 연관도를 가지는 점을 감안하여 코로나19 장기화가 동 지역의 재정 및 대외부문 등 거시 안정성에 미칠 영향을 살펴보고 거시불균형 확대 가능성을 점검

 

 

◆(최근 아세안 5국의 경제상황) 아세안 5국은 코로나19 확산에 대응하여 3월말부터 강력한 봉쇄조치를 실시해옴에 따라 소비, 생산 등 경제활동 전반이 크게 위축된 상황

 

  ㅇ소비, 생산 및 수출 모두 2/4분기중 최저치를 기록하였다가 3분기 들어 개선세를 보이고 있으나 그 속도는 당초 예상보다 더딘 모습

 

  ㅇ이에 따라 IMF는 아세안 5국의 금년도 성장률을 지난 6월 전망대비 1.4%p 하향조정한 -3.4%p로 발표(2020.10월)

 

 

◆(거시불균형 확대가능성 평가)

 

  ①(재정 안정성) 금년과 2021년중 대규모 재정적자로 정부부채가 빠르게 늘어나고 일부 국가는 이자부담이 크게 확대되는 등 잠재적 불안요인이 있으나 전반적으로 여타 신흥국에 비해서는 양호한 수준인 것으로 평가

 

    ▪(재정수지) 코로나19 대응을 위한 정부지출 확대로 금년중 적자폭이 크게 늘어난 후 상당 기간 적자기조를 지속할 전망이나 여타 신흥국과 비교시 상대적으로 양호한 수준 

 

    ▪(정부부채) 재정적자 확대로 정부부채가 빠르게 증가하면서 이자비용 부담 확대, 높은 외화표시부채 비중 등이 리스크 요인으로 작용할 우려

 

 

  ②(대외 안정성) 코로나19 확산 이후 경상수지 악화, 외국인 투자자금 유출 등 일부 부정적인 영향이 나타나고 있으나 경상수지 흑자가 유지되고 자본 유출입도 4월 이후 안정세를 보이고 있어 대체로 안정적인 것으로 평가

 

    ▪(경상수지) 국별로 다소 상이한 모습을 보이는 가운데 관광업 부진, 해외송금 감소 등이 경상수지를 악화시키는 요인으로 작용하고 있으나 대체로 적정 경상수지 규모를 유지

 

    ▪(자본유출입) 외국인 포트폴리오 투자자금은 3월중 대규모 유출이 발생한 이후 다시 예년 수준으로 회귀하면서 안정세를 보이고 있으나

 

      일부 국가의 경우 단기차입을 중심으로 한 해외차입 급증이 향후 대외부문의 잠재적 불안요인으로 작용할 우려

 

    ▪(대외채무) 금년 들어 경상수지 악화, 외국인 투자자금 유출 등으로 총 외채 및 단기외채 비중이 말레이시아를 중심으로 확대

 

 

◆(결론 및 시사점)코로나19 장기화로 아세안 5국의 재정 및 대외부문 상황이 이전에 비해 다소 악화될 것으로 보이나 여타 신흥국대비 양호한 기초 경제여건에 비추어 볼 때 대체로 흡수 가능한 수준인 것으로 판단

 

  ㅇ아세안 5국은 감염증 확산에도 불구하고 양호한 거시안정성을 유지하고 있는 만큼 향후 회복국면이 본격화하면 빠르게 이전 수준의 성장모멘텀을 회복할 수 있을 것으로 예상

 

  ㅇ아세안 5국의 재정 및 대외부문 안정성은 긴밀한 교역관계를 형성하고 있는 우리나라의 수출에 긍정적 영향을 미칠 것으로 기대
